HomeMy WebLinkAboutPLAN COMMISSION - 10/05/1983 - CENTEX PLAT OF RESUBDIVISON Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, October 5, 1983 Location: Council Chamber Elk Grove Village Municipal Building 901 Wellington Avenue The meeting was called to order by Chairman Glass at 8:08 p.m. Members Present Member Absent John Glass, Chairman George Mullen Leah Cummins, Secretary Orrin Stangeland Clark Fulton Frederick Geinosky David Paliganoff Staff Present Thomas Rettenbacher, Building Commissioner Jon Wildenberg, Administrative Assistant Centex Plat of Resubdivision - Section 23B (R-3 Special Use District) Gerald Harker of Centex Homes delivered a Plat of Resubdivision, for the area in Section 23B under consideration to be rezoned R-3 Special Use, to the Plan Commission. Chairman Glass directed the plat to Staff for review and processing. Public Hearing - Docket 83-9: Petition of U.S. Homes Corporation to amend the Park Orleans Final Land Use and Zoning Map The Public Hearing was called to order by Chairman Glass at 8:12 p.m. Irwin Liter, attorney for U.S. Homes, presented witnesses to testify on behalf of U.S. Homes: Paul Ulatowski, professional engineer; Duane Cerniglia, Vice President for Construction - U.S. Homes; and Martin P.einheimer, architect. Paul Ulatowski began the testimony by explaining the purpose and impact of the petition. The purpose is to provide U.S. Homes with the ability to build one (1) of two (2) options in the "B" phases of the remaining three (3) buildings to be constructed at the Park Orleans condominium development. One option would be the currently approved plan to build 36 units with the following bedroom mix: 15 - one bedroom 18 - two bedroom 3 - three bedroom The second option would be to build 24 units having the following bedroom mix: 0 - one bedroom 15 - two bedroom 9 - three bedroom Plan Commission Minutes - 2 - October 5, 1983 Docket 83-9 (continued) The site plan would be amended so that the builder may choose either option for any building without necessitating a Public Hearing. If all three buildings were to go to the 24 unit option, there would be an increase to common open space of approximately 0.01 acre. Additionally, the amendment calls for rewording of the architectural entrance walks at each remaining building. Duane Cerniglia stated that the petition request is aimed at meeting a growing market for 3-bedroom luxury condominium units that U.S. Homes perceives at this time. However, conditions (e.g. , lower interest rates) which have created this demand may disappear and encourage the sale of units as originally planned. Therefore, the flexibility to meet market conditions is essential. The request to change wording on the architectural entrance walls is an attempt to give an identity to each building which is felt to be desirable in marketing the luxury condominiums. Each building will remain within the Park Orleans Homeowners Association. In response to Stangeland, Cerniglia noted that prices for proposed 1, 2 and 3-bedroom condominium units would be $89,950 to $170,000. At this point Chairman Glass read a letter from AMCO Realty, management firm for the Elk Grove Estates Homeowners Association, regarding the problem of siltation in Lake Cosman. The letter requested Village consideration of adopting a soil erosion and sedimentation control ordinance. Glass directed Staff to report on the status of a previously considered ordinance. Ulatowski noted that Park Orleans had been required to provide an erosion control plan as approved by the Village. A majority of the plan is in place and some minor upgrading may be needed. Recent Biesterfield Road improvements and drainage from Leicester Road may be contributing to siltation in Lake Cosman at this time. June Cronin, representing Village on the Lake and Elk Grove Estates Homeowners Association, questioned how Leicester Road had been allowed to drain into Lake Cosman. Staff was directed to investigate and get back to Mrs. Cronin. June Cronin expressed further concern over the impact an adjustment in bedroom/unit counts at Park Orleans would have on contributions from that development for support of the common open space and the lake. Tom Rettenbacher expressed concern over the ramifications requested sign changes may have on the integrity of the Village's Sign Ordinance. In addition, Mr. Rettenbacher noted that an increase in 3-bedroom units may trigger a reduction in overall unit density per the Zoning Ordinance. He requested an opportunity to research the situation further and report back to the Commission. The Public Hearing was concluded at 9:48 p.m. Barton-Aschman Presentation Representatives of Barton-Aschman Traffic Engineers were on hand to discuss the future of vehicle conveyance on public roadways in, around and through Elk Grove Village. Available roadways in the vicinity are increasingly ineffective in moving traffic. Given the fact that much more development is likely to happen in this region, many difficult traffic questions need to be answered. Plan Commission Minutes - 3 - October 5, 1983 Barton-Aschman Presentation (continued) Barton-Aschman observed that it may be the proper time for communities in the area to jointly consider remedies and actions to handle traffic difficulties. Elk Grove Village may even consider taking the position of instigator for such an effort. Barton-Aschman is capable and ready to be of service. LOAR Plat of Resubdivision A two-lot, 3.7 acre plat of resubdivision along the south side of Nerge Road approximately 400 feet east of Rohlwing Road was reviewed, approved and signed by the Plan Commission. A bowling center and office building are to be built on the sight. The meeting was adjourned at 11:35 p.m. Submitted by: n P.
