ELK GROVE VILLAGE PLAN COMMISSION
'January 6, 1975

Due to the lack of a quorum no official business was conducted by
the Plan Commission at its regularly scheduled meeting until 10:05 P.M.
At that time, Commissioner Cimino arrived to consummate the quorum.
SBL- Gary Parrin gave Acting Chairman Grice the site plan submitted by
(Bonavolonta M (Bonavolonta) containing revisions to the December 2, 1974 (Plat 5)
site plan. The revisions were to incorporate suggestions brought forth
at the Public Hearing before the Village Board on December 30, 1974.
Commissioner Hauser questioned whether he could withdraw his motion
to approve SBL's site plan because the contingencies on the motion were
not fulfilled.
VALE TRACT: In addition, the Administrative Intern asked Acting Chairman Grice
when the Commission would discuss the Vale Tract and if the Vale Tract
could possibly be discussed as an Agenda item on January 20, 1975. Acting
Chairman Grice replied that he will raise the question at the January 20
meeting of the Plan Commission. Due to the Public Hearing scheduled for
January 20 and the other current agenda items, he does not foresee the
possibility of discussing the Vale Tract on January 20.
MARK STREET: The Plat of Vacation and Dedication were signed by Acting Chairman
Grice and Leah Cummins.
MARKAY RESUBDIVISION: The Plat of Resubdivision was signed by Acting Chairman
Grice and Leah Cummins.
EXTENSION OF RAIL SERVICE:Acting Chairman Grice` set a public hearing date of
February 75 for the petition of Sharon Glazer, representing the
owner of a 9—acre parcel of property bounded by Touhy Avenue, State
Route 83 and Estes Avenue.
The petitioner will request a special use permit to extend rail
service along the south side of Touhy Avenue. The tracks would be set
back 25 feet from the street.

The Commissioners discussed the problem of Plan Commission attendance
with Trustee Staddler. They requested that the vacancy which currently
exists should be filled as soon as possible. In addition, the newly
scheduled Monday meeting has proven to be a hardship on a number of
Commissioners.
Trustee Staddler will request a Judiciary, Planning & Zoning
Committee meeting for Saturday, January 11 , in order to pursue the
appointment of a new member to the Plan Commission.
Acting Chairman Grice stated that the question of continuing meeting
on Monday nights will be discussed at the Commission's next meeting
January 20.
Commissioner Cimino arrived at 10:05 F.M. At that time, Acting
Chairman Grice called the meetina to order.
CENTEX INDUSTRIAL PARK UNIT 196
It was noted that Unit 196 is not in the flood plain.
Wesley moved to approve Unit 196. Hauser- seconded the motion.
All present voted 'AYE' .
ELK GROVE INDUSTRIAL PARK UNIT 13
The Commission did not take action on Unit 13 for the following
reasons:
1 The DuPage County Soil & Water Conservation District
Report was not available;
2.A question arose as to the consistency of the 50' road
dedication of Thorndale Avenue with other municipalities:
Will the municipalities affected dedicate 50 ft. for the
southern portion of Thorndale?

Wesley moved to approve Unit 195. Cummins seconded the motion. All
present voted 'AYE' .
ELK GROVE INDUSTRIAL PARK UNIT 12
Commissioner Wesley stated that action by the Commission should wait
until the plats of dedication and vacation of Mark Street go before the
Village Board. Acting Chairman Grice stated that they should review the
plat (Unit 12) since a quorum is present.
Commissioner Cummins recommended that the Commission not take action
until the DuPage Soil and Water Conservation Report is made available.
At this time, Acting Chairman Grice directed the Administrative
Intern to contact Hank Teague, of the R. W. Murray Co. , and inform him
that no action,A4ill take place on Elk Grove Industrial Park Units 12 & 13
until the DuPage Soil & Water Conservation Reports are made available to
the Commission.

PLANNING CONSULTANT: In support of a proposed workshop session with the
Planning Consultant, the following motions were approved:
1 . Cummins moved to undertake a comprehensive review of
Zoning Ordinance 842, in conjunction with the Planning
Consultant, and to make the necessary revisions.
Wesley seconded the motion. All present voted 'AYE' .
2. Wesley moved that the Planning Consultant obtain
architecture or beautification ordinances from
Flossmoor, Mt. Prospect and other communities for
Commission review. Hauser seconded the motion.
All present voted 'AYE' .
3. Cummins moved to move forward with Part 2, Item E,
the Thoroughfare Report, of the Agenda. Wesley
seconded the motion. All present voted 'AYE' .
4. Cummins moved to direct the Planning Consultant to
review the Barton-Aschman and the Ned Brown Forest
Preserve Development Reports. He is to then provide
recommendations on those reports for Plan Commission
use. Cimino seconded the motion. All present voted
'AYE' .
DEBRUYNE: Commissioner Wesley questioned whether an annexation agreement
provision can supersede the Zoning Ordinance. If the provision exists,
as it does in the DeBruyne Annexation Agreement, then does that imply
an amendment to the Zoning Ordinance?
Due to the late hour, the Commission will further discuss the
DeBruyne petition when time permits.
The meeting adjourned at 11 :50 P.M.
