ELK GROVE VILLAGE PLAN COMMISSION
September 27, 1976
The September 27, 1976 meeting of the Plan Commission was
called to order by Chairman Pro Tem Bill Shannon at 8: 15 P.M.

Also in attendance were Messrs. Thomas Rettenbacher and Bob Callahan;
petitioners and interested citizens.
Centex Section 22 North
As a first order of business , the Commission considered
Centex Section 22 North. They compared the final linen to an earlier
plat, and noted that the checklist was approved by the various Village
departments . This section comprises 158 lots . It was noted that the
pattern of naming streets appeared confusing, and would certainly
present a dilemma to persons unfamiliar with the area.
It was moved by Hauser and seconded by Jacobson that the
final be recommended for approval to the Village Board. All present
voted "aye".
Re-Mi Foods, Inc.
The materials submitted by Polytechnic, Inc. , as well as
Charles Willis ' letter of September 24th, were discussed by the
Commission. Mr. Foster, Attorney for Re-Mi Foods , Inc. , was present
to answer questions . Water availability was of particular concern
to Plan Commission members . Mr. Foster said, -. .". .energy and water
sources are a concern to us every day of our lives. We've heard
about the proposal to bring Lake Michigan water into the Village in
the future, and that gives us confidence that our water requirements
will be met." He went on to say that, "We picked Elk Grove because
you have O'Hare Field close by; you are in the Chicago Freight District;
there's rail at this site; there are good industrial neighbors ;" all of
this portends a good future. He said that Re-Mi Foods, Inc. had con-
sidered relocating in a given 35-mile area, which was narrowed down to
seven. Anyplace with the 35-mile range would present the same water
availability problem to them. Although it was noted that the Director
of Public Works advised that Re-Mi 's 8,000,000 gallon annual water
consumption could be provided "with very little effect on our system",'
Mr. Foster did give us assurance that Re-Mi is working to recycle water
to reduce that rate to something less . Plan Commission members have,

and continue to be, very sensitive to the water crisis, as well as to
the availability of energy, as both impact mightily on the planning
process .
It was moved by Hamilton and seconded by Cummins that Text
Amendment proposed for Section 5.81 , Paragraph A, Group 2096 be approved.
All present voted "aye".
Elk Grove Estates Townhome Condominium Parcel C Association - Additional Parking
With respect to the request for additional parking spaces on
Pahl Drive, on advice of Mr. Rettenbacher that this request does not
violate the 50% open space required for the Planned Unit Development,
it was considered that no public hearing need be held. However, it
was made clear that there must be conformance to the 10 x 20' parking
space required by ordinance. After the spaces have been installed,
the plat is to be prepared by the surveyor. Hamilton moved the fore-
going in the form of a motion to recommend to the Village Board. It
was seconded by Hauser and all present voted "aye".
Docket 76-6: Text Amendment to Ordinance #842 relating to Antennae
The Text Amendment to Ordinance #842 relating to Antennae was
discussed again. Additional research is being conducted so that a new
recommendation may be brought before the Plan Commission. Generally,
the Plan Commission members expressed increasing concern for the visual
pollution that antennae and towers are creating. Other Villagers ,
including Mead Killion, have contacted Plan Commission members to
express the same distaste for the problems CB's have created.
