The meeting was called to order by Chairman Glass at 8:17 p.m.

Section 26 - 240 Units
(North of University Avenue)
Representatives of Centex Homes, Inc. presented slides, pictures
and exhibits of their proposed development for Section 26. Plan
Commission members discussed various aspects of detached garages,
frame construction of garages, walkway lighting, "private driveways",
tot lots, and retaining walls.
Joe Luciani of Centex Homes, Inc. explained that detached garages
were designed to provide light and ventilation to the housing units and
to permit the garages to be angled differently from one another for
aesthetic purposes. Concerns were raised by members that some of the
garages are distant from the housing units and may therefore cause
visitor parking to be taken_ by residents. Frame construction of the
garages, as originally planned by Centex, does not meet the Building
Code. Chairman. Glass questioned the marketability of detached garages.
The development will provide lighting of the interior walkway
system. It was jointly decided that a combination of types of lighting
would probably serve the area best. Chairman Glass requested a lighting

plan at the same time that a landscape plan is submitted so that this

aspect can be resolved prior to the issuance of building permits (other
than the model) .
Commission members and staff agreed that the two (2) "private
driveways" were in fact deadend streets and that they were not permissible.
Luciani produced a rough drawing of the development without the deadend
streets. The streets will be widened and have cul-de-sacs. One eight (8)
unit building was dropped from the plan. The new total number of units
is 232.
At the request of Commission members, Centex will review other
possible locations for the proposed tot lot at a University Drive
intersection. Members felt the proposed location was inconveniently
far from the housing units and inordinately close to an intersection.
Centex indicated that the retaining walls will be a maximum of
four (4) feet high; they will be landscaped on top; they will be
constructed of pressure treated railroad ties; and they will require
only minimal maintenance by the Homeowners' Association. Members
remained undecided about the use of railroad ties in the retaining
walls.
Questions regarding the parking/storage of recreational vehicles
and boats were raised. Centex stated that that issue would be covered
by the Homeowners' Association. A copy of an Association agreement
was requested by Chairman Glass.
The meeting was adjourned at 11:36 p.m.
