SPECIAL VILLAGE BOARD MEETING
June 28, 2018

1. CONSENT AGENDA
a. Consideration to adopt Resolution No. 32-18 authorizing the Mayor and Village Clerk to
execute a Repair and Maintenance Escrow Agreement between the Village of Elk Grove
Village and Brixmore Holdings 1 SPE, LLC.
(The Repair & Maintenance Escrow Agreement outlines all of the maintenance
requirements placed on Brixmor by the Village.
(Approval of the attached Agreement provides for Brixmor to place $100,000 in escrow to
secure its repair of the items listed in Exhibit A.
(It should be noted that this agreement may be modified in accordance with title company
requirements.)
b. Consideration to adopt Ordinance No. 3559 approving an Intergovernmental Annexation
Agreement between the Metropolitan Water Reclamation District of Greater Chicago and
the Village of Elk Grove Village.
(The Metropolitan Water Reclamation District of Greater Chicago, administrative agency
of Cook County, Illinois, has given the Village consent to allow the annexation of certain
property into the Village boundaries.
(The annexation of the Property to the Village will be beneficial to the Village, will permit
the sound planning and development of the Village and will otherwise promote the proper
growth and general welfare of the Village.)
c. Consideration to adopt Ordinance No. 3560 annexing and rezoning certain territory to the
Village of Elk Grove Village (Metropolitan Water Reclamation District of Greater
Chicago).
(Metropolitan Water Reclamation District of Greater Chicago is seeking annexation to the
Village of Elk Grove Village of certain land and territory that consists of approximately
forty-one (41) acres, which is contiguous to the Village and not within the corporate limits
of any other municipality;
(The corporate authorities of the Village of Elk Grove Village are desirous of annexing

said property into the Village;
(The Mayor and Board of Trustees find and believe it to be in the best interest of the
Village that said land and territory be annexed to the Village according to the provisions
of the Annexation Agreement and pursuant to the provisions of Article 7, Division l of the
Illinois Municipal Code (65 ILCS 517-1-1, et seq.) and be zoned upon annexation.)
d. Consideration to adopt Ordinance No. 3561 annexing certain property to the Village of
Elk Grove Village and rezoning same in accordance with the Village's Comprehensive
Plan and Zoning Map.
(The Village of Elk Grove Village has the authority to annex property surrounded by the
Village, which is less than 60 acres in size.
(Proper notice was sent to each taxpayer of record and published in the newspaper on June
13, 2018.
(It is in the best interest of the Village that said territory be annexed to and become part of
the Village.
(The territory described in Section 3 of the Ordinance contains less than sixty (60) acres
and is wholly bounded by the Village of Elk Grove Village.
(Such territory is not within the corporate limits of any municipality, but is contiguous to
the Village of Elk Grove Village.)
In compliance with the Americans with Disabilities Act and other applicable Federal and
State laws, the meeting will be accessible to individuals with disabilities. Persons requiring
auxiliary aids and/or services should contact the Village Clerk, preferably no later than five
days before the meeting.
