HomeMy WebLinkAboutPLAN COMMISSION - 03/21/1979 - VILLAGE ON THE LAKE Minutes Elk Grove Village Plan Commission March 21 , 1979 The regular meeting of the Plan Commission was called to order by Acting Chairman Hauser at 8:05 p.m. on Wednesday, March 21 , 1979, in the Multi- Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: Edward Hauser, Acting Chairman Richard M. Finn, Leah Cummins, Secretary Administrative Assistant John Glass Charles L. Durham, George Mullen (departed at 8:30 p.m. ) Administrative Intern James Petri (arrived at 8:20 p.m.) Orrin Stangeland MEMBERS ABSENT: None Docket 78-10: Proposed Revision to the Planned Unit Development Located at Village on the Lake The petitioner, United Development Company, was requesting an amendment to the preliminary land use and zoning plat, and a Special Use Permit in order to revise a site plan for the construction of 144 manor homes in lieu of three five-story buildings with 282 proposed units . The 11 .6 acre parcel is located at the northwest corner of Biesterfield Road and Leicester Road. Hauser noted that the Staff had prepared and submitted a findings of fact for the review and approval of the Plan Commission. After extensive discussion, it was the consensus of the Plan Commission to approve the findings of fact as submitted by Staff subject to some minor revisions . The Plan Commission agreed that the findings of fact to be submitted to the Village Board would indicate the following: The Commission finds that the manor home development proposed by the petitioner is not compatible with the planned unit development for the Village on the Lake as presently implemented for the following reasons : 1 . The proposed manor home development would be incompatible with the abutting residential properties because of a dramatic difference in scale between the housing types . 2. The petitioner proposed to totally eliminate all the recrea- tional amenities that were originally provided for the subject property in the approved 1973 site plan. 3. Although the proposed site plan would decrease the height of the structures and the number of units per acre, it would greatly increase the building ground coverage thereby substantially decreasing the common open space available on the subject property. At that point, the Commission directed Staff to send the findings of fact to the Village Board for consideration. • • Plan Commission Minutes - 2 - March 21 , 1979 Bolger Landscaping and Screening Plan Terrence Bolger, Realtor, was present to represent the petitioner. The petitioner was present to discuss the landscaping and screening plan for the 1 .2 acre parcel that was recently annexed into the Village. The petitioner was required by the annexation agreement to submit and receive approval of a landscaping and screening plan for the 1 .2 acre parcel located at the southeast corner of Biesterfield and Rohlwing Roads . Hauser began the discussion by asking what was the advantages to having the washed cobblestones as proposed for the island areas within the parking areas of the property. Bolger responded by noting that part of the island areas would be used as walkways . He added that the cobblestones could be walked on and were not as easily kicked out of place as other materials . However, he added that one problem was that children could conceivably pick up pieces of the cobblestone surface and throw them. Bolger continued the discussion by making reference to several aspects of the proposed landscaping and screening plan. He noted that the revised proposed plan now included an increased number of trees placed closer to the building. He added that the revised plan also included additional honeysuckles and the inclusion of several Australian pines . Next, Cummins asked if the Village's Staff had any comments in relation to the proposed landscaping and screening plan. Finn responded that the Village's operating departments had expressed no problems with the plan as proposed. At that point, Hauser stated that he had discussed the proposed plan with Steve Halberg of the Elk Grove Park District. Hauser related that Halberg had made the following comments in relation to the proposed plan: 1 . Skyline locusts proposed are acceptable but overused . It might be better in the long run to use some other type of plant. 2. Cobblestones tend to be difficult to walk on. It is also hard to clean accumulated snow from them. Bolger acknowledged Hauser's statements by stating that he, too, would prefer to use some alternative to the cobblestones . Hauser asked Bolger what type of schedule he was running in relation to beginning implementation of a landscaping and screening plan. Bolger stated that there was no particular hurry except for a desire to get the plan ready for bids. He added that if the Plan Commission agreed with the basic plan, he would concentrate on finding an alternative to the use of the cobblestone surface for the center island located in the parking area. He noted it was that area that would be used for walking while the other areas would not. At that point, Hauser suggested that the Plan Commission recommend approval of the Bolger landscaping and screening plan subject to the provision of an acceptable surface for the center island located in the parking area. The consensus of the Plan Commission was to agree with Hauser's motion. Outside Lighting Requirements in Village Shopping Centers Finn noted that the state of the Plan Commission's agenda was of a nature to allow attention to items on it which had been pushed back Plan Commission Minutes - 3 - March 21 , 1979 Outside Lighting Requirements (continued) due to more pressing concerns . He suggested that the Plan Commission take the opportunity to study the issue of outside lighting requirements in Village Shopping Centers . The consensus of the Plan Commission was to accept Finn's suggestion and to request that Staff locate and invite an expert in the area to address the Plan Commission on some of the technical aspects of the lighting issue. Plat of Vacation - Frisbie Hauser noted that the Engineering Department had approved a plat of vacation for the Frisbie Subdivision. Cummins made a motion to recommend approval of the plat. Stangeland seconded the motion. All present voted 'AYE' . Meeting adjourned at 10: 10 p.m. Submitted by, Charles L.
