HomeMy WebLinkAboutPLAN COMMISSION - 05/14/1986 - HAMILTON LAKES VILLAGE Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, May 14, 1986 Location: Elk Grove High School Cafeteria The meeting was called to order at 8:10 p.m. Members Present: Members Absent: John Glass, Chairman George Mullen Leah Cummins, Secretary Orrin Stangeland Fred Geinosky Dave Paliganoff Clark Fulton Staff Present: Tom Rettenbacher, Building Commissioner Charles Henrici, Fire Chief Alan Boffice, Village Engineer Robin Weaver, Administrative Assistant Docket 86-4: Hamilton Lakes Village (77.9 acres, North side of Devon Avenue, East of I-290) Chairman Glass explained the purpose of the Plan Commission and the procedure for rezoning and annexation. The petitioner, Crow-Chasewood Company, explained their development proposal with the following persons: Christopher T. Carley, President, Crow-Chasewood Company David Grossberg, Attorney, Crow-Chasewood Company Craig Hartman, Skidmore, Owings & Merrill David Miller, Metro Transportration Group Rolf Campbell, Rolf C. Campbell & Associates, Inc. Eugene Seinard, Appraiser Pat McKillian, Trammell Crow, Office Division Arnold Seeburg, Advance Consulting Engineers The proposal is to develop the 77.9 acre parcel into 676 apartment units, two corporate office buildings along I-290, and two restaurants in the southern portion of the property. Mr. Carley presented slides detailing information on the Crow- Chasewood Company, a similar residential development they own in Willowbrook, and plans for this site. He noted that he and his associates had met twice with adjacent property owners before the hearing in order to explain their plan and acquire input. The architect, Mr. Hartman, noted that the proposed buildings would be located at the following distances from existing residences: 205' to residence on Cheltenham Road 454' to residence north of Circle Bay Estates 298' to residence south of Circle Bay Estates 248' from restaurant to nearest residence at Circle Bay Estates • 0 Plan Commission Minutes - 2 - May 14, 1986 Hamilton Lakes Village (continued) The apartments will be comprised of 40 three-story buildings, one six-story building, and two clubhouses. Mr. Miller summarized his traffic study. He stated that Beisner Road should go through from Biesterfield Road to Devon Avenue. He said a mixed use of the property versus all office or all residential is preferable from a traffic standpoint to alleviate very peak times. Due to the proposed full interchange at I-290 and Biesterfield Road, it is not feasible to have Beisner Road as a frontage road. A fiscal impact report was presented by Rolf Campbell indicating that the net gain on an annual basis would be approximately $117,044 to Elk Grove Village, $254,144 to School District 59, and $425,850 to School District 214. Real estate appraiser Eugene Seinard stated that his study concluded that the development would have no negative impact on the adjacent properties and would have a positive impact on some properties due to the location of a park and a pond. Patrick McKillian described the two six-story office buildings proposed for a 13 acre area next to the I-290 expressway as corporate office buildings intended for single users. A reduction from the Village parking standard is requested due to projected use and actual use figures at the Hamilton Lakes office project south of Devon Avenue in Itasca. Various residents addressed the Plan Commission relative to their concerns that the development would increase traffic, noise and air pollution, lower their property values, cause a drag strip on Beisner Road, bring uncaring young adults into the community and increase crime. At 10:45 p.m. , the public hearing was recessed to May 21, 1986 at 8:00 p.m. Respectfully submitted, Robin A.
