HomeMy WebLinkAboutPLAN COMMISSION - 04/13/1966 - TEXACO / CENTEX PLAN COMMISSION MEETING April 13 , 1966 The members present were: Steve Schwellenbach, Chairman Jack Denny Jack Pahl Gayle Bantner Dick Mc Grenera Les Knudson Leah Cummins Bill Ballard also George Majoris Following the hearing on the A-2 rezoning petition, the Plan Commission met . The question was raised as to why the Texaco petition was not heard.The Chairman pointed out that neither he nor the Secretary had notified the applicant of the hearing . A copy of the publicity notice should be mailed to the appli- cant , even if it is Centex. The Chairman is to instruct and authorize the Village Clerk to make such mailings at the ap- propriate times . Centex Industrial Unit #106 , Lot 209 This is the dedicated ditch which is used for drainage purposes . A dissertation on how the ditch is constructed was .given by George Majoris . Since the dedication was accepted at the north end , it was felt that the Village must accept it at the south. A "gentlemen's agreement ' is in effect with Centex at the present time as to concrete inverts of forty feet . It was pointed out that Lot K is consistent all down the street as shown on the plats under consideration. Leah Cummins moved for the approval of the preliminary and final; Les Knudson seconded it ; the vote was unanimous . Leah Cummins moved for the approval of preliminary and final plats Unit 10 - Higgins Road Commercial. Dick Mc Grenera seconded it and the vote was unanimous . Jack Denny moved the approval of preliminary and final plats Unit 37 , Centex Industrial Park. Bill Ballard seconded it and the vote was unanimous . Unit 38 - Centex Industrial Park A discussion was held concerning Lunt Avenue . George Majoris stated that it was not heretofore dedicated. He reviewed his PLAN COMMISSION MEETING p. 2 April 13 , 1966 files and found that Lunt Avenue had been dedicated. Les Knudson moved for the approval of the preliminary and also moved for the approval of the final plat subject to receiving a performance bond in the amount of $9 ,000.00 for all public improvements on Lunt and Lively. The amount of the bond was computed using the ratio of that required on Unit 33 . Gayle Bantner seconded; the vote was unanimous . Les Knudson suggested that bench markers for the flood plains be indicated in the ordinance. It was pointed out that it was not defined in the ordinance by reference to any maps . It was the consensus of opinion that it should definitely be added to the ordinance. Chairman Schwellenbach stated he had met with Attorney Hofert on Monday concerning the material submitted by Texaco and that a letter would be sent to Texaco. He felt it was Hofert ' s opinion that Texaco should summarize a lot of the material as much as possible so that reference was readily available . He also felt that Texaco should provide in their plans recommendations as to what should be done in the village and the proposed locations such as an additional fire station, village community center , etc. Attorney Hofert was not happy as to the manner Frank Ellis drew up certain papers wherein he was specific in referring to certain areas such as Plum Grove , shopping centers , etc. Since these areas can change radically it would be well not to use them as references . The Chairman thought that Hofert may be in favor of the planning policies as suggested by Texaco; however , they should not be part of the zoning ordinance but of the comprehensive plan. Various members of the Commissions felt that building height limitation of 35 feet should be reconsidered. It was felt that there was nothing wrong with a building being 50 , 60 , or 65 , etc. feet as long as other controls are placed regarding light , air , open space , etc. With respect to the public hearing which will be held in the future on the proposed zoning ordinance , the Plan Commision shouts call the hearing on its own, not having it done by the Village Trustees . Texaco should be the petitioner. The Chairman notified the Commission that the Texaco hearing previously referred to had been continued to April 29 at 8 pm. Jack Pahl pointed out that Jack Ivans has called a mass meeting on May 12 of the service clubs for a "torchlight parade ' . It is more or less a preliminary hearing on planning to stimulate PLAN COMMISSION MEETING p.3 April 13 , 1966 planning ideas .
