February 17, 1988

The meeting was called to order by Chairman Glass at 8:13 P.M.
Special Use Permit for Nursing Home - Manor Healthcare
(Nerge Road, east of Plum Grove Road)
David Zajicek, attorney for Manor Healthcare
Robert Jobes, Director of Acquisitions, Manor Healthcare
Richard Burton, Landscape Planner/Architect
Chairman Glass clarified the fact that the property is annexed to
the Village and zoned A-2 Multi-Family Zoning District. The Special Use
Permit for a congregate senior housing facility expired May 1, 1987.
That expiration did not affect the status of annexation or zoning. The
obligation for payment of 10% of purchase price in lieu of 100 land
donation still remains. By letter dated January 25, 1988 Manor Health-
care has assured the Village that that monetary obligation will be paid
even if Manor Healthcare must pay the sum and seek those monies from
the current owner. The current owner has petitioned the Village for
disannexation.
• David Zajicek, attorney for Manor Healthcare, stated that they have
received the required Certificate of Need from the State of Illinois.
There is a thirty day open period for challenges.
Following discussion, George Mullen made a motion to recommend
approval of a Special Use Permit for a nursing home to Manor Healthcare,
Inc. subject to staff approval of the site plan and conditioned upon
the start of construction within two years. The motion received a
second from Clark Fulton and was passed unanimously (Cummins, Knudsen
absent) .
The Plan Commission agenda and schedule was discussed.
The meeting was adjourned at 9:03 P.M.
