La Quinta, Architect/Planner, Interplan Practice, Ltd. Arnis Putrenieks, seller's broker, Trinity Realty and Investment Corp. Arnold Seeburg, representing La Quinta, Advanced Consulting Engineers La Quinta Motor Inn Rezoning and Special Use Permit Richard Levy, the attorney representing La Quinta, and Craig Podalek, the architect/planner representing La Quinta, explained the changes to the site plan and La Quintals responses to the Hay 2 staff comments. Chairman Glass pointed out that as La Quinta did not provide a revised site plan until late Monday, April 30, staff would need additional time for a thorough review. He admonished La Quinta to submit future documents to staff with sufficient time available for review. Podalek stated that a 12' x 60' loading space, although in his opinion not needed, had been added to the motel site. He explained that it was not located next to the building as patrons and their ability to park close were La Quinta's prime concern. The Plan Commission agreed that having one (1) of the three (3) loading spaces required at the motel would be sufficient based on the use of the site. Mr. Rettenbacher, the Building Commissioner, related that the purpose of the 12' x 60' space is to have room for the largest truck possible. The Plan Commission concurred that the size should remain 12' x 60' but 1 • Plan Commission Minutes - 2 - hlay 2, 1984 La Quinta Motor Inn (continued) instructed the petitioner to locate the loading space next to the service unit of the motel as the Commissioners felt that trucks would pull up next to the building anyway. An item in Rettenbacher's May 2 review stated that the parking space located in the far north lot of Parcel 2 will conflict with the line of site requirements. La Quinta agreed to remove that parking space from the plans. The last item in Rettenbacher's report was in regard to the location of the trash enclosures. As located on parcels 1 and 3, the aisles would be blocked by refuse collection trucks. The Plan Commission suggested that the trash enclosures be placed next to the loading spaces to eliminate the aisle blockage problem. La Quinta agreed to do so. La Quinta also agreed to modify the plan so that one parking space will not be split between two parcels. An easement will be recorded or a property line will be moved slightly to rectify the problem. Landscaping was discussed. Orrin Stangeland warned the petitioner that landscaping and grass will be difficult to maintain due to salt use along the highways for snow and ice control . Glass directed the petitioner to submit their landscape plan to the Village Forester and the State of Illinois prior to Plan Commission review. The Plan Commission discussed front yard parking and sidewalk requirements. Stangeland voiced his view that La Quinta was demonstrating a disregard for snowplowing and public safety by submitting their current site plan as sidewalks would not be along the highway or, if placed, would be too close to the highway. Podalek responded that the limited sidewalk on the site plan is to provide for safe access across the intersection. When questioned by David Paliganoff, Richard Levy responded that sidewalk installation is still discussable despite the fact that sidewalks on that location would increase liability but that a reduction in parking or building size would be unacceptable to La Quinta. Don O'Hara interjected that Woodfield Shopping Center has no sidewalks with over 12,000 parking spaces. Discussion continued as to whether the public would be safer with or without sidewalks along the west and south property lines. The next item considered was the parking space request for 10' x 20' size spaces but with 2'6" overhang past wheelstop to be sodded rather than paved along the road. Clark Fulton asserted that fully paved spaces would be easier to maintain. Stangeland agreed with the petitioner that aesthetically grass would be preferable. The vote went as follows: AYE: Mullen, Stangeland, Geinosky NAY: Paliganoff, Fulton The petitioner's request to sod the overhang on parking spaces next to the building was denied. The Plan Commission members further agreed that no curb or wheelstops should be required on parking spaces along the interior lot lines. George Mullen recommended approval of a Special Use Permit with the following conditions: 1) The Special Use Permit would be tied to the approved site plan. 2) Delete two of the three loading spaces required on the motel lot and require that one loading space be located adjacent to the service unit of the building. i Plan Commission Minutes - 3 - May 2, 1984 La Quinta Motor Inn (continued) 3) Relocate trash enclosures on lots 1 and 3 to be adjacent to loading spaces. 4) Sidewalks along both Oakton and Illinois Route 83 are required to be installed after the appropriate Village and State permits are granted. After such time that the permits are issued, the petitioner shall install the sidewalk within 30 days, weather permitting, in accordance with Village ordinances. If IDOT will not issue a permit to install sidewalks as required by Village ordinances, the petitioner shall submit an alternative sidewalk plan to the State which will request sidewalk installation along Busse, north of Oakton to the driveway. Appropriate crosswalks and signage will be provided by the petitioner from the sidewalks to the interior buildings. If the alternative plan also does not receive a permit from IDOT, the petitioner shall submit a second alternative for sidewalk at the Oakton/Busse corner of the lot. A• crosswalk and signage from the corner to the motel shall be provided by the petitioner. (The Plan Commission wishes to request that the Village Board join with La Quinta in asking the State for as much sidewalk as possible.) 5) The overall size of 10' x 20' for parking spaces will remain the same; however, those spaces along the front yard will have 10' x 17'6" paved with a 2' x 6" overhang sodded. A concrete curb in lieu of wheelstcps shall be required in the front yard parking spaces. 6) Wheelstops and curbing shall not be required for parking spaces at the property line between the motel and restaurant #2. 7) Front yard parking per the site plan can be utilized. 8) Prior to occupancy, there will be submitted and approved a landscape plan for each site. In addition, an interim land- scape plan for restaurant #2 shall be submitted and approved prior to occupancy of any of the three lots. 9) All easements and agreements are to be referenced on the plat of subdivision. 10) A two (2) year time limit is placed on the Special Use Permit for the restaurant #2 site. Extensions to the Special Use Permit may be granted upon review and recommendation of the Plan Commission to the Village Board and subject to Village Board approval. 11) All driveways accessing any of the three lots shall have adequate lighting and be paved prior to occupancy of any of the lots. Richard Levy requested clarification on the required preliminary landscape plan for the restaurant #2 parcel. Chairman Glass responded that the Plan Commission's intent was for grass or sod with protection from traffic driving through the area and that berms were possible but that fences or barricades were not necessary. i I Plan Commission Minutes - 4 - May 2, 1984 La Quinta Motor Inn (continued) The motion was seconded by Fred Geinosky and passed unanimously. The Plan Commission explained that the site plan and finding of fact would be reviewed at their meeting on May 16, 1984. First Palm Resubdivision Northeast Corner, Morse and Tonne The Commission approved the First Palm Plat of Resubdivision unanimously (Mullen moved, Paliganoff seconded the motion) . O-T Zoning Along Biesterfield Road Chairman Glass directed staff to rewrite the draft to state that the reason is that the highest and best use of that area is residential and to rewrite the description to include properties south to Devon.
