Consideration of a request from the Elk Grove Park District to waive permit fees in the amount of$1,865.00 for construction of a concrete skate park at Audubon Park, 300 E.Elk Grove Boulevard. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Community Development recommends approval.) b. Consideration to award a professional services contract to Johnny Rockets Fireworks Display Corporation of Chicago,IL to design and produce fireworks displays in an amount not to exceed$62,000. (The company's performance over the past seventeen years has been satisfactory. (The Village administers three fireworks displays each year. (This year's displays will include: RotaryFest($8,000), Fourth of July ($50,000),and Tree Lighting Ceremony($4,000). (The contract cost will be offset depending on the contribution of funds by residents through utility billing for the July 4th display. (Sufficient funds are budgeted for this purpose in the General Fund.) c. Consideration to award a professional service contract to Rebechini Studios, Inc. of Elk Grove Village, IL to manufacture a LED illuminated sign in the amount of$74,072 from the Business Leaders Fund. Page 1 of 7 (Rebechini Studios, Inc.,of Elk Grove Village,IL has provided the Village a quote to fabricate and install the internal LED illuminated sign in an amount not to exceed$74,072. (The sign is to be located at Devon Avenue and I-290. (Adequate funds are available in the BLF Fund. (The Director of Public Works has recommended approval.) d. Consideration to award a contract for furnishing Hot.Mix Asphalt Materials with Plote Construction Inc. of Hoffman Estates, IL for the 2018 MFT Hot-Mix Asphalt Material Purchase Contract in the amount of$74,370 from the Motor Fuel Tax Fund(MFT)and the Water& Sewer Fund. (On Thursday, March 1, 2018,the Village opened sealed bids for the 2018 MFT Hot Mix Asphalt Material Purchase contract. (The lowest responsive and responsible bid adjusted for mileage cost was received from Plote Construction Inc. of Hoffman Estates, IL. (Funds for the project have been allocated in the MFT and the Water& Sewer Fund. (The Director of Public Works has recommended approval.) e. Consideration to award a professional service contract with Rai Concrete, Inc.of West Chicago, IL, for the 2018 Village-Wide Concrete Replacement Program in the amount not to exceed $257,637.50. (On Thursday,March 1,2018,the Village opened sealed bids for the 2018 Village-Wide Concrete Replacement Program. (The lowest responsive and responsible bid was received form Rai Concrete, Inc. of West Chicago, IL. (It is recommended that the 2018 Village Wide Concrete Replacement Contract be awarded to Rai Concrete, Inc. of West Chicago, IL in the amount not to exceed$257,637.50. (Appropriated finds for the project are available in the MFT fund, Water/Sewer fund and the PPCRP account. (The Director of Public Works has recommended approval.) f. Consideration of the following: • To award a construction contract to DuPage Topsoil, Inc. of West Chicago, I1-for excavation work as part of the Meacham Fire Station reconstruction in the amount of $269,000 from the Capital Projects Fund; and • To award a construction contract to L.J. Morse Construction Company of Aurora,IL for metal studs and drywall work as part of the Meacham Fire Station reconstruction in the amount of$203,906 from the Capital Projects Fund. (MTI is the Village's construction manager for the Fire Station#10 Reconstruction Project. (MTI solicited and received pre-qualified packages for the trade bidders. (Both of the bids opened were trades re-bid after rejection of previous submissions. ('The lowest bidders were subsequently interviewed by MTI to verify that the scope of work included in their bid proposals were in compliance with the plans,specifications,and contract documents. (The following were identified as the lowest responsive and responsible bidders:DuPage Topsoil, Inc. of West Chicago,IL and L.J.Morse Construction Company of Aurora,IL. Page 2 of 7 (Adequate funds are available in the Capital Projects Fund. (The Fire Chief recommends approval.) g. Consideration to award a professional service contract with Civiltech Engineering of Itasca, IL to provide the necessary construction engineering services for various infrastructure improvements throughout the Village for the 2018 construction season in the amount of$398,472 from the Water/Sewer and BLF Fund. (Civiltech Engineering, Inc. submitted a proposal to provide the necessary construction engineering services for various infrastructure improvements throughout the Village for the 2018 construction season. (These improvements include three water main projects and Business Park street rehabilitation programs. (Adequate funds are available in the Water/Sewer and BLF Funds. (The Director of Public Works has recommended approval.) h. Consideration to award a professional services contract to Gary R. Weber Associates, Inc. of Wheaton, IL for the design,engineering, and construction oversight for the Arlington Heights Road gateway feature in an amount not to exceed $56,686 from the Business Leaders Fund. (Gary R. Weber Associates (GRA) has submitted a proposal for the Arlington Heights Road at 1-90 gateway entry improvement. (The proposal includes design development, development of permit drawings and construction documents,creation of bid documents, and construction overview. In addition,the scope of service also includes topographic surveying, civil