HomeMy WebLinkAboutPLAN COMMISSION - 05/07/1975 - ANTENNA 1162 GLENN TRAIL • MINUTES ELK GROVE VILLAGE PLAN COMMISSION May 7, 1975 PUBLIC HEARING: DOCKET 75-6 The Gordon H. Starr public hearing was called to order at 8:00 P.M. on Wednesday, May 7, 1975 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Richard McGrenera, Chairman Leah Cummins William Wesley Edward Hauser Alvin Krasnow Stanley Klyber STAFF PRESENT: Thomas Hamilton Gary Parrin, Joseph Cimino Administrative Assistant Thomas Rettenbacher, Building Commissioner The petitioner is requesting a special use permit for a 48 foot tower with a 16 foot antenna to be located at 1162 Glenn Trail . The Code allows an antenna height of 35 feet. Chairman McGrenera stated that the Commission will consider the petition for a special use permit. The hearing adjourned at 9: 10 P.M. PUBLIC HEARING: PROPOSED TEXT AMENDMENTS The second public hearing for the evening, the proposed text amendments to the Elk Grove Village Zoning Ordinance (No. 842) to allow a miniature golf amusement park, was called to order at 9:20 P.M. This text amendment is being considered in connection with petitions for annexation and zoning filed by Robert A. Swiglo. Mr. Rettenbacher, Building Commissioner, acted as petitioner for the Village. Mr. Swiglo objected to two provisions of the amendment: First, the parking was too restrictive, and second, the fact that a miniature golf course could not be located closer than 150 feet or across the street from property zoned residential . The public hearing adjourned at 9:40 P.M. PUBLIC HEARING: DOCKET 75-8 The third public hearing before the Plan Commission concerned the petition of Robert A. Swiglo to annex and zone as B-3 special use a miniature putt-putt golf amusement park. It was called to order at 9:42 P.M. Chairman McGrenera received permission from the petitioner to amend his petition to a request for B-2 special use in order to be consistent with the proposed text amendment. Commissioner Cimino left at 10: 15 P.M. Chairman McGrenera stated that the Commission will consider the petition. The hearing adjourned at 10:48 P.M. • Plan Commission Minutes 5/7/75 Page 2 TRITON INDUSTRIAL PARK UNIT NO. 11 Klyber moved to approve Unit No. 11 . Hamilton seconded the motion. All present voted 'AYE' . DOCKET 75-4: Special Use Permit for Hot Dog Stand Hamilton moved to grant a special use permit to Sam J . Horner to operate a hot dog stand at the southwest corner of Devon Avenue and York Road. Krasnow seconded the motion. All present voted 'AYE' . DOCKET 75-5: Special Use Permit for Elks Lodge Klyber moved to grant a special use permit to Elks Lodge No. 2423 to operate in an industrial zoned area. Hamilton seconded the motion. The following voted 'AYE' : Klyber, Hamilton, Wesley, McGrenera; 'ABSTAIN' : Krasnow. Chairman McGrenera declared the motion approved. DOCKET 75-3: Special Use Permit for Restaurant Wesley moved to deny the special use permit to allow a restaurant at the southwest corner of Devon Avenue and York Road. Hamilton seconded the motion. The following voted 'AYE' : Wesley, Hamilton, Klyber, Krasnow; 'NAY' : McGrenera. Chairman McGrenera stated the special use permit was denied. Chairman McGrenera asked each Commissioner their reasons for denying the special use permit : Hamilton: The restaurant would be located in the aircraft traffic pattern for O'Hare Airport. The location is no place for a high class restaurant. Krasnow: There would be a policing problem as a result of truck parking. Klyber: For long range planning, the property could be put to better use as an industrial site. An industrial site would serve a higher benefit to the Village. Wesley: The property does not lend itself to supporting the type of restaurant proposed by Mr. Gaurilos . Chairman McGernera told his fellow Commissioners that he will submit a minority report. The owner of the proposed restaurant has the best judgement as to its profitability. In addition, the Industrial Park needs more restaurants. The meeting adjourned at 11 :30 P.M.
