HomeMy WebLinkAboutPLAN COMMISSION - 04/01/1981 - CENTEX Minutes Elk Grove Village Plan Commission Wednesday, April 1, 1981 The regular meeting of the Plan Commission was called to order at 8 p.m. on Wednesday, April 1, 1981 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. Docket 81-3: Centex Homes' Petition to Amend the Special Use Permit for the Hampton Farms Development The Plan Commission, acting as a Zoning Commission, conducted a Public Hearing on the petition of Centex Homes Midwest, Inc. for an amendment to Ordinance No. 1292, which grants a Special Use Permit for development of property as a Planned Unit Development in Winston Grove Section 24. The petitioners were requesting the amendment to make certain changes to the building design and number of bedrooms in the remaining units that have not been constructed under the approved plan. The remaining units would be constructed as follows: (1) Fifty-two (52) townhouse modules, each consisting of a one story, two bedroom condominium unit over a one story, one bedroom con- dominium unit. Each condominium unit would have an attached one car garage and a private entry. (2) Ninety (90) two story, two or three bedroom units. Each unit would have an attached one car garage. The property is located west of Meacham Road and north of the Chicago District Pipeline right-of-way. William Gilli1an, President of Centex Homes; Fred Feinstein, Attorney; Russel Taylor, Land Planner; Paul Ulatowski, Engineer; Gerald Harker, Vice President of Centex Homes; and Joe Luciani, Vice President of Centex Homes, were present to represent the petitioner. Feinstein began by explaining that this petition is a separate issue from the Elk Grove Park District's desire to work with Centex Homes to acquire land for a golf course in Section 24. Centex has not yet submitted a petition for the zoning changes that might be needed to accommodate the golf course. Plan Commission Minutes - 2 - April 1, 1981 Docket 81-3 (continued) Gillilan noted that the current Hampton Farms townhouse project has been financially unsuccessful. He related that discussions with potential purchasers of townhouse units indicated that the development would have broader market appeal if a few changes were made to the building design. The potential purchasers suggested attaching the garages to the units, reducing the percentage of three bedroom units, providing a three bedroom unit with 2�- bathrooms, and revising the exterior design to a more traditional architectural style. Gillilan pointed out that Centex is not seeking any variations to the Village's Zoning Ordinance and that the utility and street locations would not change under the new proposal. Gillilan added that the number of buildings would remain the same as approved and that the new plan would have more open space than was previously approved. Gillilan reported that the number of units and bedrooms would change under the proposed plan as follows: Approved by Proposed Ordinance 1292 Amendment Units 206 258 Bedrooms 553 504 - 594* *Centex would retain the flexibility of choosing between having 2 or 3 bedrooms in ninety of the units. Gillilan added that the increase in dwelling units would most likely reduce the monthly assessment and maintenance burden of future homeowners. Paliganoff asked if the proposed structures will have fire walls. Gillilan indicated that the Building Code requires a two hour fire separation between units. Stangeland questioned whether or not Centex had conducted marketing research when developing the new product. Gillilan replied that he had spent many hours talking with potential purchasers about the types of changes that should be made to the units. Stangeland asked if there were adequate provisions for parking in the proposed plan. Gillilan replied that adequate parking will be available and that this project has more parking than most competing developments. He added that the previously approved plan provided for 3.6 parking spaces per unit and the new plan has 2.5 parking spaces per unit. Cummins inquired whether or not Centex had considered including basements in the units. Gillilan replied that there is not a sufficient demand for basements because of the additional costs that are involved. Glass questioned if the architectural style of the proposed buildings will blend in with the units that have already been constructed. Gillilan replied that in his opinion the two styles are compatible. Plan Commission Minutes - 3 - April 1, 1981 Docket 81-3 (continued) Following is a synopsis of comments presented to the Plan Commission from the audience: - The types of people purchasing one bedroom units is different than those who purchase two and three bedroom units. - The two buildings along Meacham Road should have the same architectural style as the existing buildings. - Centex has not responded to a homeowner's letter which raised legal questions on the language of a purchase contract for a townhouse unit. - The proposed plan may not provide adequate parking because many homeowners use their garage for storage. Kenna advised the petitioner that the testimony will be discussed by the Plan Commission at a meeting on April 15, 1981. A full account of the proceedings is available in the Official Transcript.