and structural engineering provided by Civiltech and Rebechini Studio. (GRA has provided similar services for projects including the Village entry sign replacement program,the Devon Avenue gateway treatment, and the facade enhancements for the three(3) 1-90 overpass improvements. (The Deputy Village Manager recommends approval.) i. Consideration to concur with prior authorization of a request from ML Realty Partners for sign variations located at 2250 Lively Boulevard. (Variations are necessary to allow a temporary banner in excess of thirty(30) days and real estate signage in excess of forty five(45) square feet. (The proposed signage is needed to promote the redevelopment of the facility and attract tenant/buyers. (The Director of Community Development recommends approval.) j. Consideration to adopt Ordinance No. 3544 amending Section 7E-6:A of the Zoning Ordinance of the Village of Elk Grove Village pertaining to uses prohibited in 1-1 Industrial Districts. (This item was discussed at the Village Board meeting on February 27,2018 and currently appears under Unfinished Business.) k. Consideration to adopt Ordinance No. 3545 granting a variation of Section 3-7:1)(3)of the Zoning Ordinance to permit the construction of a six foot(6)high wood fence extending Page 3 of 7 i approximately fifteen feet(15')beyond a line extended from the nearest front corner of the principal building located on an adjacent single-family residential lot for property located at 1528 Idaho Place,Elk Grove Village. (This item was discussed at the Village Board meeting on February 27,2018 and currently appears under Unfinished Business.) 1. Consideration to adopt Ordinance No. 3546 approving a Special Location Parking Plan for property located at 1520 Pratt Boulevard and 1505 Pratt Boulevard(Blue Water Builders) in Elk Grove Village,Illinois. (This item was discussed at the Village Board meeting on February 27,2018 and currently appears under Unfinished Business.) in, Consideration to adopt Ordinance No. 3547 amending Chapter 2,Vehicle Licenses of Title 6 of the Village Code by the Elimination of Residential Vehicle Stickers. (In review of the Village's financial and budget reports,the Mayor and Board of Trustees believe it is no longer necessary to require residential vehicle stickers as a source of funding for road projects. (Funding for road projects will continue to come from vehicle stickers for businesses. (The Police Department is now equipped with license plate scanners and the vehicle stickers are no longer necessary to help identify local vehicles.) n. Consideration to adopt Resolution No. 13-18 (attached)authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate located at 1201 Pratt Boulevard. (LA-CO Industries(Applicant) located at 1201 Pratt Blvd. is seeking a Cook County Class 6B Property Tax Exemption. (LA-CO is a fourth generation company headquartered in Elk Grove Village.They are a global manufacturing company of industrial marking instruments sold in over sixty countries. (Over the last ten years,the company has grown through acquisition incorporating new capabilities into their Elk Grove location. Additionally,the company has invested over$8.5 million since 2008 into their Elk Grove location with an additional $2.6 million schedule for 2018. (In 2018,the Applicant intends to construct a 7,400 square foot addition to their facility, reconfigure and expand their operations internally, and enhance the fagade of their building. (The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. (This site qualifies as it involves new construction and significant rehabilitation. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years.The assessment schedule is 10%of fair market value for ten years then 15% in the eleventh year and 20%in the twelfth year. Page 4 of 7 Industrial property is currently assessed at 25% of fair market value in Cook County. (Upon approval, the Director of Business Development and Marketing will issue a Letter of Receipt to the Applicant.The Letter of Receipt will allow the Applicant to file an application with Cook County. Final approval is at the discretion of the Village Board and contingent with the Applicant completing the improvements stated in their application. (The Director of Business Development and Marketing recommends issuing a Letter of Receipt.) o. Consideration to adopt Resolution No. 14-18 authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate located at 2100 Landmeier Road. (Gallo International(Applicant) is seeking a Cook County Class 6B property tax exemption for 2100 Landmeier Road. (The Applicant intends to purchase the property and rehabilitate the property for use by an industrial user. (The building consist of an 11,567 square foot building that is currently vacant. (The Applicant intends to spend approximately$300,000 to improve the building. Improvements include, fagade, landscaping, and signage upgrades. Parking lot resurfacing, addition of two new dock drives. (The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. (This site qualifies as it involves vacancy for less than twenty-four(24) months with a purchase for value, special circumstances, and significant rehabilitation. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years.The assessment schedule is 10%of fair market value for ten years then 15% in the eleventh year and 20%in the twelfth year. Industrial property is currently assessed at 25%of fair market value in Cook County.
