HomeMy WebLinkAboutPLAN COMMISSION - 10/21/1987 - TOUHY/HIGGINS AMENDMENT Minutes ELK GROVE VILLAGE PLAN COMMISSION October 21, 1987 Members Present: Members Absent: John Glass, Chairman George Mullen Dave Paliganoff, Acting Secretary Phil Knudsen Fred Geinosky Clark Fulton Leah Cummins Staff Present: Tom Rettenbacher Robin weaver Chairman Glass called the public hearing to order at 8:15 p.m. Docket 87-9: TOUHY/HIGGINS TEXT AMENDMENT Charles Byrum, Attorney for petitioner James McLennan, President of McLennan Industrial Brokerage Company The attorney for the petitioner, Charles Byrum, explained a new concept/idea promulgated by McLennan Brokerage Company to lease buildings in commercial districts to tenants who desire a large display/showroom area as well as storage, but with very little area for actual sale transactions. A difficulty in constructing this type of building is that the Village's current parking requirements are based on retail use rather than display or wholesale use. The text amendment proposed would essentially provide parking require- ments similar to, but greater than, that which the Village requires of retail uses in buildings in industrial zoned areas. In an industrial area, one parking space is required for each six hundred square feet after the first four thousand feet, plus one space for each two employees for those areas of the building devoted to displays, showrooms and warehousing. The proposed text amendment would require more spaces than the existing industrial requirement i by eliminating the "free" four thousand square feet. Tom Rettenbacher raised concerns about whether the described use was actually an industrial or business use. Chuck Byrum explained the use as being business; that there would be storage but not warehousing. Consensus of the members present was endorsement of the concept, and also that the proposed language for the text amendment was too broad. THE PUBLIC HEARING WAS ADJOURNED AT 9:57 p.m. , with continued discussion scheduled for November 4, 1987. RBC TECH SUBDIVISION PLAT (2 lots at Cambridge and Tonne Roads) Members reviewed the RBC Tech Subdivision Plat. Robin Weaver advised the members that staff had reviewed the Plat and recommends approval. Fred Geinosky made a motion to recommend approval of the RBC Tech Plat of Subdivision. The motion was seconded by Leah Cummins and passed unanimously (Mullen and Knudsen absent) . ADJOURNMENT 10:16 p.m. Respectfully submitted, Robin A.
