HomeMy WebLinkAboutPLAN COMMISSION - 05/05/1982 - PARKING REGULATIONS Minutes ELK GROVE VILLAGE PLAN COMMISSION Wednesday, May 5, 1982 The regularly scheduled meeting of the Plan Commission was called to order at 8:09 p.m. on Wednesday, May 5, 1982 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Glass, John R. , Chairman Cummins, Leah, Secretary Stangeland, Orrin J. Geinosky, Frederick C. Paliganoff, David J. Fulton, Clark Mullen, George E. STAFF PRESENT: Thomas F. Rettenbacher, Building Commissioner Jon P. Wildenberg, Administrative Assistant Parking Regulations Stangeland, Chairman of the Parking Regulations Subcommittee, presented the committee's recommendation to the Plan Commission. He prefaced his remarks by noting that the recommendation is the product of research and consideration of aspects such as: car sizing trends and changes in land use (e.g. ; increased retail use) . In addition, an extensive review of parking requirements in neighboring communities was conducted and discussions with the Greater O'Hare Association of Industry and Commerce were held. Paliganoff added that the research had developed a sound base of comparison from which to develop recom- mendations. The Parking Regulations Subcommittee recommends that no changes be made to the off-street and on-street parking requirements currently in effect. (A report from the Subcommittee and a compilation of Subcommittee meeting minutes are attached to and made a part of these minutes. Also attached is a letter from the Trammell Crow Company.) Stangeland pointed out that the Greater O'Hare Association of Industry and Commerce has advised that they have experienced no trouble with the renting of industrial buildings due to restrictive parking regulations. Stangeland noted that the 200 square foot requirement (10' x 20') for parking stalls does not appear restrictive in the least. In addition it is important to maintain stall width for ingress and egress. Fulton commented that the Zoning Ordinance Section 3.94(1) which states that "all off-street parking spaces shall have an area not less than 200 square feet" appears to be vague. Further, he suggested that an amendment to specify a 10' x 20' stall be considered as most other villages do specify stall size. Mullen voiced concurrence with Fulton's recommendation. Stangeland moved the Plan Commission recommend to the Judiciary, Planning and Zoning Committee that an amendment to the Elk Grove Village Zoning Ordinance, Section 3.94(1) , be considered which Plan Commission - 2 - May 5, 1982 Parking Regulations (continued) specifically cites parking stall dimensions of 10' x 201 . Fulton seconded the motion. whereupon a unanimous vote in favor of the motion was voiced. Cook County Zoning Docket #3760 Glass noted Cook County Zoning Docket #3760 wherein a sign variation is being requested to: a. Reduce required distance of 500 feet from an expressway (Northwest Tollway) to 6 feet; b. To increase the height above curb from required 40 feet to 60 feet; and C. To increase the maximum length from required 35 feet to 48 feet for a free standing outdoor advertising structure. (The site is located on Hamilton Road approximately 175 feet west of Diane East in Elk Grove Township north of the North- west Toll Road.) The Plan Commission voiced unanimous disapproval to the sign variance requested in Cook County Zoning Docket #3760. Thoroughfare Report Mullen suggested the Plan Commission consider the possibility of retaining a consultant to review the Barton-Aschman Recommended Thoroughfare Plan (published January, 1971) and make recommendations regarding amendment of the plan (if necessary) . Glass recommended that the Plan Commission discuss this action with the Judiciary, Planning and Zoning Committee. Cost estimates to review the Thoroughfare Plan must be considered prior to retaining a consultant. Glass also noted that it would be beneficial, at this point in time, for the Plan Commission to meet with the JPZ Committee to discuss other items and recommendations put forth by the Commission. PARKING REGULATIONS SUBCOMMITTEE RECOM14ENDATIOATS by Orrin J. Stangeland, Chairman David J. Paliganoff Upon review of all facts compiled, it is our conclusion to report to the Plan Commission members for the Comprehensive Plan update, the following: "No change necessitated in our off-street Parking Requirements and Regulations including our 200 square foot parameter." This status quo was reached based on these facts: 1) No major complaints from Building Department or Police traffic departments on the current regulations. 2) No dominant reason to change to 9 x 20 dimension with 7 foot vertical clearance like the five surrounding villages surveyed. 3) No statistics to favor downsizing trend of most cars as thought. Possible solution: paint parking lanes inter- changeably , to allow more compact cars to park in areas fewer standard cars could park. 4) No demand for retail factory outlets' parking spaces that special parking permits couldn't satisfy -- for both on- and off-street parking during special hours. 5) No need to specify 18 feet in length. It is felt at least 9 if not 10 feet is needed in width for adequate entry out a car door between parked cars in off-street parking. Plan Commission Minutes Subcommittee on Parking Regulations The Parking Regulations Subcommittee meeting was called to order at 11:45 a.m. on Wednesday, April 28, 1982 in the Trustees Conference Room of the Municipal Building. In attendance: Orrin J. Stangeland, Chairman David J. Paliganoff Thomas F. Maher, Trammell Crow Company (Representing the Greater O'Hare Association of Industry and Commerce) The meeting was held to specifically discuss parking regulations for the Industrial Park. Trends were discussed from industrial building viewpoints, which are r creating more retail factory outlets in an industrial area for discount buying. There is a trend also to offices, as well as all corporate facilities under one roof, which may create diversified parking needy according to Tom Maher. Dave Paliganoff pointed out what surrounding village regulations are for industrial use as a point of reference for Tom. Orrin requested an index of retail to industrial space needs from the Greater O'Hare Association to help define projections for our review. We discussed the