ELK GROVE VILLAGE PLAN COMMISSION
November 5, 1975
The regular meeting of the Plan Commission was called to
order at 8:05 p.m. on Wednesday, November 5, 1975 in the Staff Conference
Room of the Municipal Building, 901 Wellington Avenue.

Arvidson: 30 Acres , Preliminary Plan
Joe Arvidson, Bob DiLeonardi and Rolf Campbell were present to
discuss a preliminary site plan for the Arvidson 30 acre tract.
The plan was devised to conform to the soil limitations ,
flooding, and natural drainage.
Arvidson proposed the construction of two types of buildings :
57 - Two story, 6-flat buildings 342 D.U.
2 - Four & one-half story, mid-rise bldgs. 108 D.U.
Total5T+-0 D.U.
The plan showed two parking stalls per dwelling unit with the
underground parking available at the mid-rise buildings .
Hamilton informed Arvidson that the use of a homeowner's
association for maintenance of open space and the lake area may pose a
problem. In addition, the taxing of the private open space places a
heavy tax burden on members of an association.
Shannon asked why single family homes were not considered
for the property since those are the dwelling unit types to the north
and east boundaries of the 30 acre tract. In addition, Szwalla also
proposes single family homes for his property to the west of Arvidson.
Rolf Campbell responded that the Arvidson property has unique
problems such as poor soils , flooding, and drainage flows . The possibility
of placing single family residences on the land was considered, but it
was found that only 60 homes or so could be built on the land.
Rettenbacher informed Arvidson that he may wish to consider
additional recreation, storage for sailboats , a maintenance shop and
storage of maintenance equipment, association meeting facilities , show
architectural structures on the site plan and have proper alignment of
streets.
Shannon commented that he felt the density was a little heavy
and further consideration given to where buildings are placed. Parking
abuts the length of the west property boundary. Additionally, if the
developer were to sell individual buildings to separate buyers, who in
turn rent the units , Shannon felt that a number of problems would be
realized such as we currently have at Carroll Square.

The Plan Commission will consider the concept and inform Mr.
Arvidson. A copy of the preliminary site plan is mounted in the Trustees'
Conference Room.
Property South of DeBruyne
Steve Regapoulos (Reis Realtors) , Richard Milne (Reia Realtors)
and Jerry Anthony (Century 21 ) came before the Plan Commission to discuss
a zoning plan for property adjacent to the DeBruyne tract on the south.
The zoning proposal would be the mirror image of the DeBruyne zoning:
the first 350' would be business zoning with the remaining 804' zoned A-2.
The proposed zoning plan is attached.
Wesley stated that although DeBruyne has a particular zoning
does not mean that adjacent property should be allowed a like density.
Mr. Milne told the Commission that he would like business
zoning along Meacham and possibly have zoning on the remainder for single-
family attached housing.
Rettenbacher recommended that Mr. Milne then show on his
proposed zoning plan a business zoning for the front of the property and
reflect residential zoning for single-family attached for the remaining
property.
Shannon advised Mr. Milne that the Commission will consider
the proposed land use.
Change of Meeting Date
The regular meetings of the Plan Commission will be held on
the 2nd and 4th Mondays of each month starting in December, 1975.
The meeting adjourned at 10: 10 p.m.
