HomeMy WebLinkAboutPLAN COMMISSION - 11/01/1978 - SOIL EROSION CONTROL ORD Minutes Elk Grove Village Plan Commission November 1 , 1978 The regular meeting of the Plan Commission was called to order by Acting Chairman Hauser at 8: 15 p.m. on Wednesday, November 1 , 1978 in the Multi- Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: Edward Hauser, Acting Chairman Richard M. Finn, Leah Cummins , Secretary (8:30 p.m. ) Administrative Assistant John Glass C. Kenneth Schuster, George Mullen Acting Village Engineer James Petri Orrin Stangeland MEMBERS ABSENT: None Soil Erosion and Sedimentation Control Ordinance Hauser began the discussion by explaining to the Commission members some of the background information concerning soil erosion and sedimentation control . Hauser noted that the Acting Village Engineer was in attendance and would discuss the soil erosion and sedimentation control issue. Hauser continued by asking the Acting Village Engineer if he believed that a soil erosion and sedimentation control ordinance would have a place in Elk Grove Village. Schuster responded by stating that in his opinion any developing community would benefit from a soil erosion and sedimentation control ordinance. Schuster continued by noting that he was in the process of gathering information from neighboring communities pertaining to their respective approaches to soil erosion. He noted that during his investigation he had met with a representative from the North Cook County Soil & Water Conservation District to discuss the soil erosion control issue. Hauser continued the discussion by referring to the Assistant Village Engineer's October 4th memo concerning his review of the Schaumburg Soil Erosion and Sedimentation Control Ordinance. Hauser noted that one of the comments that the Assistant Village Engineer mentioned concerned the actual definition of the land area that would be covered under a soil erosion and sedimentation control ordinance. Hauser asked Schuster to define the area of land thatshould be covered by the ordinance. Schuster - responded that he was not prepared to give an exact definition. However, he made mention that the definition contained in the Palatine Soil Erosion and Sedimentation Control Ordinance could serve as a model definition. At that point Schuster distributed copies of Soil Erosion and Sedimentation Control Ordinances that he had obtained from Schaumburg, Wheeling and Palatine. The Plan Commission briefly reviewed the three ordinances and there was a brief discussion concerning the various items contained in each ordinance. Stangeland noted that in his opinion the Commission should concern itself with the larger developers. Mullen acknowledged Stangeland's statement; however, he questioned if Elk Grove Village had a large enough Plan Commission Minutes - 2 - November 1 , 1978 Soil Erosion and Sedimentation Control Ordinance (continued) problem to warrant the soil erosion and sedimentation control ordinance. Schuster responded to Mullen's question by stating that the Village would benefit with the adoption of such an ordinance. Mullen continued by asking if the soil erosion issue was really that significant in the Village. Hauser responded by stating that if the Village could prevent soil erosion on just one small lot then it would be beneficial to have such an ordinance. Mullen acknowledged Hauser's statement and he suggested that instead of adopting a new ordinance, the Commission might wish to cover the soil erosion issue in the Subdivision Control Ordinance. Hauser stated that exactly how the Village adopted standards for soil erosion control would be a procedural matter which would be best determined by the Village staff. Hauser concluded the discussion by requesting the Acting Village Engineer to contact the Village Engineers at Wheeling and Palatine and request their comments and recommendations concerning the success of their respective soil erosion control ordinances. Hauser also requested that the Plan Commission members thoroughly review the Palatine and Wheeling soil erosion control ordinances before the December 6th Plan Commission meeting. Winston Grove Section 22 North, Block 6, Resubdivision Hauser noted that the Engineering and Building Departments had reviewed and approved Winston Grove Section 22 North, Block. 6, Resubdivision. Cummins made a motion to recommend approval of the plat . Mullen seconded the motion. All present voted "Aye". Arthur - Lively Resubdivision Hauser noted that the Engineering and Building Departments had reviewed and approved Arthur -.Lively Resubdivision. Petri made a motion to recommend approval of the plat. Mullen seconded the motion. All present voted "Aye". The meeting adjourned at 9:30 p.m. Sub by: Richard M.
