Chairman Glass called the meeting and the public hearing to order
at 8:14 P.M.
Docket 87-10 Gullo/Stanley Street: Petitions for Text
Amendment and Special Use
Charles Byrum, attorney for the petitioner, John Gullo, explained
to the Plan Commission that the proposed text amendment would permit:
warehousing and distribution; packaging; and light assembly activities
with a Special Use permit on properties zoned Office-Transitional.
Certain conditions are listed in the proposed text amendment as require-
ments before a Special Use permit would be granted. These conditions
prohibit detrimental influences upon surrounding properties, require a
site plan, prohibit exterior storage and require screening where the
property abuts property zoned for residential purposes.
The petitioner is seeking their Special Use on 3.7 acres of land
located on the north side of Oakton Street, east of the Carroll Square
Apartments.
Byrum provided the Plan Commission members with a brief chronology
of previous attempts to rezone the property to industrial . He stated
that during the past eight months there had been on-going discussion
and negotiation between the residents in the area, the petitioner,
and the Village Attorney which brought about this proposed text
amendment.

Members queried Byrum about the applicability of the text
amendment elsewhere in the Village, enforcement of the Special Use
activities, staff review, tenants, traffic, noise, hours of operation
and a definition of the phrase "light assembly".
Earle Kracht identified two concerns: 1) that the design of the
parking lots as shown on the site plan would cause difficulty if
employees parked in the driveway and blocked a lane; and 2) that the
proposed site plan and plat of subdivision show eight lots which do
not conform to the required 20,000 square feet per lot minimum size.
Residents in the audience addressed the Plan Commission. Residents
who live in single family detached houses on Oakton stated that they
were not involved in these discussions between sides since the very
first or second meeting. They stressed that they are not represented
by Patrick Lucansky (the attorney representing some Carroll Square
residents) . They further stated that they were not aware of on-
going discussions and that their main concern was traffic; especially
truck traffic backing down Stanley Street. Two Carroll Square
residents, Stavros and Curler, stated their agreement with the
petitions presented.
Leah Cummins left the meeting at 10:22 P.M.
The public hearing was adjourned at 10:27 P.M. , with further
discussion scheduled for December 16, 1987.
Docket 87-9 Touhy/Higgins Text Amendment
Members reviewed revised language for the Touhy/Higgins Text
Amendment. George Mullen made a motion to recommend approval to the
Village Board. His motion was seconded by Fred Geinosky and passed
unanimously (Paliganoff, Cummins absent) .
