NICHOLAS EPISCOPAL CHURCH Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, June 6, 1984 Location: Multi-Purpose Room Municipal Building 901 Wellington Avenue The meeting was called to order by Chairman Glass at 8:13 p.m. Members Present: Members Absent: John Glass Leah Cummins Dave Paliganoff Orrin Stangeland George Mullen Fred Geinosky Clark Fulton Staff Present: Charles Henrici, Fire Chief Robin Weaver, Administrative Assistant O-T Zoning Along Biesterfield Road Members considered the attached language for recommending that some parcels currently zoned O-T, Office Transitional, be rezoned R-3, Single Family Residential. George Mullen moved that the recommendation, as worded, be made. The motion was seconded by Dave Paliganoff and passed by voice vote. St. Nicholas Episcopal Church St. Nicholas Episcopal Church had submitted an informal request to rezone a portion of their property to accommodate condominiums. Chairman Glass indicated to the other members that he had been made aware of the request by staff and that he felt it would be best for the Plan Commission to briefly discuss which manner the petitioner should proceed. The Plan Commission could ask the petitioner to present the idea informally before them, or could ask the petitioner to formally request rezoning. The latter option would require a i public hearing as well as additional time and money from the petitioner. Members stated their concern that the request would be "spot zoning" and therefore not in the best interest of the Village. Members, however, had no objection to hearing out the petitioner except that the petitioner would be expending time and money that very likely would not result in approval of the request. Chairman Glass offered to call the petitioner. His offer was accepted by the other members. Regency Square (Shelter Real Estate Company) Mr. Robert Brodley and Mr. Benjamin Rozanski of Shelter Real Estate Company presented a conceptual idea to alter the site plan for Regency • s Plan Commission Minutes - 2 - June 6, 1984 Regency Square (continued) Square Apartments. The petitioner stated that they would like to make the following changes: 1) Build four (4) buildings instead of five (5) ; 2) Increase the number of units from 96 to 104; 3) Construct eight (8) studios in lieu of nine (9) , three- bedroom units; 4) Alter the size of the one-bedroom and two-bedroom units. In response to George Mullen's inquiry regarding their reason(s) for these requests, the petitioners replied that there exists a market for studio apartments but not for three-bedroom units and that the changes would make the development more economically feasible. The petitioners further stated that they currently have 95-98% occupancy but are operating at a breakeven point. They summarized that rental unit economics are bad. Clark Fulton requested information on why the petitioners thought this new idea would be any more sound financially. Mr. Brodley explained that this would be a joint venture, that a different type of financing would be utilized and that due to tax laws, investors are willing to lose money during the first five (5) years. He added that Elk Grove Village has a shortage of rental units. Members asked for specific financial impact information. The petitioners agreed to develop the figures. Centex Homes, Inc. - Section 26 Jerry Harker and Joe Luciani of Centex Homes, Inc. presented their revised plan for Section 26. Mr. Harker stated that the reasons for altering the original plan included: the prohibitive cost of masonry construction and walkway lighting; the negative marketing aspect of detached garages; and Mr. Harker's feeling that the site and the original product did not go together well. Sheets labeled "Plan Data Statistics" and "Parking Analysis" (both attached) were distributed. The proposed plan has an additional street which will go north-south, 27 buildings with eight units each, two buildings with four units each, tot lots located on the interior of the development, attached garages and colonial architecture. Exhibits of development layout, front elevation, rear elevation and floor plans were presented. The original plan had 232 units. This plan has 224 units. Railroad tie retaining walls are utilized in the proposed plan. The square footage in the units will range from 900 square feet to 1,450 square feet. Base prices are estimated at $59,000 to $73,000. Members indicated their preference for this plan over the original plan. Chairman Glass requested an up to date golf course layout plan to determine how close the units would be to various holes. Dave Paliganoff asked about elevation characteristics. Mr. Harker responded that the elevation on the exhibit would be used throughout the development with variations in siding colors and roof colors. There are six basic color groupings. Mr. Harker stated that no duplicates would be across the street or next door to one another. Foundation plantings would also be varied. Glass, Chairman, Plan Commission SUBJECT: Comprehensive Plan The Plan Commission recommends to the President and Board of Trustees that the Village make. a zoning change in the Elk Grove Village Comprehensive Plan. The recommendation is that the property currently zoned 0-T (Office-Transitional) within the existing corporate limits of Elk Grove Village, and located west of Arlington Heights Road and south of Biesterfield Road shall be zoned R-3 (Single Family Residential) with the following exceptions: Semar property; Cimino property; and Niehoff Pavillion. These exceptions are identified on the attached map. In addition, it is recommended that the unincorporated property located south of Biesterfield Road, east of Rohlwing Road and north of Devon Avenue, shall also be zoned R-3 (Single Family. Residential) . The reason for these recommendations is that the Plan Commission believes that the highest and best use of that area is residential. The exceptions lend themselves to other than residential use.
