HomeMy WebLinkAboutPLAN COMMISSION - 07/02/1975 - SZYWALA PROPERTY/STARR PETITION/PH DOCKET 75-9 MINUTES ELK GROVE VILLAGE PLAN COMMISSION July 2, 1975 The regular meeting of the Plan Commission was called to order at 7:25 p.m. in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: CONSULTANT PRESENT: Richard McGrenera Tod Trayser William Wesley Edward Hauser (8: 15) STAFF PRESENT: Stanley Klyber Joseph J. Misurelli , Leah Cummins Administrative Intern William Shannon Alvin Krasnow ATTORNEY PRESENT: Thomas Hamilton Edward C. Hofert, Village Attorney Proposed Annexation of Szywala Property Mr. Szywala (property owner/developer) ; Mr. DiLeonardi , attorney for Mr. Szywala ; and Mr. Campbell , planning consultant for Mr. Szywala, presented information regarding 80 acre and 50 acre parcels that would be annexed to the Village. The two parcels would be zoned R-3, single family. The Commissioners desired soil boring/site analysis information in addition to comments from the Village staff. Starr Petition Hamilton moved to approve Docket 75-6, Special Use Permit for an Antenna Tower. Klyber seconded. During the discussion, Wesley noted that he was opposed to even the 35 foot tower permitted under the ordinance. The following voted 'AYE' : Klyber, Krasnow, Hamilton; 'NAY' : Cummins , Hauser, Wesley; 'ABSTAIN' : Shannon. Chairman McGrenera voted 'AYE' to break the tie and he declared the motion approved. Public Hearing: Docket 75-9 The Pagni & Son Public Hearing was delayed thirty-five minutes pending the appearance of the petitioner or a representative of the petitioner. The hearing was called to order at 8:34 p.m. on Wednesday, July 2, 1975 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. The Hearing was adjourned at 8:35 p.m. due to absence of the petitioner or representative of the petitioner. Commissioner Krasnow left at 8:47 p.m. Plan Commission Minutes 7/2/75 Page 2 Vale Tract (9: 15 p.m.) Centex officials Calkins , Jones , Billheymer and Ives joined the Village Attorney, Planning Consultant and the Commission in a discussion of the Vale Tract planned unit development . The Village Attorney recommended that the Vale Tract be developed under an ordinance that is (1 ) a document of regulation rather than suggestion, and (2) , is definite. He also suggested a Commissioners _ conference with the Village Board to reach a common understanding of objectives and goals for the Vale Tract. A particular problem the attorney mentioned was the control and responsibility for care of open spaces . Chairman McGrenera suggested a committee be formed to meet with the J .P.Z. Committee. Discussion continued with possibilities of amending R-4 or creating a R-5 category being raised. The Village Attorney suggested that options be developed by the Staff Planner and Village Attorney while the Commissioners and J .P.Z. Committee meet. The options would be three sufficiently different alternatives . This suggestion was agreed upon by those present. The meeting was adjourned at 11 :45 p.m. Respectfully submitted, oseph J.
