ELY. GROVE VILLAGE PLAN COMMISSION

The meeting was called to order by Chairman Glass at 8:13 p.m.

The Plan Commission reviewed a letter from the Village Attorney
concerning the co-petition by the Village and warehouse Club for a
text amendment to the Zoning Ordinance which would increase allowable
retail sales space in industrial areas from five percent to twenty
percent of total floor area.
Mr. Teninga and :1r. George Badke were present to request a date
for a public hearing on this matter.
Chairman Glass scheduled the public hearing for March 2, 1983.
(It should be noted that the Village Board previously authorized this
public hearing.)
Hampton Farms Landscape Plans
Mr. Joe Luciani of Centex Homes was present to explain the
landscape plan for street areas of the Hampton Farms development.
Copies of comments from the Foreman of Land and Forestry, Joe
Gdowski, were distributed to the Plan Commission for review.
The Plan Commission requested that Centex Homes provide a state-
ment from the Park District indicating that proposed grading and
seeding on the plan would meet Park District requirements.
It was also requested that Mr. Luciani revise the proposed
plan in accordance with rotations made by the Foreman of Land and
Forestry.
Mr. Luciani submitted additional landscaping plans proposed
for the interjection of plant material around dwelling units in the
Hampton Farms area. He stressed that the aim of the plan was to
establish privacy for each dwelling unit while maintaining a variety
of plant species and colors.
Chairman Glass requested that the "oreman of Land and Forestry
review the plan for such factors as: height mixture of color, general
aesthetics, and disease resistance.

The final site plans for street areas and areas around dwelling
units will be reviewed for final action at the February 16, 1983 Plan
Commission meeting.
Meacham Road Plat of Dedication
A plat, dedicating right-of-way on Meacham Road at the extreme
northwest corner of the Village, was reviewed. The right-of-way is
necessary to accommodate the future widening of Meacham Road to four
lanes.
Commissioner Stangeland's motion to approve the plat was seconded
by Commissioner Geinosky, whereupon it was approved by voice vote.
Chairman Glass and the secretary for the evening, Commissioner
Stangeland, signed the plat.
Approval of minutes of January 19, 1983
Commissioner Geinosky's motion to approve the minutes of January 19,
1983, was seconded by Commissioner Fulton, and approved by unanimous voice
vote.
Comprehensive Plan
A letter from the Village Attorney concerning the Comprehensive
Plan was distributed to, and reviewed by, the Commission. The Attorney
advises that the Comprehensive Plan may be adopted in whole or separate
geographical or functional parts.
Chairman Glass stated that pursuant to the village Attorney's
recommendation, the Plan Commission .should consider updating the
Comprehensi�,e Plan on a "piecemeal" basis. The other Plan Commission
members in attendance voiced concurrence with this policy. The first
functional part of the Comprehensive Plan to be updated will be the
official Map.
A list of functional parts of the Comprehensive Plan to be reviewed
and updated will be discussed by the Plan Commission at a future date in
order to determine which aspects will be recommended for update and at
what time.
Comprehensive Plan - Utility Atlas Inventory
The following is the status of various utility atlases being
compiled by the Village:
1. Sanitary Sewer
Sewers east of 53 and north of Devon Avenue have been
completed. Remaining sewers must be field checked and
drawn on the Atlas.
2. Watermain
Approximately one-third to one-half of the Watermain
locations have been field checked by the Public Works'
employees.

3. Storm Sewer
Prior to committing storm sewer locations to an Atlas,
all locations will be field checked by Public Works'
personnel. Thus far, approximately one-third to one-half
of the locations have been checked.
The meeting was adjourned at 10:22 p.m.
