MINUTES ELK GROVE VILLAGE PLAN COMMISSION January 20, 1975 The Northwest Security Systems public hearing was called to order at 8: 15 p.m. on Monday, January 20, 1975 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Richard McGrenera Thomas Hamilton Leah Cummins Joseph Cimino STAFF PRESENT: Alvin Krasnow Edward Hauser Thomas Rettenbacher Marc Grice Building Commissioner William Wesley (9:00 p.m.) Gary Parrin Administrative Intern Docket 75-1 The petitioner is requesting a special use permit to construct a 100' (20' of building, 60' of tower, 20' of antenna) receiving antenna. A FAA permit was presented to the Commission. During the course of the hearing the petitioner was advised of the following: 1 . According to the covenant of the land, the owner of the petitioner's property must approve the antenna. 2. The FCC must approve the antenna. 3. The title of property must be presented to the Commission. 4. The antenna, if approved, must be removed if ownership is transferred. The Building Commissioner informed the petitioner of additional items: 1 . Underwriters Laboratory approval is a requirement for the antenna. 2. The Zoning Ordinance has a 60' height limitation in 1-1 zoning and a 35' height limitation if the antenna would be within 200' of a residential area. 3• The petitioner must apply for a change of occupancy permit since the use of the petitioner's building will be altered. The petitioner stated that the information requested by the Commission will be forthcoming. The hearing adjourned at 8:42 p.m. Flood Control Committee Chairman McGrenera will be in contact with Commissioner Hamilton about the status of the Flood Control Plan. McGrenera will report back to the Commission on February 3, 1975• .L Vale Tract Chairman McGrenera received a timetable from Mr. Ives , of Centex Homes , for presenting the Commission with information regarding the Vale Tract. Chairman McGrenera stated that the Commission and Mr. Trayser should jointly. review the material before meeting with Centex officials . Commissioner Wesley arrived at 9:00 p.m. DeBruyne Wesley again raised the question about the annexation agreement superceding the Zoning Ordinance. Cimino stated that those people who might purchase homes in Section 21 , adjacent to Mr. DeBruyne's property, should be informed of the proposed zoning. Commissioner Cummins left the meeting at 9:45 p.m. McGrenera stated that green area should be provided in the 75' setback between Section 21 and DeBruyne's property. In addition, the screening between both areas should be approved by the Plan Commission. Chairman McGrenera interrupted the DeBruyne discussion to discuss Elk Grove Industrial Park Units No. 12 and No. 13. Elk Grove Industrial Park Unit No. 13 A 1972 DuPage Soil and Water Conservation District report was presented to the Commission by Hank Teague of the R. W. Murray Company. The area would cause no problems for development. McGrenera moved to approve Unit No. 13. Krasnow seconded the motion. The following voted AYE: Grice, Krasnow, Hauser, Cimino; NAY: Wesley. Chairman McGrenera declared the unit approved. Elk Grove Industrial Unit No. 12 McGrenera moved to approve Unit No. 12 contingent upon the final plat showing a 10' easement along the western and eastern side yards . Wesley seconded the motion. All present voted AYE. DeBruyne (continued) Cimino moved to approve the DeBruyne annexation and zoning with the following recommendations : 1 . Green area be provided in the 75' setback between Section 21 and DeBruyne's property. The screening between both areas should be approved by the Plan Commission. 2. Centex should designate, in its sales office, the zoning of DeBruyne's property. In addition, Centex should advise all recent buyers of Section 21 homes of the proposed land use for DeBruyne's property. 3. All streets , private and/or public, should be built according to Village standards . Krasnow seconded the motion. The following voted AYE: Cimino, Krasnow, Grice, Wesley; NAY: Hauser. Chairman McGrenera declared the motion approved. - 2 - Plan Commission 1-20-75 Hauser inquired about the problem of attendance at Plan Commission meetings . Chairman McGrenera said that the percent attendance of Commissioners has not changed drastically since regular meetings are held on Mondays . Formulating attendance policies or procedures will be added to the Commission's agenda. The meeting adjourned at 11 :05 p.m. Respectfully submitted, 4at, Gar �.
