ELK GROVE VILLAGE PLAN COMMISSION

The meeting was called to order at 8:12 p.m.

Immediately after opening the meeting, Leah Cummins appointed Clark Fulton
as Chairman.
Leah Cummins requested that two items be discussed: the Architectural
Design Control Ordinance; and the Mark Hopkins School purchase.
Architectural Design Control Ordinance
As a resident of Stockbridge, a Centex development, Orrin Stangeland
stated that he is concerned. Out of 68 constructed houses in Stockbridge,
there are four basic models and two elevations each possible. 43% of all
the houses are of one model. He felt that although it was an award-winning
design, it looked bad with so many of them in one area. He later provided
the following statistics on existing homes in Stockbridge: 46% winter
models, 27% summer models, 21% autumn models, and 6% spring models.
Clark Fulton said that Centex prefers to let the market conditions
determine house designs, as stated by Centex representatives at previous
Plan Commission meetings.
Orrin Stangeland noted that people did not realize the monotonous
situation when they bought their homes. Centex had previously dictated,
in other developments, what color and model would go on specific lots.
He stated that this problem has a terrible impact on the community and
suggested that the Plan Commission had an obligation to do something
about it.
Fred Geinosky brought up the fact that Centex can't be blamed
because there is presently no law regulating exterior design of residential
housing. Due to the market change from a sellers' market to a buyers'
market, Centex is simply trying to sell houses. Additionally, he mentioned

that Centex is not the only developer involved.
Leah Cummins indicated that there were two possible courses of
action: an ordinance or a letter to developers.
Orrin Stangeland suggested sending a survey to developers to find
out how many of each of their model designs were in each development.
Leah Cummins suggested asking the Village Board to notify developers
of these concerns. The Plan Commission should request that the Village
Board send a letter to the developers. The purpose of the letter, Leah
Cummins said, would be to relieve the monotony of construction presently
going on.
The Plan Commission then discussed the creation of an ordinance to
address the problem.
Clark Fulton suggested that the ordinance address not only new
housing but also existing structures. The ordinance could apply to
remodeling and additions to present structures and might even apply to
more than single-family homes. The creation of a subcommittee to draft
standards was suggested by Clark Fulton. All agreed and the following
Commissioners were assigned to serve on it: Orrin Stangeland, Chairman;
Fred Geinosky; and Dave Paliganoff. The subcommittee will report back
to the full Plan Commission on July 24 at 8 p.m. Drexel Properties will
be scheduled for 8:30 p.m. that evening.
Two members of the audience then brought up their concerns about
O'Hare airport and asked who they should contact. Leah Cummins explained
to them that the Plan Commission was not involved with the problem.
Robin Weaver briefly explained the lawsuit filed by area communities
and Elk Grove Village's involvement in the Suburban O'Hare Commission
through President Zettek and Trustee Bosslet. Leah Cummins recommended
that the residents attend a Village Board meeting and speak to the
Board regarding the problem.
Mark Hopkins School
Leah Cummins informed the others that School District 59 sold Mark
Hopkins school and that, according to the newspaper, the purchasers
intended to utilize the building as a cultural center. She expressed
her dissatisfaction with the low purchase price. Although a petition
for Special use has not been filed by the purchasers, Leah Cummins noted
several concerns with regard to parking and traffic generation. She
noted that the streets in the area are narrow and curvilinear and
suggested the Plan Commission members physically tour the area. She
recommended that a public notification of the meeting be sent to area
residents although no such notice is required.
Because the group had requested from the School District that 200
additional parking spaces be included as a condition of the sale and
because the purchasers represent the entire Chicago area, Leah Cummins
felt there is reason to be concerned about overcrowding the area streets.
Clark Fulton mentioned that there exists no direct access to major
streets but that it is at least somewhat isolated from surrounding
residents.

Plat of Vacation
Robin Weaver asked the Plan Commission to vote on the approval of
a Plat of Vacation of Utility Easements in Resubdivision No. 2 for a
portion of Winston Grove - Section 23B. The property affected is on
Gibson Drive. A motion to approve the plat was made by Orrin Stangeland
and seconded by Fred Geinosky. The motion was unanimously approved by
voice vote.
An unidentified resident expressed his appreciation of the work the
Plan Commission does and stated that he was impressed by their thorough
and intelligent discussion.
Fred Geinosky made a motion to adjourn the meeting and Orrin Stangeland
seconded the motion.
The meeting was adjourned at 9:43 p.m.
