HomeMy WebLinkAboutPLAN COMMISSION - 04/16/1980 - STEIN/OEHLERKING PETITION FOR ANNEX MINUTES ELK GROVE VILLAGE PLAN COMMISSION Wednesday, April 16, 1980 The regular meeting of the Plan Commission was called to order at 8:00 p.m. on Wednesday, April 16, 1980 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Kenna, Edward W. , Chairman Farley, Donna O. Cummins, Leah, Secretary STAFF PRESENT: Geinosky, Frederick C. Stephen M. Feller, Glass, John R. Administrative Assistant Mullen, George E. Stangeland, Orrin J. (arrived at 8:20 p.m.) Docket 80-1: Stein-Oehlerking Petition for Annexation and Rezoning Anthony Pauletto, Attorney, Lawrence Gold, Architect, and Phil DiMaso, Builder, were present to represent the petitioners. The petitioners were requesting that the Village annex 3.98 acres of property located on the south side of Oakton Street, approximately 120 feet east of Shadywood Lane. The annexation would be made con- tingent on the property being zoned A-2, Multiple Family Residence District. The Village's Official Map shows the property zoned I-1, Restricted Industrial District. Steven Halberg, Park Superintendent for the Elk Grove Park District, presented a plan for the development of a parking lot to serve the users of Udall Park, which lies immediately to the south of the subject site. The plan showed a 25 foot wide driveway leading into a lot containing 20 parking spaces. Halberg suggested that the parking lot could be built with the monies collected in lieu of the 10% land dedication requirement of the Village. Mullen questioned how it was determined that 20 parking spaces would adequately meet the parking needs for the site. Halberg responded that a resident in the.area had told him that 20 parking spaces would be sufficient. Pauletto indicated that he would revise the site plan to show Building No. 1 closer to the setback line at the north edge of the property. This modification would permit the future extension of Willow Lane if it became necessary. Glass asked that the density calculation be shown on the site plan. Pauletto agreed to include this information on the plan. The consensus of the Plan Commission was to prepare a finding of fact, which recommends approval of the petitioners' request for pre- annexation rezoning. . . . continued -i Plan Commission Minutes Page 2 April 16, 1980 Landscaping Plan: Landmeier Road Truck Terminal Robert Ahnen was present on behalf of Klefstad Engineering Company to discuss a Landscaping Plan for the truck terminal located on the southwest corner of Landmeier Road and Lively Boulevard. The Plan was submitted in response to Section 3.94, Paragraph D, of the Zoning Ordinance which requires screening of an off-street parking area that is across the street from a residential use. Ahnen pointed out that the Plan had been revised to show the installation of two rows of trees in the 25 foot easement along Landmeier Road. He stated that the plantings would not interfere with the sewer line which is present at the south edge of the 25 foot easement. Ahnen also explained that an additional row of trees would be planted along the northwestern property Line which abuts the right-of-way of the Chicago District Pipeline Company. Cummins noted that the Landscaping Plan shows the installation of trees which are only 3 - 4 feet in height. Cummins suggested that the vegetation would provide very little screening during the first few years. She added that the impact of the screening is also reduced because the grade of the property slopes so that there is a 5 foot drop in the elevation of the easement area along Landmeier Road. Ahnen agreed to revise the Plan to show trees that are 5 - 6 feet in height. He also indicated that Klefstad would install the same size trees along the property line of the single family homes on the north side of Landmeier Road. Preliminary Plat of Subdivision: Klefstad Industrial Park John V. Vivoda was present to discuss a Preliminary Plat of Subdivision for 23 acres of property with frontage along Higgins Road on the southwest and Elmhurst Road on the east. Vivoda noted that he believes that the extension of Landmeier Road requires only a 60 foot wide right-of-way rather than the 80 feet which is required by the Subdivision Control Ordinance. Mullen, Stangeland, and Glass all expressed the opinion that Landmeier Road (extended) will serve as an arterial street and will require an 80 foot wide right-of-way. The consensus of the Plan Commission was to prepare a finding of fact which recommends that the Plat be approved, but urges the Village Board to consider the issues concerning the installation of traffic signals, the need for a second source of water, and the appropriate width of the Landmeier Road right-of-way. Everding Resubdivision and SDK Subdivision No. 2 Sherwin Portnoy and Stanley Johnson, representing Draper and Kramer, Incorporated, were present to discuss two Plats of Subdivision for property located at the northeast corner of Landmeier and Busse Roads. Portnoy explained that he had prepared a sketch plan which shows Jarvis Avenue extended through the property and meandering to intersect with Landmeier Road. Portnoy noted that he had designed Plan Commission Minutes Page 3 April 16, 1980 Everding Resubdivision and SDK Subdivision. No. 2 (continued) the road with several bends in order to discourage vehicles from using it to avoid the intersection at Landmeier and Busse. He added that the bending of the road would also serve to retain the original layout of the two largest lots in the Subdivision. The consensus of the Plan Commission was direct the petitioner to submit the sketch plan to the Village Staff for review. The meeting adjourned at 10:30 p.m. Submitted by: jV;O-- A• la)-' Stephen M.
