Architectural Design Control Subcommittee

The meeting was called to order at 7:15 p.m.

The need to establish and control standards of architectural
design is well recognized. Basic controls on design, color, materials,
siting, and elevation are necessary to avoid monotonous appearance.
Such design controls should apply to both single-family and multi-
family homes. Design variation of detail, form, and siting provide
needed visual interest.
There is no intention to control the interior designs
of residences, nor is the requirement for architectural variation
intended to restrict design continuity or harmony. Individual
homeowner's landscaping can provide visual interest but is not
deemed a significant factor in avoidance of design repetition.
A tour by this subcommittee of new and existing residential
construction in the Village revealed that acceptable levels of
variation were best achieved where significantly different front
elevations were available for identical models and where controls
were imposed to space identical models substantially apart from
each other.
To achieve the goal of good architectural design controls,
the subcommittee considered two possible options:
Option 1 : Architectural Design Control Ordinance. Adoption
of an ordinance similar to those of local communities.
Such an ordinance would establish standards required
of all developers.
Option 2. Review of Architectural Design Plans. A review
prior to issuance of building permits. Such review
would be by the Plan Commission (or an Architectural
Design Committee) on a developer's proposed plan.
The developer would be required to demonstrate
how monotonous design is avoided in the submitted
plans.
Unresolved issues included whether such controls should
apply to all residential builders or only developers of multi-lot
parcels. Also under question was whether such controls should
apply to remodeling or to developments under construction.
