HomeMy WebLinkAboutPLAN COMMISSION - 11/19/1986 - GERALI-CARAVAN/900 FARGO/LOCAL 512 Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, November 19, 1986 Location: Multi-Purpose Room 901 Wellington Avenue Members Present: Members Absent: John Glass, Chairman Fred Geinosky Leah Cummins, Secretary George Mullen Clark Fulton David Paliganoff Staff Present: Thomas Rettenbacher, Building Commissioner Robin Weaver, Administrative Assistant John Coakley, Administrative Intern Others Present: Donald Reese, Flapan Company (car wash equipment manufacturer) James Gerali, owner of subject property Jane Matheson, architech John Broihier, attorney representing Gerali Roy Harnish, design engineer Bruce Allison, land planner The meeting and the public hearing were called to order at 8:15 p.m. Gerali - Caravan Properties - Subdivision and Rezoning I-1 to B-3 (located at the northwest corner of Higgins Road and Lively Boulevard) John Broihier stated that Mr. Gerali is seeking to have the property subdivided into five lots. All of the proposed lots already are zoned I-1 on the Elk Grove Village Official Map. Gerali is requesting that the proposed lot one be rezoned to B-3. Lot one would be used for an auto laundry (car wash). Broihier described the properties surrounding the Gerali property as follows: I-1 zoning to the north and northeast, county zoning B-2 to the east, an auto-body shop to the west, and to the south is both I-1 and county zoned R-5 and currently being farmed. The Gerali property is currently zoned R-3 in Cook County. Bruce Allison presented an arial photograph, site plan and land- scape plan for the property. He stated that lot one, the car wash, would have three entrances: one on Higgins Road and two on Lively Boulevard. The car wash would be contained in one 56,000 square foot building. A total of 22 parking spaces and 56 stacking spaces would be provided. Allison said the car wash would be the highest and best use of the land because it fits in with the surrounding land uses. He further noted that the trend along Higgins Road is commercial usage for land. I Plan Commission Minutes - 2 - November 19, 1986 I Gerali - Caravan Properties (continued) Gerali stated that he will own and operate the business. The car wash would serve approximately 200 - 250 cars per day on regular days and up to 400 cars on peak days. The car wash also would have some limited retail sales of automobile accessories but would not sell gasoline. He said that construction would begin in April and would take four or five months to complete. Clark Fulton inquired about outdoor lighting. Jane Matheson responded that there would be some ornamental lighting and parking lot lights. She noted that all lighting would comply with Village Codes. Fulton inquired about the car wash operations. Reese explained the process and discussed prices and the different options available. David Paliganoff asked where the customers would be drawn from. Broihier responded that most will be passing by on Higgins Road. He said that some of the customers also will come from other areas. Reese added that Higgins Road was a good location because over 26,000 cars pass by the property each day. Leah Cummins stated that the Village staff should be commended for their expedient handling and work on the petition. Cummins inquired about water causing problems on Higgins Road or Lively Boulevard during cold weather. Gerali responded that the cars would be dried thoroughly at the end of the process. Cummins also inquired about financing for the facility. Gerali responded that half of the project would be financed by a bank in Mount Prospect. John Glass raised a concern about traffic flow problems and problems with the stacking spaces. Broihier discussed the traffic flow as the cars enter the lot, go through the car wash, and exit the property. Following further discussion, the public hearing was closed at 9:42 p.m. (9:43 p.m. - five minute recess. ) Leah Cummins made a motion to recommend approval of the rezoning from I-1 to B-3 for lot one of the proposed Gerali subdivision. Clark Fulton seconded the motion. The motion was approved unanimously. I Local 512 anion Hall - Screening Plan i (404 East Devon Avenue) Leah Cummins made a motion to approve the screening plan and David Paliganoff seconded it. The motion passed unanimously. 900 Fargo - Screening Plan Tom Rettenbacher told the Plan Commission that he is working with 900 Fargo Avenue to obtain a revised screening plan.
