HomeMy WebLinkAboutPLAN COMMISSION - 09/05/1974 - BONAVOLONTA PRESENTATION Minutes ELK GROVE VILLAGE PLAN COMMISSION September 5, 1974 The Bonavolonta Public Hearing was called to order by Chairman Richard McGrenera at 8:20 P.M. , Thursday, September 5, 1974 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: Richard McGrenera Marcus Grice Edward Hauser Thomas Hamilton Leah Cummins William Wesley (10:07 P.M.) MEMBERS ABSENT: Alvin Krasnow Joseph Cimino VILLAGE STAFF PRESENT: Thomas Rettenbacher, Building Commissioner (10:30 P.M.) Albert Walla, Building Supervisor Gary Parrin, Administrative Intern Chairman McGrenera called the hearing to order at 8:20 P.M. The Petitioners and their Associates present at the hearing were: Anthony Bonavolonta, Shaffer-Bonavolonta Architects, Inc. Charles Byrum, Attorney William Matthys , Shaffer-Bonavolonta Architects , Inc. Joseph Pavia, Civil Engineer Topics presented at the public hearing were the proposed plan, civil engineering aspects of the proposal and vehicular traffic. Initial Presentation Mr. Bonavolonta presented his interest in the land and its proximity. William Matthys gave testimony on soil limitations , composition and drainage pattern. A booklet entitled "Rohlwing Road" was presented to Commission members . The booklet's purpose is to consolidate all information which may be found on plats submitted by the Petitioner. The development would be phased to lessen the impact on the Village. There are to be three residential and three commercial phases (the first residential and first commercial phases to occur simultaneously) . Construction for each phase would take 16 - 18 months , thus the anticipated completion of the project is in 5 or 6 years. Also, it is estimated that the project would generate 2,048 new residents . Financial Impact Property Tax: $1 ,726,235 per year Sales Tax (commercial only) : $235,000 per year Motor Fuel Tax: $22,258 per year Financial Impact (continued) State Income Tax: $17,000 per year Vehicle License: $6,000 per year Market Value: Residential $24, 120,000 Commercial $23,500,280 Assessed Valuation: Residential $11 ,780,000 Commercial $13,000,000 School Projection It is anticipated that there will be 439 children in the project area, of which 128.4 will be in grades K-8 and 42.8 in grades 9-12. Additionally, Mr. Bonavonlonta stated that if one used the new projections on the number of children multi-family residents produce, the anticipated number of children would be 307 rather than 439 (a difference of 132 children) . Sewage Joseph Pavia stated that sewage from the project area will go to MSD's Salt Creek Treatment Plant, which is scheduled for completion in December, 1975. If the Treatment Plant is not completed by the time the first phase of Bonavolonta's project is completed, then a retention tank for sewage will be built. The tank will be open (no odor is anticipated) , but this can be reconsidered. Mr. Bonavolonta interjected at this point that County and State officials informed him Rohlwing Road and Devon Avenue will be widened. Also, stop lights will be placed at Rohlwing Road and Devon Avenue and at Rohlwing Road and Nerge Road. At 9:35 P.M. testimony was concluded and Chairman McGrenera recessed the hearing for ten minutes . Plan Commission Questions The public hearing was called to order again at 9:45 P.M. , at which time Commissioner Hamilton asked the purpose of sewage retention tank. The reply by Mr. Pavia was that if by chance the MSD Treatment Plant was not completed before phase one of the project, then it would be necessary to hold 2 or 3 days of sewage until it can be pumped to existing MSD lines on "off hours" (late at night) . It was stressed that the retention tank would be a temporary structure and only be constructed if, by unforeseen circumstances, the MSD Treatment Plant was not completed on schedule. Commissioner Grice asked Mr. Bonavolonta the number of phases of the project. Mr. Bonavolonta reiterated that there are three residential and three commercial phases , with phase one of the commercial and residential phases to be constructed simultaneously. Commissioner Cummins asked which buildings would have elevators. - 2 - 9/5/74 Plan Commission Plan Commission Questions (continued) It was answered that the four and five story buildings will have elevators , but not the two and one-half story buildings . Commissioner Hauser wanted to know the size of the water retention area and was told the pond surface will be 1 .3 acres with a depth of three feet. The depth could be increased to approximately twelve feet in order to keep fish. He then asked Mr. Bonavolonta if there will be a ten percent land donation. The developer said no, citing that 50 percent of the land is open space and they plan to provide small park areas and recreational facilities within the development for private use. Commissioner Hamilton wanted to know if any of the development's park areas will have ball diamonds . The reply was no, such facilities are elsewhere in the Village. When Chairman McGrenera solicited comments from the audience, Paul Fuchs , Chairman of the Citizens of Elk Grove opposed to Devon-53, stated: (1) there are no park facilities west of 53; (2) who will remove snow for fire trucks on their private roads; and (3) school district boundaries may move, placing all children into one already overcrowded elementary school . Other residents were concerned about the increasing traffic conjestion at Devon Avenue and Nerge Road. At this point Chairman McGrenera stated that the Village Board was aware of the traffic situation and are working hard to get commitments from the State and County to alleviate -the problem. Commissioner Grice stated that he wished to know the feelings of the Village Engineer in regard to open sewage retention. Commissioner Wesley requested that the developer recalculate the density of the development according to the definition of density on page 64 of the Village Building Code. Chairman McGrenera then requested the developers to consider the feelings expressed at the Public Hearing. The hearing was adjourned at 11 :42 P.M. Submitted by: ry E.
