ELK GROVE VILLAGE PLAN COMMISSION

The meeting was called to order at 8:23 p.m.

Chairman Glass stated that the Plan Commission had previously
recommended approval of the text amendment and licensing ordinance
for senior congregate housing. The ordinance was currently being
reviewed by staff. The village Board had assigned the ordinance
to the Judiciary, Planning and Zoning Committee for review. Because
the text amendment and licensing ordinance had not yet been approved,
the Plan Commission could not recommend approval of Huntington's
plans. Glass said they could grant an informal approval given that
there are no significant changes in the text amendment when it is
adopted.
Bob Lux inquired if there was any way to speed up the process.
He asked if Huntington could simply receive variations for density,
open space and parking under an A-2 Special Use permit. Later they
could switch over to the text amendment. This action would permit
Huntington Square to begin development sooner.
Chairman Glass stated that the documentation as prepared by
the developer was not sufficient for A-2 Special Use. A change
at this point would require new staff review and slow down the
process even more. He recommended that Huntington Square stick
with the original proposal and wait for the text amendment.

Tom Rettenbacher stated that at the last meeting he was asked
to investigate the parking needs at the existing senior citizen
housing. His recommendation is to require 1.3 parking spaces per
dwelling unit. The parking spaces at the Village Grove Apartments
is 1.3 spaces per dwelling unit. Chairman Glass stated that the
Plan Commission was satisfied with the .75 spaces per dwelling units
as proposed by the developer. Glass mentioned the Barton-Aschman
study, recommending only .65 spaces as adequate to meet the senior
congregate housing needs.
Glass asked Bob Lux how the Huntington Square proposal compared
to the proposed text amendment. Lux responded that density was .6
over the requirement in the text amendment. The developer would
reduce the number of dwelling units, 'however, in order to comply.
He said that the footprint of the building would remain as shown
on the site plan but that the interior would be rearranged in order
to meet density requirements.
Fred Geinosky stated that at Village Grove there was a
contingency plan for additional parking if needed later. Lux
responded that such a plan would not be possible at Huntington
Square. Further discussion followed regarding parking needs.
Clark Fulton stated that while he had no problem with giving
a "vote of confidence", he was uncomfortable with an informal
vote of approval. Leah Cummins requested that the Plan Commission
make an expression of support for this proposal based on Plan
Commission recommendations for the text amendment and licensing
ordinance. The other members unanimously agreed.
Following further discussion, the meeting was adjourned at 10:02 p.m.
