HomeMy WebLinkAboutPLAN COMMISSION - 03/17/1982 - SDK SUBDIV/SOIL EROSION CONTROL Minutes ELK GROVE VILLAGE PLAN COMMISSION Wednesday, March 17, 1982 The regularly scheduled meeting of the Plan Commission was called to order at 8:18 p.m. on Wednesday, March 17, 1982 in the Multi- Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBER ABSENT: Glass, John R. , Chairman Stangeland, Orrin J. Cummins, Leah Paliganoff, David J. Mullen, George E. Geinosky, Frederick C. Fulton, Clark (arrived 9:10 p.m.) STAFF PRESENT: Thomas J. Cech, Village Engineer Jon Wildenberg, Administrative Assistant SDK Subdivision Unit I Staff reported that Stan Johnston of Draper and Kramer has withdrawn the Plat of Subdivision and sidewalk variation request for SDK Subdivision Unit I. Glass directed that the item be removed from the Plan Commission agenda. Soil Erosion and Sedimentation Control Thomas Cech, Village Engineer, was in attendance to make a presentation on soil erosion and sedimentation control. Cech explained that control of soil erosion and sedimentation is a relatively new concept in urban areas. Most of the development and application of soil erosion techniques have occurred in rural settings. Cech further stated that the Village should have an ordinance controlling soil erosion due to the problems sediment causes in Village sewers. In addition, soil erosion has become more of a problem during current economic times (i.e. , construction slowdowns) because the most dangerous time for erosion of soil is during the middle stages of development (which many areas of the Village are at now) . Cech informed the Commission of his intent to rewrite the entire Subdivision Control Ordinance and include in that rewrite a section for soil erosion and sedimentation control. Cech distributed a preliminary outline of the proposed rewrite. Cech pointed out that many of the revisions are technical in nature and are aimed at attaining state-of- the-art status. Cummins requested that the Plan Commission be allowed to review the Soil Erosion and Sedimentation Control section of the revised Subdivision Control Ordinance when it is complete. Cech presented photographs, taken March 17, 1982, of various areas throughout the Village which display symptons of soil erosion and sedimentation. 0 r Plan Commission Minutes - 2 - March 17, 1982 Soil Erosion and Sedimentation Control (continued) Glass stated that it is the intent of the Plan Commission to achieve acceptance of a Soil Erosion and Sedimentation Control Ordinance into the Municipal Code as soon as possible. Glass added that he will attempt to coordinate with the Judiciary, Planning and Zoning Committee regarding a timetable for action on the Soil Erosion and Sedimentation Control Ordinance.
