Elk Grove Village Plan Commission
Wednesday, October 21, 1981
The regularly scheduled meeting of the Plan Commission was
called to order at 8:20 p.m. on Wednesday, October 21, 1981 in the
Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue.

Landscape Plan: L•andmeier Road at Perrie Drive
Esper Petersen was present to answer questions regarding the
landscape plan he submitted for the purpose of screening his industrial
property from the Regency Square apartment complex across Perrie Drive.
Petersen went on to state that the Amur Privets he proposed are preferred
over Buckthorns, for his past experience has shown that Buckthorns thin
out on the bottom.
In response to Cummins, Petersen told the Commission he would adjust
the spacing between plants to 30 inches.
Paliganoff expressed concerns regarding the necessity to trim the
landscape material. Petersen responded that trimming would probably
not be required as the area is quite open and the intent of the landscape
plan is to let the plant material spread and provide as much screening
as possible. Petersen assured Commission members that Regency Square
property owners would be allowed to trim the material should they want
to.
In response to Fulton, Petersen stated that the height of material
at planting would be 4' - 5' and the mature height would be 10' - 12'
in five years.
Stangeland inquired whether a mix of Buckthorn and Privet would
be possible. Petersen. replied that he would like to stick with Privet
because it is highly recommended by his nurseryman.
Fulton moved to accept the proposed landscape plan of Esper Petersen
to be planted along his west property line near the northeast corner of
Landmeier and Perrie Drive, with a spacing of 30 inches between planting
material, and approximately 212 total Amur Privet plants. Geinosky
seconded. The motion was unanimously approved.

Preliminary Roadway Configuration Plan: Northwest Point
Howard G. Krafsur of Bennett and Kahnweiler Associates was present
to render comments and answer questions regarding a preliminary roadway
configuration plan (dated October 19, 1981) for the Northwest Point
office park development (formerly the K1ehm Property) .
Mullen questioned the layout of the proposed King Street extension
and inquired as to why it was not aligned with the present King Street
right-of-way. Krafsur stated that after many months of negotiation
this was the only possible configuration available. Krafsur added that
Illinois Bell (owners of the property through which King Street is
extended) will not consider allowing the roadway to be placed any
further west as shown on the roadway plan being considered; therefore,
alignment with King Street is not feasible.
Fulton inquired as to the possibility of seeking a solution to
the east of the King Street extension. Krafsur responded that no
solution to the east is available due to the placement of current
developments in that area.
Stangeland observed that perhaps Bennett and Kahnweiler could
strike a deal with Illinois Bell (IBT) whereby Bennett and Kahnweiler
would receive the land necessary to construct a roadway in line with
King Street in exchange for land area sufficient to construct a parking
lot for Illinois Bell employees to the north or west of the Illinois
Bell building.
Krafsur replied that Stangeland's alternative had been discussed
with Illinois Bell and that IBT is not willing to consider this option.
Fulton asked what the distance between IBT's building and a future
King Street with no offset would be. Krafsur 'responded that this
distance would appear to be at least 25 to 30 feet. Krafsur further
stated that the concept of an offset for King Street is not a new
idea being brought forward at this time. It has been discussed in
previous presentations of the project and his understanding is that
the Village would be able to live with such an offset.
Fulton questioned Krafsur as to whether any members of the Village
Staff had been involved in Bennett and Kahnweiler's negotiations with
Illinois Bell. Krafsur related that Staff had not done so as yet.
Krafsur pointed out to Commission members that should all options
for the placement of King Street extended fail, the remaining alternative
would be Village condemnation of the property necessary to construct an
aligned King Street. However, although condemnation is a possible
solution it is not felt to be a very feasible solution in the given
circumstance.
Cummins asserted that the configuration plan as presented is most
certainly very poor from a planning perspective due to the non-
alignment of King Street. Krafsur related that the configuration
plan had been called "liveable" by Village Staff.
Glass commented that perhaps one of IBT's concerns was that of
pedestrian safety should King Street be extended straight through.
Under that circumstance, IBT employees parked in the lot to the east
of King Street extended would be required to cross a potentially well-
traveled road to get to work.

