HomeMy WebLinkAboutPLAN COMMISSION - 04/02/1986 - TRAMMELL REZONE/GROVE CHAPEL/GULLO Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, April 2, 1986 Location: Council Chamber Municipal Building 901 Wellington Avenue The meeting was called to order at 8:17 p.m. Members Present: Members Absent: John Glass, Chairman Leah Cummins Orrin Stangeland, Acting Secretary Fred Geinosky David Paliganoff George Mullen Clark Fulton Staff Present: Robin Weaver, Administrative Assistant John Coakley, Administrative Intern Others: David Grosberg, representing Trammell Crow Cris McGrath, representing Trammell Crow Anthony Maioriello, owner of Grove Memorial Chapel Trammell Crow - Rezoning I-I to I-2 (15.3 acre parcel located north of Mark Street, west of Carl Street) The Public Hearing was called to order at 8:17 p.m. David Grosberg stated that Trammell Crow wanted to rezone the property from I-1 to I-2 because most of the surrounding property is zoned I-2. Trammell Crow would be more competitive with I-2 zoning. Grosberg said they are requesting annexation, rezoning, and subdivision of the property. He further stated that Trammell Crow is requesting several variations from Village Codes as listed below: 1) No alleys. 2) 50 foot instead of 60 foot right-of-way. 3) A 650 foot long cul-de-sac street -- exceeds standard by 250 feet. 4. Change in width of the cul-de-sac bulb. 5. No sidewalks. 6. 10 foot easement on the west side of the cul-de-sac street. Chris McGrath explained the reasons behind the variation requests. He stated that alleys are not necessary because the building will be ,l Plan Commission Minutes - 2 - April 2, 1986 Trammell Crow (continued) accessible on three sides due to Its location. The variation in the street length is due to the location of a water tower which would interfere with the cul-de-sac if the street was 400 feet long. The length is necessary to serve area properties. McGrath further noted that the variations were being requested due to the peculiarities of project, and the property's location. Clark Fulton asked if the driveways could be designated as alleys. McGrath said that they probably could be done that way. Fred Geinosky stated his desire that the developer put in sidewalks. Clark Fulton agreed that sidewalks are important. Geinosky asked what was being planned for the property. McGrath responded that a distribution building with 24 foot ceilings would be constructed. Mostly manufactured goods and products would be stored in the facility. Geinosky inquired about the type of tenants and number of trucks which would use the facility. McGrath stated that distribution and warehouse companies would use the development. He also said that all types of trucks would make deliveries and pickups from the facility, mostly during business hours. (8:50 p.m. , John Glass arrives. ) Orrin Stangeland stated that sidewalks and streetlights should be required. He noted that people would have to walk in the street. McGrath stated that Trammell Crow would consider the installation of street lights and sidewalks due to the concern expressed by the Plan Commission. The Public Hearing was closed at 9:30 p.m. (5 minute recess. ) Grove Memorial Chapel The Public Hearing was called to order at 9:39 p.m. Anthony Maioriello explained the need for an amendment to the Special Use permit. He said that additional chapel space is necessary due to an increase in business over the past few years. The additional building space would require additional parking spaces. David Paliganoff asked if the parking facilities would be sufficient for large funerals. Maioriello responded that there would be sufficient parking space except perhaps once or twice a year. Paliganoff inquired about the fence along the back property line. i Maioriello responded that a small portion of the fence belonged to an adjoining property owner and that it has been replaced. Following further discussion, George Mullen made a motion to recommend approval of the amendment to the Special Use permit and Orrin Stangeland seconded it. The vote for approval passed unanimously. The vote for approval passed unanimously. The Public Hearing was adjourned at 10:10 p.m. Gullo - Chase Plat of Subdivision Following discussion, the three-lot subdivision was unanimously approved.
