ELK GROVE VILLAGE PLAN COMMISSION
February 9, 1976
The regular meeting of the Plan Commission was called to order
at 8:25 p.m. on Monday, February 9, 1976, in the Staff Conference Room
of the Municipal Building, 901 Wellington Avenue.

Residence for Alexian Brothers on the Medical Center Property
Rettenbacher explained the Alexian Brothers ' request and
recommended its approval . Under an R-1 Special Use Permit, the Brothers '
request called for the building of a two-story residence center 50 feet
back from and facing Gloucester Drive. The Brothers are currently
located in three private residences on Bristol Lane. Under Ordinance
No. 842, no public hearing is required, as the change in plans were
of a minor nature. Rettenbacher explained that the residence would not
exceed the Village height requirements , and that the architect for
Alexian Brothers would prepare an ordinance with a detailed site plan.
Shannon moved to approve the Special Use. All present voted "Aye".
Thoroughfare Report
Ed Hauser offered for discussion two publications concerning
thoroughfares :
A. 1-995 plan of NIPC: Main point being that North Avenue was
fp , considered as a corner of high accessi.bility with the Elgin-
1 O'Hare Expressway closely linked to this . Wesley said he
would further research the Elgin-O'Hare situation.
B. Barton-Aschman Study: Transit study dealing with DuPage County.
Two - four person mass transit vehicles were discussed.
Companies involved in this project were Otis, Rohr, and
Bindas .
Preliminary Plan - Section 22
Steve Bilheimer, Rick Burton, Bob Calkins, and Tom McCabe of
Centex were present for an informal discussion of Section 22 - Winston

Grove Preliminary Plan. Rick Burton began by explaining the Section's
traffic patterns . The major roads (Meacham, Nerge, Biesterfield) would
be spaced with the minor roads in between them. Hamilton questioned
the break in Biesterfield Road, and discussed the Village Board's
reservations about this break. The issue was one of the practicality
of discussing further planning of Biesterfield in the wake of the Board's
decision to end the northward advancement of Biesterfield at Meacham Road.
The Public Works site was still pending, as soil borings were
needed for final ratification. Hauser questioned the possibility of
streets surrounding the Public Works site by mentioning problems such
as sun blockage by the Municipal Garage on Landmeier. He also mentioned
that the possibility of shared space in the site by the Park District
was under consideration.
Parrin stated that the Assistant Village Engineer was in
contact with Roselle concerning the Roselle well site discussed during
the last meeting. The Roselle Village Engineer stated that they have
not acquired any land near our proposed deep and shallow wells. Nor
does Roselle know if they intend on building a well near Elk Grove's
since no borings have been taken, no land dedicated, and Roselle growth
in the questioned area is three - four years away.
A long discussion then followed on the problems of the
dedicated lands for parks west of 53 and a narrow land strip north of
Nerge and west of Meacham which would be parallel to the Elk Grove
Village - Schaumburg dividing line. It was the Commission's feelings
that the small size and irregular shapes of the areas in general ,
combined with the unstable soil conditions , would be conducive neither
to area maintenance nor to the building of recreational facilities.
The Commission reminded the Centex representatives of the similar
situation that had occurred in Section 19 with unfavorable results.
Centex's arguments were articulated by their engineer,
Tom McCabe. McCabe stated that the drainage courses had already been
established, as a result of flowage and soil conditions , but that a
five to one side slope could be used to greatly ease this situation.
Centex maintained that the areas in question were all more than adequate,
and suggested their use as passive open space. Steve Bilheimer then
brought up Centex's economic constraints , and the fact that they were
meeting their land percentage requirements for dedication. Ed Hauser
and William Wesley then brought up the issue of relocating some parks
as a compromise to try and achieve a central park site west of 53.
After further discussion, it was indicated that the Commission
was not very interested in the narrow strip parallel to the Village
limits , and that the parks ' question would be brought up again after
departmental reports are received and further research is done by
Centex. Hauser asked Bilheimer if he would be amenable to the hiring
of an outside source, at shared costs , to study the situation further.
Bilheimer replied that he was reluctant to do so because of his faith
in Centex staff and the expense of the task. Hauser stated that he
would present the same request to Bilheimer in writing.
