HomeMy WebLinkAboutPLAN COMMISSION - 01/24/1977 - CENTEX PLAT OF EASEMENT/MIDCO RESUB/VET CLINIC MINUTES ELK GROVE VILLAGE PLAN COMMISSION January 24, 1977 The regular meeting of the Plan Commission was called to order by Chairman Shannon at 8:07 p.m. on Monday, January 24, 1977, in the Conference Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: William Shannon, Chairman Thomas Rettenbacher, Leah Cummins , Secretary Building Commissioner John Glass Donald Ciaglia, Edward Hauser Dir. of Public Works/Engineering William Wesley (8: 10 p.m.) Richard Finn, MEMBERS ABSENT: Administrative Intern Thomas Hamilton Stanley Klyber Centex - Plat of Easement Shannon requested Ciaglia to explain the plat . Ciaglia stated that the easement is needed for the sanitary sewer trunk line which will serve Section 22 North & South. Shannon asked if there would be any alterations made when the pipe is put across Salt Creek. Ciaglia said that the pipe would go under Salt Creek and there would be no permanent alterations . Hauser made a motion to recommend approval of the plat. Glass seconded the motion. All present voted 'Aye' ; Absent: Hamilton and Klyber. Midco Resubdivision Mr. Foster was present representing Midco. Shannon noted that the Resubdivision had been corrected and resubmitted. Cummins made a motion to recommend the plat. Wesley seconded the motion. All present voted 'Aye` ; Absent: Hamilton and Klyber. Veterinary Out-Patient Clinic The Plan Commission, acting as a Zoning Commission, conducted a Public Hearing on September 13, 1976 to consider a Text Amendment to the Elk Grove Village Zoning Ordinance No. 842, Section 5.5 B-2 General Business District, Paragraph 5.52, Subparagraph B, Permitted Uses . The public transcript is on file and identified as Docket 76-8. The Plan Commission's original decision was to recommend against the Text Amendment, but after further consideration felt there was no conflict in that the veterinary use, with appropriate safeguards , should be allowed in the B-2 Zoning District. The use as proposed provides a service closely related to and compatible with, the permitted uses already recited in the B-2 section of the ordinance. It is not similar to, nor does it pose problems like those associated with the uses prohibited in this section of the ordinance. The Commission recognizes, however, that special safeguards or conditions are desirable to prevent Plan Commission Minutes - 2 - January 24, 1977 Veterinary Out-Patient Clinic (continued) abuse with the requested use. As such, we recommend approval to change Article 5.5 for zoning the B-2 District as follows : "Amend Section C (page 35) to be* relettered to Section E. Insert after Section B (page 34) the following: Section C. Conditional Uses : The following conditional uses are permitted: (add) Veterinary Out-Patient Clinics . Section D. Prerequisites for Conditional Use . (add) Veterinary Out-Patient Clinics , subject to following condition: (A) There shall be no boarding of animals of any kind except for those animals so ill that the personal attention of a doctor of veterinary medicine is required, or those animals recovering from surgery, providing that any such boarding facility permitted be situated in the clinic and not attached thereto. (B) All business must be conducted within a completely enclosed building, and no outdoor kennel of any kind shall be permitted. Side and rear yard requirements shall be in accordance with the 1-1 District. (C) Incinerators , lime pits or other facilities for the destruction of animal waste or corpse of any type shall not be permitted. (D) Parking requirements shall be in accordance with Section 3.96 (C) (2)., Medical or Dental Clinics . Vote 'Aye' : Shannon, Cummins , Glass , Hamilton, Hauser, Klyber; Idesley. Upcoming Meetings : Shannon requested the Village Clerk's office to publicly announce that on February 28, 1977 at 8:00 p.m. the Plan Commission , acting as the Zoning Commission, will conduct a Public Hearing concerning a Special Use Permit for Gullo International Development at Landmeier Road and Lively Boulevard.