Stangeland inquired of Krafsur whether IBT would accept any
Bennett and Kahnweiler property to the west of IBT's property as
compensation for the parking area lost. Krafsur replied that IBT
would.not consider that type of arrangement.
Glass then asked Commission members if there were any concerns
among them regarding the remainder of the roadway plan.
Glass mentioned that the existing driveway entrance to the IBT
property which is located on the King Street/Lee Street curve should
be closed off for traffic safety reasons if King Street is extended.
Glass further stated that a new driveway opening to the IBT property
should be provided on King Street extended for purposes of safe
ingress and egress by automobiles to the property.
Krafsur responded that the current understanding with Illinois
Bell is that Bennett and Kahnweiler.-will provide an additional driveway
on King Street extended.
Stangeland asked Krafsur if the possibility of extending Lively
Boulevard to the Northwest Point development was explored. Krafsur
replied that an extension of Lively Boulevard was not possible due to
the many intervening properties.
Cummins suggested that the Commission unanimously disapprove the
entire plan, and recommend same to the Village Board. Stangeland
expressed agreement with Cummins.
Glass stated he was not in agreement with Cummins for the Commission
was in agreement with every aspect of the roadway configuration plan
save the King Street/,Lee Street intersection and offset. Therefore,
a recommendation from the Plan Commission should express to the Village
Board which aspects of the plan are acceptable, and which aspects
are not acceptable.
Cummins made a motion to disapprove the roadway configuration plan
as proposed. Discussion followed. Glass reiterated that these
portions of the plan which are acceptable should receive approval, and
those portions not acceptable should not be approved - rejection of
the entire roadway plan based on the objectionable qualities of only
one aspect of the plan would be misleading. Stangeland declared
that he could not approve the roadway plan; further, the offset is an
embarrassment, to good planning principles.

Geinosky asked for the Chairman to call the question, whereupon
Glass called for a vote on the Cummins' motion. The following voted
AYE: Cummins, Geinosky, Mullen, Paliganoff, Stangeland. The following
voted NAY: Glass, Fulton. The motion to disapprove the proposed
preliminary roadway configuration plan submitted by Bennett and
Kahnweiler Associates to serve the Northwest Point office park
development was passed (5 AYE, 2 NAY) .
Sidewalk Control
Trustees James P. Petri and Edward R. Hauser, members of the
JPZ Committee, were in attendance to discuss Subdivision Control
Ordinance requirements for sidewalks with members of the Plan
Commission.
Petri noted that the purpose of this joint effort by the JPZ
and Plan Commission is to develop a policy for establishing sidewalk
requirements in areas where unique circumstances have allowed for
variations in the current ordinance. Petri also noted that many
areas in the Village have been left without sidewalks due to County
and State prohibitions, or the configuration of drainage ditches.
Glass mentioned sidewalks will become increasingly important as
the need for access to public transportation increases.
Petri stressed the need for any sidewalk control policy to be
equitable under all circumstances.
Note was made of a report from the Village Engineer which
delineates areas throughout the Village that are in noncompliance
with the current Subdivision Control Ordinance. Discussion of various
methods that could be utilized to bring nonconforming areas into
conformance followed. Those methods include:
1. Adjusted sidewalk configurations (other than parallel with
street);
2. Require deposit from developers to ensure construction of
sidewalk;
3. Village and Property Owner construction cost sharing;
4. Increase enforcement activity of current ordinance and
obtain compliance where physically possible.
Members of the JPZ Committee requested that the Plan Commission
establish a data base of those areas which are included on public
transportation routes. The JPZ Committee will consult with the
Village Attorney regarding legal aspects of sidewalk control.
Comprehensive Plan
Discussion regarding an update of the Comprehensive Master Plan
followed.
Hauser noted that it was important to maintain the legal integrity
of the Comprehensive Plan throughout any revision or review.
The Plan Commission will review the Comprehensive Plan and make
recommendations as to its revision.
