HomeMy WebLinkAboutPLAN COMMISSION - 08/19/1981 - SDK LANDSCAPE PLAN Minutes Elk Grove Village Plan Commission Wednesday, August 19, 1981 The regularly scheduled meeting of the Plan Commission was called to order at 8:00 p.m. on Wednesday, August 19, 1981 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue: MEMBERS PRESENT: MEMBERS ABSENT: Cummins, Leah, Secretary Glass, John R. , Chairman Fulton, Clark Geinosky, Frederick C. Mullen, George E. Paliganoff, David J. Stangeland, Orrin J. STAFF PRESENT: Steven J. Wylie, Administrative Intern SDK Landscape Plan The Plan Commission continued deliberation of the petition of Draper and Kramer, Inc. to berm and landscape on Lot 10 of SDK Subdivision No. 2. A revised landscaping plan that was requested of the petitioner by the Plan Commission was reviewed. Fulton remarked that the plan seemed to answer the previous questions the Plan Commission had concerning the potential height and breadth of vegetation. Cummins noted that the revised plan met with the approval of the Village Engineer and the Foreman of the Land and Forestry Division. Stangeland recommended that the Plan Commission heretofore have landscape plans presented to it with vegetation detailed in various stages of growth from the time of planting through full fruition. The other Commission members concurred that this should be considered as a method they could use to better realize the gradual and ultimate development of specific vegetation. With discussion of the matter concluded, Mullen motioned to approve the revised landscaping plan. Fulton seconded the motion. The motion passed 5-0 (Glass, Geinosky absent) . The Plan Commission at this point requested that Joe Gdowski, Foreman, Land and Forestry Division of Public Works, attend the Plan Commission meeting of September 16, 1981. His presence is requested for discussion on proper landscape plan review procedure. Docket 81-7 The Plan Commission then continued to review the petition of Robert Calkins to rezone the northwest corner of Nerge and Rohlwing Roads from (R-3) to (B-2) . (The petition to rezone the subject property was approved on August 5, 1981. On August 19, the Plan Commission continued discussion of the above item in light of traffic impact recommendations received from the Elk Grove Village Police Department subsequent to the August 5 meeting.) The Plan Commission considered the recommendation of the Police Department that the proposed driveway on Nerge Road be used for ingress only and the proposed driveway on Rohlwing be used for egress only. Plan Commission Minutes - 2 - August 19, 1981 Docket 81-7 (continued) A brief discussion of potential traffic congestion and patterns followed. It was noted that Mr. Calkins (not present) might not be amenable to such a requirement, but added that the Minutes of August 5, 1981 note his agreement to cooperate with Village traffic control measures. It was determined that Mr. Calkins could address the Village Baord of Trustees at a future date should he not concur with the recommendation. Mullen suggested including the Police Department recommendation on the Finding of Fact to be presented to the Village Board and it was agreed to do so. The Plan Commission considered a second recommendation of the Police Department that the Village request the County and State to reduce speed limits on Nerge Road and Rohlwing Road to 40 miles per hour. Mullen commented that he felt such matters were for the considera- tion of law enforcement officials and not germane to the rezoning of the subject property. Cummins agreed that it was not in the purview of the Commission to sit as experts on such matters. The Plan Commission elected not to include the second Police Department recommendation in the Finding of Fact, but to attach it as information for the Village Board of Trustees. The Plan Commission, having already voted to recommend rezoning, reviewed the wording of the specific recommendations to be made to the Board. Item 1: That no twenty-four hour operations or coin-operated amusement establishments be allowed. (A letter from the prospective contract purchasers of the property affirming this position is attached.) The Commission expressed concern over the possibility of late night business operations on the subject property. Mullen noted that the letter from the contract purchasers to be attached to the Finding of Fact precludes the allowance of "any twenty-four hour type of operation" on the premises. It was determined that in the opinion of the Plan Commission, the inclusion of the word "type" in the letter would suffice in preventing any operations uncomplimentary to the surroundings of the subject property. Approved as worded. Item 2: That the developer be encouraged to construct a driveway apron on the Rohlwing Road right-of-way in accordance with Elk Grove Village recommendations, subject to final Engineering approval from the State of Illinois, for the purpose of increasing accessibility of larger Fire Department apparatus to the property. (A joint recommendation from the Building Commissioner and Fire Chief is attached.) Approved as worded. Item 3: (3) That the off-street loading space as required by Sections 3.97 to 3. 99 of the Elk Grove Village Zoning Ordinance be located adjacent to the proposed building. Approved as worded.
