HomeMy WebLinkAboutPLAN COMMISSION - 12/02/1974 - MELVIN SUBDIVISION / DOCKET 74-13 \\j ppp� Pr PP/ MINUTES ELK GROVE VILLAGE PLAN COMMISSION December 2, 1974 The Public Hearing on Docket 74-13 (DeBruyne Annexation) was called to order at 8:08 P.M. on Monday, December 2, 1974 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: Richard Mc Grenera Leah Cummins Edward Hauser Alvin Krasnow Marc Grice William Wesley MEMBERS ABSENT: Thomas Hamilton Joseph Cimino Trustees Present: Edward Kenna Nanci Vanderweel Staff Present: Thomas Rettenbacher, Building Commissioner Gary Parrin, Administrative Intern Docket 74-13 The Plan Commission held a public hearing for the DeBruyne Annexation petition, to consider amendments to the Comprehensive Plan and Official Map to reflect B-3 and A-1 zoning for Mr. De Bruyne' s property. In addition, amendments to the above are to show the future extension of Biesterfield Road between Rohlwing Road and Meacham Road. At 8:52 P.M. the hearing was adjourned. The Plan Commission recon- vened in the Staff Conference Room. Melvin Subdivision A point was raised that there are severe soil limitations for the property, but if the recommendations of the North Cook County Soil & Water Conserva- tion District are followed, no problems should arise. Cummins moved to approve the Melvin Subdivision. Hauser seconded the motion. All present voted Aye (Wesley was absent) . Centex Industrial Park Unit 192 Cummins moved to approve Unit 192. Krasnow seconded the motion. All present voted Aye. Though approved by the Village Engineer, the plat was lacking the approval stamp. The Village Engineer will be asked to correct this over- sight. Richard's Third Resubdivision A report from the North Cook County Soil & Water Conservation District will be available by December 12 in regard to the above property. Since a portion of the property is in the flood plain, the Commission will await the report and then consider the resubdivision at the December 16 Plan Commission meeting. Higgins Industrial Park Unit 167 Cummins moved to approve Unit 167. Hauser seconded the motion. All present voted Aye. Centex Industrial Park Unit 193 Wesley moved to approve Unit 193. Cummins seconded the motion. All present voted Aye. Centex Industrial Park Unit 194 Grice moved to approve Unit 194. Krasnow seconded the motion. All present voted Aye. 1a Docket 74--:'T" Text Amendment Before making a motion, Hauser reiterated a point made during the public hearing for the proposed text amendment to the Zoning Ordinance. He stated that Section 3.85 and 3.54 should be amended to refer to and be consistent with the proposed Amendment to Section 5.23. Hauser moved to amend Section 5.23 by adding paragraph E, which allows fences on double frontage lots where one yard fronts a major arterial street, and to include reference to Section 3.54 (as amended) and Section 3.85. Wesley seconded the motion. All present voted Aye. Joseph Arvidson Jos. Arvidson presented the Commission with a new development proposal for his 30 acres of property. He wanted to know the Commission's reaction to the proposal . One proposal showed two exits onto Devon Avenue; the other showed one exit. There would be 14.9 units/acre with 328 apartment units and 120 townhouses. Some of the comments from the Commissioners included: 1 . The density is too high for that area. 2. Single family would be the best use of the land. 3. Shouldn' t have A-2 zoning for the 30 acres. 4. The poor soil conditions cause severe limitations for the property. Bonavolonta Charles Byrum, Attorney for the Petitioner, presented the Commission with a revised site development plan. Since the fifty percent open space requirement couldn't be met when fulfilling parking requirements, the developer intends to use some underground parking in areas A-2 and A-3. Area A-1 would remain the same. The northwest corner of the property was increased 1 acre to 1 .29 acres for a portion of the land donation. In addition, Byrum said the plan does not show sidewalks, but this can be discussed with the Village Board as well as leaving a lot vacant to allow for the smooth curve connection of Devon Avenue with Nerge Road. (continued. . . . . . -2- Plan Commission 12-2-74 Bonavolonta (continued) Hauser asked if the park space at the northwest corner of the property could be increased to 3 acres by moving a building and some parking area. Mr. Schaffer said there would not be any problem. Grice said the same could be accomplished by eliminating a 2z story building and increasing a few 5-story buildings to 6 stories. Byrum replied that the aesthetics then become cramped. The height and mix of the buildings is reduced and per Mr. Trayser's comments (reference made to the Consultant Report of 10-31-74) , interspersing of unit sizes breaks potential monotony caused by one building height. Hauser then asked if the developer would screen the B-3 area from Rohlwing Road. Mr. Schaffer said this could be accomplished. Hauser moved to approve the Rohlwing Grove Development con- ception, as outlined by SBL on the site development plan, contingent upon increasing the park land in the northwest corner to 3 acres, leaving one lot vacant to allow Nerge Road to connect to Devon Avenue with a smooth curve, and to aesthetically screen the B-3 area from Rohlwing Road. Krasnow seconded the motion. In the discussion that followed, a question arose as to what the Commission is approving - the conception or the preliminary plat. Cummins said the Village Attorney must answer the question of the number of bedrooms per acre. The Ordinance says 30 bedrooms per acre and the developer shows 32.5 bedroom/acre. A legal opinion is needed as to what the Ordinance will allow the developer. Hauser changed his motion from approving the site development plan conception to approving the site development plan as a pre- liminary plat. The approval is contingent upon the following: 1 . Increasing the park land in the northwest corner from 1 .29 acres to 3 acres; 2. Leaving the lot east of where Nerge Road connects to Devon Avenue vacant to allow for a smooth curve connection; 3. Aesthetically screen the B-3 area from Rohlwing Road; and 4. The bedroom issue must be clarified by the Attorney. Krasnow secondedthe motion. The following voted AYE: Hauser, Grice, Krasnow; NAY: Wesley, Cummins. The Chairman declared the motion approved. The Chairman asked Mr. Schaffer to submit a preliminary plat showing the changes discussed during the meeting. The meeting adjourned at 11 : 15 P.M.
