HomeMy WebLinkAboutPLAN COMMISSION - 06/03/1987 - NW NATIONAL BANK REZONING MINUTES Elk Grove Village Plan Commission DATE: Wednesday, June 3, 1987 Location: Council Chamber 901 Wellington Avenue MEMBERS PRESENT: John Glass, Chairman Clark Fulton, Acting Secretary David Paliganoff Philip Knudsen Fred Geinosky MEMBERS ABSENT: Leah Cummins, Secretary George Mullen STAFF PRESENT: Thomas Rettenbacher, Building Commissioner Julie Carius, Administrative Intern The meeting and the public hearing were called to order at 8:12 p.m. Northwest National Bank Rezoning Petition B-2 to B-3 (Elk Crossing Shopping Center) (P.H. 6-3-87) PRESENT: Lawrence Freedman, Attorney representing Northwest National Bank Kenneth Behles, Architect for Northwest National Bank William Nagel, Senior Vice President, Northwest National Bank Norman Toberman, Engineer, Northwest National Bank Anthony Cassata, Architect, Daly & Associates James Aldrich, President, Northwest National Bank Chairman Glass opened the meeting and public hearing by stating that Northwest National Bank has petitioned the Village for rezoning from B-2, general business, to B-3, automotive business. Chairman Glass added that the petitioner failed to post the public hearing notice on the property on time. As a result, the Plan Commission will hear the testimony and allow members of the planning commission and any others present to ask questions. Following the questions, the public hearing will be recessed until Wednesday, July 8, at 9 p.m. Lawrence Freedman opened by stating that his client, Northwest National Bank, is seeking a rezoning petition from B-2 to B-3 to allow for drive-up banking services at NW National Bank which will be located on Lot 2 of the Elk Crossing Shopping Center, fronting on Biesterfield Road. -2- Kenneth Behles presented and explained the architectural drawings. Access to the drive-up tellers will be entirely internal. There will be no access from Biesterfield Road. The drive-up facilities will proceed in a counter clockwise fashion and will accommodate 30 cars. Four drive-up lanes will be available which will include three tellers and one automatic teller machine. In the future, two additional drive-up lanes will be added. Behles added that all requirements for landscaping have been met. Nagel explained that NW National Bank shall provide a full service branch on the site which includes checking, savings and CD accounts. David Paliganoff inquired as to the number of employees who will be working at the bank. Nagel asnwered that the bank will open with 12 employees and eventually expand to 20-25. Paliganoff asked about employee parking and if the parking facilities meet with the requirements in the Village Code. Behles explained that employee parking will be located on the far west side of the internal parkin g lot and that the total number of parking spaces meets with the Village Code. Tom Rettenbacher inserted that the parking facilities do not conform to the Zoning Ordinance because the parking lot extends beyond the bank's boundaries. A special location plan will be needed which should include scale drawings. Larry Freedman stated that the bank will not be seeking a variation and the intent is to comply with all ordinances so as to meet code regulations. Rettenbacher added that additional handicapped parking spaces will also be necessary. Paliganoff asked why NW National Bank chose Elk Grove Village for its branch location. Nagel explained demographics were studied which showed that Elk Grove is a strong, growing community. In addition, many of the bank's Chicago customers have migrated to the NW suburban area. Paliganoff asked about the banking laws for branch banks. Nagel pointed out that the State allows each bank to maintain a maximum of five branches as long as each branch is within ten miles of the home office or in the same county. Paliganoff questioned whether additional branches will be built in the NW suburbs and whether the proposed branch will market Elk Grove Village's industrial base. 3- Nagel stated that no additional branches are in the planning stages at this time. Nagel added that Northwest National Bank will be able to market the Village's industrial base because of its high lending limits which allow the bank to commit the larger loans. However, NW National Bank will focus on the individual consumer in terms of service such as personal and car loans. Paliganoff asked what the dollar base must be in order to keep the bank in Elk Grove. Nagel stated that $3 million would be the base. Jim Aldrich supplemented Nagel's report by adding . that Norhtwest National Bank is part of the Lane Bank Group; the lending limit is one million dollars; and that many of their current customers are from the northwest suburbs. Paliganoff inquired about a trust department and the bank's proposed security system. Aldrich noted that a trust department would be open for business two days a week. Aldrich added that the bank is investing in the best security system on the market. Phil Knudsen asked about possible traffic flow problems from the exist of the drive-up tellers. Behles responded that only one car will be leaving the tellers at a time. Therefore, traffic congestion should not occur. Knudsen asked if the bank will be seeking a special request for signage. Tom Rettenbacher added that the sign ordinance has changed. Behles stated that they will conform to the ordinance. Clark Fulton questioned the traffic pattern and whether or not it would be possible for motorists to be able to cut in line at the drive-up. Belles explained that there will be two release points in the drive-up lanes. Those points will only be for use by motorists who must leave the line. Signs will be posted to denote this requirement. Fulton asked about the general parking for the bank and the landscaping. Behles answered that the layout encourages customers to use the bank lot. Behles added that all landscaping will meet Village requirements. Chairman Glass asked if anyone else had additional questions. Rettenbacher requested that another site plan be submitted showing all dimensions. Chairman Glass recessed the hearing until July 8, at 9 p.m. -4- Higgins/Elmhurst, Rogers Industrial Park Rezoning Petition (near Southeast Corner ) (P.H. 5-20-87; recessed to 6-3-87) PRESENT: Steve Malato, Attorney representing Rogers Industrial Park William Schmitz, Managing Agent, Rogers Industral Park Members of Homeowners Association Chairman Glass opened the public hearing of Rogers Industrial Park at 9 p.m. Glass stated that the sign for the hearing was once again not posted on time. Glass informed Steve Malato that this hearing will again be recessed to reconvene at a special meeting on July 8 at 8 p.m. Glass recessed the public hearing at 9:07 p.m. The Townhome Association expressed concern about the landscaping along the berm at Elk Crossing. The association claims that additional planting was to be done along the northern end of the berm and that a revised plat was to be submitted. Glass assured the group that an occupancy permit will not be issued until the landscaping complies with the approved pian. Discussion of the agenda followed.
