Chilikapati, 1589 Oregon Trail 900-952 Fargo Avenue Screening Plan (Truck terminal bordering Landmeier Road, east of Fleetwood Lane) A screening plan consisting of a fiberglass-weaved fence to replace the poorly maintained existing Scotch Pine screening at 900-952 Fargo Avenue had been submitted and rejected by the Plan Commission earlier. Members had concerns regarding future maintenance. Another Plan was submitted verbally for discussion which consisted of sixty (60) new trees (mixed evergreen varieties) to bring the total number of trees back up to the original ninety-six (96). The Plan included a maintenance contract for twice-weekly care. The height of the evergreens would initially be 3 - 4 feet. Clark Fulton noted that the ground level where the trees for screen- ing are planted is lower than the roadway. George Mullen suggested that the new trees be seven feet tall as the previous ones would have been that tall if properly maintained. In response, Michael Figiel of Bennett and Kahnweiler indicated that over the years some of the trees were stolen, apparently for use as Christmas trees. Thomas Rettenbacher stated that ninety-six (96) trees are insufficient to totally block the view of the building and parking from the roadway. Staff was directed to review the Plan. I Plan Commission Minutes - 2 - December 3, 1986 Strawberry Hill Revised Screening Plan (Northeast corner of Meacham and Biesterfield Roads) The approved Screening Plan includes a six foot fence on an undefined height of berm (total: ten feet) along the east boundary line. As an eight foot fence on a two foot berm (total: ten feet) was installed by the developer, he was directed by the Building Commissioner to submit a revised Screening Plan for review by the Plan Commission. Members agreed to that change on the Plan. Property owners on Oregon Trail, to the north of the development, were present and objected to the lack of screening on the north. Members acknowledged that a mistake had been made and then attempted to determine suitable screening. Residents requested a similar fence to the height to meet the new fence (ten feet from grade). The developer, Stuart Handler, protested, saying that the Plan had already been approved; the plaza was almost completed; and that there was not sufficient room on his property to erect a fence. Eventually, the developer agreed to pay the remaining cost of said fence if the Village would waive the requirement of eight parkway trees (estimated value: $2,400). The trees are required of the developer but instead of being placed in the County parkway along Meacham Road, would be placed elsewhere in the Village. The fence would be installed on the homeowners' property where a six foot fence currently exists. It would be maintained in the future by the individual homeowners. Plan Commission members unanimously (Glass absent) agreed to recommend that the Village Board (1) approve a fence height variation for the four affected properties on Oregon Trail; and (2) waive the requirement on the developer to install eight parkway trees. Members unanimously (Glass absent) agreed to preliminarily approve the revised Screening Plan. They directed the Building Commissioner to not hold up occupancy permits due to the Plan as long as it was being complied with by the developer. Gerali Plat of Subdivision (Northwest corner of Higgins Road & Lively Boulevard - 5 lots) Members approved the Gerali Plat of Subdivision unanimously (Glass absent), subject to staff review.
