HomeMy WebLinkAboutPLAN COMMISSION - 07/18/1984 - GULLO REZONING DOCKET 84-4 Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, July 18, 1984 Location: Multi-Purpose Room Municipal Building 901 Wellington Avenue The meeting was called to order at 8:20 p.m. by Chairman Glass. Members Present: Members Absent: John Glass, Chairman David Paliganoff Leah Cummins, Secretary Orrin Stangeland Clark Fulton George Mullen Fred Geinosky Staff Present: Thomas Rettenbacher, Building Commissioner Ray Peterson, Village Engineer Robin Weaver, Administrative Assistant Docket 84-4: Petition of John Gullo for Rezoning Plan Commission members, Mr. Gullo and his witnesses continued the rezoning discussion from the public hearing held June 20, 1984. Mr. Gullo's attorney, Chuck Byrum, stressed that the planned building takes resident concerns into account with respect to building appearance and use of the building. Clark Fulton questioned the amount of additional space the building would provide for Noble, Inc. Leah Cummins expressed her concern that by eliminating one O-T district buffer between residential and industrial sections, the courts may later force the Village to abandon O-T buffer zoning in other areas of the Village. She also stated that allowing additional truck traffic would not serve to protect the residents. Various members pointed out that it was a great building for the location but that rezoning of that parcel was not a good idea. The following motion was made by Leah Cummins, seconded by George Mullen and passed unanimously: Motion to deny because the O-T zoning was determined in an effort to provide a buffer zone between the residential area to the south and the industrial area to the north. The rezoning of this property would eliminate this buffer zone and potentially expose the residential areas to the south to the less desirable uses of industrial zoning. in addition, the rezoning of this parcel would jeopardize the intended O-T zoning of that land to the east to provide a buffer for the residential development to the east of the subject parcel and south of Oakton Street. 41 • Plan Commission Minutes - 2 - July 18, 1984 Section 26 - Final Land Use and Zoning Plan The Final Land Use and Zoning Plan was approved by the Plan Com- mission, subject to Staff review of: 1. Posting of curves ahead; 2. No parking on street curves; 3. Driveway dimensions; 4. Addition of "Phase II" in the title; 5. Building locations per the Building Commissioner; and 6. Illumination. 11:05 p.m. : Commissioners Cummins and Fulton left the meeting. Section 26 - Landscape Plan The Landscape Plan for Section 26 was approved in a motion made by George Mullen, seconded by Fred Geinosky and passed unanimously, subject to these changes per Staff review: 1. Bradford Pears replaced by Trinity Pears. 2. Additional screening between these sets of buildings: 14 and 15; 17 and 18; 20 and 21. 3. Species by location per Village Forester. Section 23B - Landscape Plan The Landscape Plan for Section 23B, Lots 1 - 28 was approved subject to staff review in a motion made by George Mullen, seconded by Orrin Stangeland and passed unanimously.
