Members Present: Members Absent: John Glass, Chairman None Leah Cummins, Secretary George Mullen Dave Paliganoff Fred Geinosky Clark Fulton Orrin Stangeland Staff Present: Thomas Rettenbacher, Building Commissioner Robin Weaver, Administrative Assistant Public Hearing: Docket 85-1 - Parking Text Amendments George Knickerbocker, attorney representing the Judiciary, Planning and Zoning Committee of the Village Board, presented his clients: Jim Petri, Trustee and Chairman of the Judiciary, Planning & Zoning Committee; Ed Hauser, Trustee; and Joe Bosslet, Trustee. He then proceeded to explain and justify each of the three requested text amendments. The amendments requested were: 1. Amend Paragraph B of Section 3.94 so that said Paragraph B shall read, as follows: B. All parking areas shall be paved with asphalt or concrete paving and so constructed that surface drainage water emanating from same shall not flow into nearby streets and public right-of-ways. The Building Department shall not issue a Certificate of Occupancy to any premises unless provision is made for the foregoing. Where wheel curbs are required pursuant to Paragraph F. of this Section, the wheel curb offset area may be landscaped and thus exempt from paving when approved by the Plan Commission. 2. That Paragraph 1 of Section 3.94 be amended so that said Paragraph shall read, as follows: I. Off-street parking shall not be less than the dimensions set forth in Exhibit F, entitled, Off-street Parking Chart, which Chart is hereby adopted by reference. Unless otherwise indicated in said Chart, each off- Minutes - 2 - February 6, 1985 Docket 85-1 (continued) 2. I. (continued) street parking space shall not be less than nine feet (9') by nineteen feet (19') exclusive of access drives or aisles and shall be of usable shape and conditions. 3. That Section 3.99 shall be amended by adding thereto the following: The above loading space requirements shall not apply to office uses or motel uses without assembly or meeting rooms, which uses shall require one loading space for every one hundred thousand square feet (100,000) or portion thereof of floor area. Don O'Hara, an Elk Grove Village resident and a traffic engineer with the firm of Barton-Aschman Associates, provided testimony in favor of decreasing the current 10' x 20' parking stall size. Informa- tion distributed by him regarding parking guidelines and vehicle dimensions are attached to these minutes. Discussion on the amendments lasted approximately two and one-half hours and was recorded by the court reporter on the official public hearing transcript. The public hearing was adjourned at 10:38 p.m. Dave Paliganoff moved that the first (landscaped wheel curb) and third (loading spaces) amendments be recommended to the Village Board for adoption with the following change: the word "designated" be added to the third amendment prior to the word "assembly". The motion was seconded by Leah Cummins and passed unanimously. Fred Geinosky moved that the second amendment (parking stall size) with the appropriate stall-size chart, be recommended for adoption by the Village Board. The motion was seconded by George Mullen. The motion failed with the following vote count: AYE: John Glass, George Mullen, Fred Geinosky NAY: Leah Cummins, Orrin Stangeland, Clark Fulton, Dave Paliganoff Clark Fulton moved that the parking stall size remain at 10' x 20' . The motion failed for lack of a second. Clark Fulton moved that the concept of a parking stall chart be recommended. The motion was seconded by Leah Cummins and passed unanimously. Orrin Stangeland moved that a 10' x 19' sized parking stall with a parking stall chart be recommended to the Village Board for adoption. The motion was seconded by Fred Geinosky and the motion passed by the following vote count: AYE: Orrin Stangeland, Fred Geinosky, Dave Paliganoff, Clark Fulton, Leah Cummins, George Mullen NAY: John Glass Minutes - 3 - February 6, 1985 Joint Meeting - JPZ Committee and the Plan Commission Charles Zettek arrived at the meeting (10:45 p.m.) . Discussion took place regarding a possible convention center along Devon Avenue; boundary agreements with Itasca and Wood Dale; and traffic problems at Ridge and Devon Avenues.
