HomeMy WebLinkAboutPLAN COMMISSION - 07/06/1972 - DOCKET 72-6 GREENLEAF & BUSSE MINUTES REGULAR PLAN COMMISSION MEETING July 6, 1972 Members Present: Chairman William Shannon; Messrs. Gayle Bantner, Thomas Hamilton, Mead Killian, Al Krasnow, Richard Pottker, Charles Siegert, Richard Sorenson; Secretary Leah Cummins. Others Present: Mr. Thomas Rettenbacher, representing Village Administration; Mr. Robert Calkins, representing Centex Homes; Mademoiselle Michelle, the mystery woman - allegedly doing her master' s thesis on an in-depth study of Mr. Krasnow; Mr. George Long, a man whose quiet charm and poised manner will possibly be supplanted by a nervous facial tick by the time he obtains approval from this august body of planners, 1 . At 8:08 P.M. Chairman Shannon called the greeting to order and directed the Secretary to read the minutes, which were approved by those present. 2. New Business: At 8: 19 P.M, Chairman Shannon opened the public hearing known as Docket 72-6 - a petition to rezone from M-2 to B-1 , the property located at the southwest corner of Greenleaf and Busse. A record of these proceedings is on file in the Village Clerk' s office. The hearing closed at 9:02 P.M. and by lifting his wand, Chair- man Shannon transformed the Zoning Board members into Plan Commissioners, to the astonishment of Mead Killian, and away they went to tackle the evening' s agenda. A. Docket 72-6. it was moved by Hamilton, seconded by Krasnow that consent be given to the just-concluded petition to rezone from M-2 to B-1 that property next to the Fire Station for the purposes of a restaurant. All members voted AYE. B. Preliminary and final plats of subdivision on Higgins Industrial Park Units 89 and 90. It was decided to hold this item pending receipt of the Engineer' s report. 3. Unfinished Business: A. Zoning Ordinance. Mead Killian made a recommendation to rewrite article 3.93 to clarify regulations for off-premises parking, and to submit this amendment to the Trustees with a cover letter written in confusing language - as a strategy of attracting attention. Mead Killian suggested the Pian Commission recommend to the Trustees that the standards of noise level be brought up to the 1971 published standards. Mead Killian also posed the interesting situation whereby residential districts in our latest revised proposed Zoning Ordinance are exempt from conformance to any noise and odor standards. Commission members pondered this matter and, in consideration of the fact that, for example, apartment incinerators can pollute the air and create bad odors, and whereas for eNample, Mr. Krasnow' s air conditioner can emit loud noises beyond his lot: line to the disturbance of his neighbors, therefore be it inserted in clause 5.210 page 37 General Conditions: "All uses small meet the 1-1 industrial perfor- mance standards." B. Notice of public hearings. This will be held for the next meeting. C. Subdivision Control Ordinance. This will be meld for the next meeting. D. Barton-Aschman Thoroughfare Study. This will be held until July 20th meeting. E. Professor Shannon tailed for oral reports by members on their research assignments. Bantner, Pottker, Sies-:ert and Sorenson gave their report's. Krasno,:I brought a note from his wife saying he had been i11 , and was given two weeks to make up his work. Killian pleaded he had been overkorked on his zoning ordinance assignment and needed more time. Cummins said her assignment had been to read about mobile homes and A PLAN for ACTION; so she bought a trailer and had no time to read but would give a report at the end of the summer. Tom Hamilton had not done his homework - nor did he have an excuse. Chairman Shannon k,.as noticeably shaken by this challenge to his authority and i.,ent home to brood on some suitable retribution. F. Arlington. Heights road Medical and Dental Clinic. Mr. George Long, mild- mannered and patient, asked the Commissioners to clarify their expectations for development of his property. The reply given him was succinctly a writ of mandamus . . . saying in effect - Mr. Long. . .DO YOUR JOB; we are not going to do it for you. G. Centex Industrial Park Unit 165. It was moved by Hamilton, seconded by Bantner to approve the preliminary and final . All members voted AYE. H. Higgins Industrial Park Unit 87. This plat does not show two 10-foot easements. Subject to this revision, and in the characteristically genteel fashion with which Mr. Calkin' s matters are handled, it was moved by Krasnow and seconded by Sorenson that the plat be approved. Voting AYE: Bantner, Hamilton, Killian, Krasnow, Sie-wert, Sorenson, Cummins. Abstaining, was Mr. Pottker whose courage of conviction impressed the Secretary. t[. Building Commissioner' s Report: Plat checklist. held over for Mr. Willis ' report. It was reported by Mr. Rettenbacher that, pursuant to formal [notion made and unanimously approved by the Plan Commission at its meeting May 18th to recommend to the Village Board that a flood control commission be established, ,%,ith specified membership and prim: responsibilities - it now is - in order for the Chairman to direct the content of this motion to the Trustees in writing. Mir. Shannon said he shall comply. 5. Committee Reports: Mr. Sorenson announced he could get reduced-size plats for us upon request.­' He also distributed some interesting reading matter for Commission members. Mr. Hamilton announced a meeting to be held July 12th at- 1 :30 P.M. to define to Municipal Administrators, Boards, Engineers, Building Commissioners and other effete snobs, the purpose and duties of the newly created soil conservation district (water, too) of North Cook County. Plan Commission July 6, 1972 6. Chairman's Report : The Chairman announced a dinner meeting to be held Monday, July 17th at the Holiday Inn at 7:00 P.M. to discuss the final phase of the Terrace Apartment Complex development. It was decided that Mrs. Cummins would represent the Plan Commission. Mr. Shannon also announced that the Plan Commission box is open and contains some interesting material . . . r:hich he implored the Commission members to explore, at their leisure time . . . whenever that is. 7. Mrs. Cummins invited everyone to come visit her trailer, whereupon it was moved by Siewert, seconded by Bantner- that the meeting adjourn: at 10:75 P.M.
