HomeMy WebLinkAboutPLAN COMMISSION - 08/01/1974 - MAIORIELLO PETITION R3 SPEICAL USE Minutes ELK GROVE VILLAGE PLAN COMMISSION August 1 , 1974 The public hearing of the Elk Grove Village Plan Commission was called to order by Acting Chairman Mark Grice at 8: 17 P.M. on Thursday, August 1 , 1974 in the Council Chamber of the Municipal Building. Leah Cummins , Secretary, swore in the testifiers. MEMBERS PRESENT: Mark Grice Joseph Cimino Leah Cummins William Wesley Edward Hauser Richard McGrenera Al Krasnow (present at 8:28 P.M.) STAFF PRESENT: Edward Hofert , Village Attorney Al Walla, Bureau Supervisor, Div. of Bldg. & Zoning Robert Franz, Assistant Village Manager Janet Lewis , Administrative Intern Public Hearing - Maioriello Petition for R-3 Special Use The petition of Anthony J. Maioriello and Theresa Maioriello for a special Use permit for a funeral home at 1199 Arlington Heights Road in R-3 zoning was presented. Joseph Marchetti , Attorney for the petitioner, made a presentation explaining the proposed use of this land. He presented a pictoral review, appraisal , a site plan and preliminary building plan, and a study of area funeral homes . A real estate broker, wife of a funeral director, and a funeral director spoke in favor of the proposed funeral home. Robert Stucker, Attorney representing the homeowners opposed to the funeral home (Mr. and Mrs . Norman Denbroeder and Mr. and Mrs . Lee Cantrell ) , requested thirty days to study the proposal and submit a brief of law and testimony. He agreed to twenty days for the submittal of his brief with ten days for the opposition to .reply to the brief. The vote was five to two in favor of the motion (opposed were Cimino and Wesley) . It was agreed that the opposition brief will be submitted to the Plan Commission by 5:00 P.M. August 19, 1974. If the petitioners for the special use permit wish to present a reply to the brief or request a hearing for cross-examination, they must respond by August 26. A meeting will be held to discuss the petition on August 29, 1974 at 8 P.M. Norman Denbroeder spoke in opposition to the proposed special use. He cited other land available and the.need to use and follow the Comprehensive Plan previously adopted by the Village. The Plan Commission asked several questions of the petitioner dnd then allo:,jed several residents in the audience to be heard on the matter. At 10:38 P.M. the hearing was recessed until August 29, 1974. 2 - Development Plans for the Vale Tract The Plan Commission convened at 10:45 P.M. in the Trustee's Conference Room to discuss the proposed Vale Tract development . The purpose of the discussion was to determine if the Village Attorney should prepare an ordinance of an R-5 zoning classification for further review by the Commission. Mr. Hofert explained the options the Plan Commission could take. The Vale Tract area could be accepted as a Planned Unit Development . However, Centex does not wish to present a plan for 100 or more acres of the area. The other alternative is to create an R-5 district with 0 lot line housing. The discussion revealed that six members of the Plan Commission are in favor of 0 lot line housing and one member is opposed to it. Concern was also expressed over the need for more green areas close to residences . It was determined that an R-5 district with 0 lot line housing and a density not to exceed five units/acre should be presented to the developer. The desire of the Park District to have five percent of the 200 acres for park land adjacent to the Junior High School site was discussed. The proposed perpendicular parking was also discussed with Commissioner Cimino opposing it except for guest parking. The meeting was concluded with Ed Hofert requested to direct a letter to Dick Jones , Attorney for Centex indicating the Plan Commission 's reaction to tentative plans and proposals submitted by Centex.
