MINUTES
ELK GROVE VILLAGE PLAN COMMISSION
Wednesday, October 7, 1981
The regularly scheduled meeting of the Plan Commission was
called to order at 8:10 p.m. on Wednesday, October 7, 1981 in the
Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue:

Landscape Plan: Landmeier Road Truck Terminal
Mr. and Mrs. Fredrick Cesaretti of 299 Fleetwood Lane were present
and inquired as to the disposition of screening to be placed on their
property pursuant to an agreement with Klefstad Engineering. Chairman
Glass directed that Staff follow-up on the request.
Landscape Plan Review: Presentation by
Land and Forestry Foreman
Joseph Gdowski, Foreman, Land and Forestry, was in attendance to
make a presentation regarding the review of landscape plans. Gdowski
stated that he reviews plans from a long range perspective and attempts
to determine what planting arrangements will most likely look like in
five to ten years. Gdowski further noted that disease resistance,
maturity and growth habit of plant materials are also major considerations.
Gdowski also commented the species of plant material may vary greatly in
their growth characteristics.
Glass observed that the Plan Commission is often concerned with
screening. Under this context it is necessary to know from examining
a landscape plan on paper whether or not a certain arrangement will
produce the desired effects immediately as well as into the future.
Gdowski related that maintenance characteristics of plant materials
may vary greatly and have quite an impact on a landscape plan's effect.
Low, medium and high maintenance plants are available on the market
with the low maintenance plants holding more of a true form as they
grow.

Paliganoff observed that many landscape plans do not include
mention of the maintenance level which the planting would require;
and further suggested that the question of maintenance characteristics
be made a concern when the Plan Commission reviews landscape plans.
Geinosky pointed out that in cases where a commercial and/or
industrial development abuts a residential property, a common concern
is that of providing a twelve month, effective screen.
Gdowski responded that evergreen-type materials would be most
suitable for use where a twelve-month screen is needed.
The Commission then noted that they would be asking Gdowski to
review landscape plans in the future. Kaleta specified that the
Commission may also want to include comments regarding what the
specific intent of each plan is when submitting a plan for review.
Glass asserted that said intent will be communicated through Staff.
Gdowski made mention of the fact that many landscape plans as
drawn on paper do not eventually materialize. Some measure of follow-
up may be advisable. Glass added that some measure of enforcement
at a time period of one year after acceptance of a plan is a major
concern of the Commission. Kaleta suggested that a written maintenance
agreement with the developer may aid- this type of enforcement.
Stangeland expressed concerns with the development of a compre-
hensive Soil Erosion and Sedimentation Control Ordinance. Gdowski
replied that he would lend his expertise, if needed, to the develop-
ment of this ordinance.
Subcommittee Reports
Geinosky reported that the Zoning Ordinance Organization subcommittee
will begin meeting very shortly.
The Parking Regulation and Conditional Business Use subcommittees
also reported that they will begin meeting soon.
The meeting was adjourned at 10:27 p.m.
