6. CONSENT AGENDA
A) Consideratiosof a request(attached)':from the Elk Grove Park District to waive:permit
fees for.the Village's annual.alarm:license fee for:the period of January 1,2012 through.,
December 31 2012 in the total amount of$175.'
(There are seven(7,)facilities owned.by the Elk Grove Park District with alarms.
(1t has been past :practice of the. Village ,Board` to grant fee waivers for
governmental and non-profit organizations.
(A report from the Deputy Director of Finance;
recommending approval, is
attached.)
B)`Consideration to award a sole.source 'purchase contract to.Meggitt Training Systems,
'Inc. for the purchase of a Firearms Training Simulator in the amount not to exceed
$65,545.
(The Elk Grove Village Police Department has been investigating the purchase of'
a Firearms Training Simulator,which could be utilized by all Police Officers as part of
the Use of Force Training.
(The computer based training simulator projects use of force scenarios onto:an
interactive screen.where Police Officers make quick decisions on what level of force to
use.
(The simulator will enable the.Police Department to utilize hundreds of training
simulation videos to greatly enhance the Use of Force Program.
(The simulator will also be available to the public through the Citizens' Police
Academy and the Business Police Academy.
(In 2011, the State purchased the Meggitt XVT for their mobile training units and
Elk Grove Police currently utilize their system.
(Meggitt Training Systems, Inc:.also is utilized throughout the State for Use of .
Force training.
(Elk Grove purchased an early system in 1985 from Meggitt Training Systems,
Inc. and has received a customer loyalty discount of$3,000.

C) Consideration to award a professional service contract to the lowest responsive and
responsible bidder Powell Tree Care, Inca of Elk Grove Village, IL for the 2012
Parkway Tree Maintenance Program in the amount not to exceed$98,257.
(On Thursday, January 12, 2012, the Village opened sealed bids for the 2012
Parkway Tree Maintenance Program contract. A total of six (6) contractors obtained bid
documents,with three(3) submitting bids.
(The lowest responsive and responsible bidder was received from Powell Tree
Care, Inc., of Elk Grove,IL.
(The contract provides for the trimming of approximately 2,500 parkway trees
throughout the Village, as well as tree and stump removal.services.
(Powell Tree Care, Inc, was awarded the contract.on December 9, 2008 to provide
high-branch tree trimming and pruning services for Village parkway trees.
(Powell Tree Care, Inc. has successfully.completed parkway tree trimming for the
past six (6) years, has provided quality service to the Village, and has completed
projects in Mount Prospect,Niles, and Hanover Park. .
(A report from the Director. of Public Works; recommending approval; is
attached.)
D) Consideration of the following:.
• To increase the Recycling Fund by$161,250,for fiscal yeas 2012; and
• To renew a contract (attached)_with Powell Tree Care, Inc. of Elk Grove, IL for the
proper removal and disposalof diseased Ash Trees infested by the Emerald Ash
Borer in the amount not to exceed $161,250 from the Recycling Fund.
(Powell Tree Care, Inc. is a local.firm capable of removing and.properly disposing
of Ash trees. that are infested with the,Emerald Ash Borer. The Agreement calls for
Powell Tree Care,.Inc. to remove upto 500 parkway trees. The agreement is for a one
(1)year period.of time with two (2)potential renewal options. Pricing is based upon the
size of the tree.
(A report from the Director of Public Works,recommending approval, is attached.)
E) Consideration to adopt Ordinance.No. 3287(attached)amending Section 8-313-2 of the
Elk Grove Village Code by amending Section 901.6 of the International Building Code
regarding Fire Alarm System Installation and Monitoring.
(This Ordinance amends Section 901.6 of the International Building Code to
require all new businesses, new business occupants, businesses which undergo a change
in ownership, businesses which replace any existing fire alarm panel, or any system
requiring replacement of more than 50% of the current fire alarm system to have a direct
connection via a Village approved fire alarm system to the Elk Grove Village
Communications Center located at Northwest Central Dispatch,Arlington Heights, IL.)
F) Consideration to adopt Resolution No. 6-12 (attached) adopting the Official Zoning Map
of the Village of Elk Grove Village as of December 31, 2011.
(This Resolution shall be in full force and effect from and after its passage and
approval according to law.)

G) Consideration of the.following:
• To adopt Resolution No. 7-12 (attached):amending the Village's Extraterritorial
Service Agreement dated October 21, 1982 regarding the Brickvale Subdivisionwith
the Metropolitan Water Reclamation District of Greater Chicago(MWRD).
• To adopt Resolution No. 8-12 (attached) amending the Village's Extraterritorial
Service Agreement dated August 15, 1985 regarding Arrow Plastics located at 701 .
E. Devon Avenue with the Metropolitan Water,Reclamation District of Greater
Chicago (MWRD).
(In 2009, the United States Environmental Protection Agency (USEPA) conducted
a sanitary pretreatment compliance audit of the MWRD.
(The USEPA is requiring the MWRD:to.expressly delineate party responsibilities
within their extraterritorial sanitary sewer service agreement as it relates to certain .
industrial.pretreatment program responsibilities and obligations.
(Elk Grove Village is party to an agreement with MWRD under which portions of
the Village that lie outside of Cook County receive sewage collection and treatment
services from the MWRD for a fee.
(The Village adopted an Extraterritorial Service.Agreement on October 21,: 1982
for the Brickvale Subdivision.
(The Village adopted an Extraterritorial Service Agreement on August.151: 1985
for Arrow Plastics located at 701 E. Devon Avenue. -
(To meet the requirements by the USEPA, the.Village shall adopt an amendment
to the service agreement stating that the Village.shall adopt the,MWRD's Sewage and
Waste Control Ordinance as amended and all applicable pretreatment program
requirements, or at least adopt a Village ordinance that is,equally stringent.
(To comply with this requirement, the Village will need to modify the Municipal
Code Section 7-5-4: Prohibited Discharges to specifically reference the MVIRD Sewage
and Waste Control Ordinance.)