downsizing trend as a basis for changing our 200 square feet definition. Again, the Greater O'Hare Association may provide further comments for us. Shared parking with adjacent property holders and non-peak, on-street parking could be other points to consider for solving any parking needs for Industrial business parking. Stangeland : It was a pleasure having an opportunity to meet with yourself and Mr. David J . Paliganoff this past Wednesday, April 28th. The Trammell Crow Company puts forth the following views with regard to parking regulations in the Elk Grove Village Industrial Park area: 1 . It would not be in the best interest of the business community to increase the parking requirement per employee or on a per square foot basis for the standard industrial/distribution building which typically does not have a high ratio of office space or employee density per square foot of building area. 2 . As a result of the trend to down-size automobiles, it would be reasonzbl2 for the parking space specification which is cur- rently 20 ' x 10 ' to be revised to a specification of 9 ' x 181 . In conjunction with the reduction of parking space allocated per vehicle, it would be feasible to allow parking lot designs to incorporate a "two tier" parking system which would accommodate compact cars and larger models by a mix of parking spaces , which may range from 7-1/2 ' x 16 ' (economy cars) to 9 ' x 18 ' ( for larger models) . This mix should be established by a study which would determine the ratio of economy vs . larger cars in the Chicago metropolitan area. 3 . Companies or corporations located in the Elk Grove Industrial Park which are presently located in an industrial/distribution building that wish to expand the utilization of the facility to accommodate a "factory outlet" should be denied this request unless adequate parking is available on site . To accommodate businesses , who wish to open their facility to the public, which lack on site parking (when adequate on site parking is not available and adjacent landowners would not be willing to share parking facilities on their . sites with their neighbor) companies would have to work within the limits of the on street parking regulations . Stangeland Elk Grove Village Hall 5-4-82 Page 2. parking be provided to accommodate a "factory outlet" within the hours of 6 : 00 A.M. to 7: 00 P.M. Monday through Friday. To allow on street parking (beyond the scope of current regula- tion) during those hours of operation would be to defeat the traffic flow design of the industrial park areas, thus rendering them inefficient . Companies wishing to offer "factory outlets" should locate in a building which is properly designed (adequate parking spaces per employee and customer) for that utilization. It would be inappropriate to modify the parking requirements for all industrial/distribution buildings to be developed unless it is the intent of the owners of the building to utilize it in this manner. Likewise, no existing building should be utilized for this purose unless sufficient parking is available to meet the anticipated demand . It has been our experience that we have exceeded in all cases the demand for parking spaces at our distribution buildings. In the event a company or corporation due to their utilization demand a higher parking ratio per square foot of building area we would locate them in a building which can meet this demand. J t� Y J O U W N L.L. - Plan Commission Subcommittee on Parking Regulations Minutes The Parking Subcommittee meeting opened at 7:35 p.m, on February 16, 1982. Orrin_ Stangeland and Dave Paliganoff were in attendance. Points of discussion included: 1. "Downsizina" trend has stabilized and perhaps slightly reversed. Domestic subcompact cars versus larger cars. Imported cars with larger size trend: Datsun. Maximus, Cutlass is considered intermediate, VW Quantum, Toyota. 2. Weight seems to be new focal Point: - Auto oint: -Auto width not as significantly reduced as is length. Two door auto with open .doors: I 3. Two-car family a reality with no significant trend changes. Mass Transportation - minor significance. Car Pooling - insignificant. 4. Review of parking regulations: . One space for each two employees per eight-hour shift. Retail uses in I-1: Shared parking On street Parking needs Residential uses: .On street parking 5. Possible increased narking demand: Mass Transit j Commuter Lots - RTA Industrial-Park we plan to obtain further staff and Industrial Park information for our next Parking Subcommittee meeting. Paliganoff Plan Commission Subcommittee on -Parking Regulations Plinutes A meeting was held at 7:30 p.m. on February 3, 1982 of the Parking Regulations Subcommittee. Dave Paliganoff and Orrin Stangeland were in attendance. Chairman of the Subcommittee, Orrin Stangeland, outlined the points of discussion for recommendations to the Plan Commission. The points that were discussed are as follows: 1. Space Size: 200 square feet vs. 10 x 20 feet. Dimensions discussed. Comment: You could have 2 x 100 square feet and satisfy the ordinance even though realistically the Building Commissioner would not approve it. Ref. 3.94.1 of Zoning Ordinance - Usable Space. Are we allowing just "motorcycle space" mimimum? 2. Number of Spaces: More people needing two cars. 3. T%,o Income Families: Two cars minimum per houce.�old. 4. Downsizing Trends: A. Width of auto. B. Closed doors - Maximum width 8 ft. vs. 5 ft. 1 inch. C. With doors open for access - New and older cars. (nvo-door cars.) 5. A. Off Street. B. On Street Parking Spaces: Residential Areas. C. Parking Regulations Study I came across some information the other day which may be useful to you: the Federal Highway Administration has reported to the General Services Administration that the registered mix of 1966 and .Tater model vehicles (based on cylinder count) as of December 1979 was: 63.85% 8-cylinder cars; 15.800 6-cylinder cars; 20.35% 4 cylinder cars. In addition, most recent information from GSA indicates the .following vehicle mix in the State of Illinois: Subcompact: 12.1% Compact: 23.6% Intermediate: 25.4% Full Size (6-cyl.) : 1.6% Full Size (8-cyl.) : 12.0% Luxury: 8.5% Import: 16.8% As this information deals with automobile size, I thought it may be applicable to the considerations of your subcommittee.
