6. CONSENT AGENDA
A) Consideration to authorize the third year of a three-year professional service
contract with Special Events Management (SEM) of Chicago, IL to manage and produce
the 2012 Alexian Brothers Tour of Elk Grove Bike Race on August 3, 4, and 5, 2012.
(In April of 2010, the Village Board authorized a three-year Agreement between
the Village and SEM to manage and produce the 2010; 2011, and 2012 Alexian Brothers
Tour of Elk Grove Bike Race.
(The terms and conditions of the Agreement remain unchanged. This action
authorizes the third year implementation of the three-year contract.)
B) Consideration to adopt Ordinance No. 3288 (attached) granting a Special Use Permit to
Quality Mobile Truck Repair, Inc. to allow automotive truck repair on a subdivided lot
with two buildings in an 1-2 Zoning District on property located at 2380-2400 American
Lane.
(This item was previously discussed at the February 28, 2012 Village Board
Meeting and currently appears as Unfinished Business under the Village Attorney.)
C) Consideration to adopt Ordinance No. 3289 (attached) rezoning property located at 1000
Elmhurst Road from the B-3 Business District to the I-2 Industrial District.
(Approval will allow outside storage of materials for HD Supply — White Cap
Construction Supply.
(This item was previously discussed at the February 28, 2012 Village Board
Meeting and currently appears as Unfinished Business under the Village Attorney.)
D) Consideration to adopt Ordinance No. 3290 (attached) amending Section 7-5-3 of Title
7, entitled Maintenance of Public Ways and Properties; Water and Sewer of the
Municipal Code.

(Elk Grove Village and the Metropolitan Water Reclamation District of Greater
Chicago (MWRD) have a Service Agreement that was amended by the Elk Grove
Village Board of Trustees on January 24, 2012.
(The Amendment was adopted by Resolution 7-12, which stated that Elk Grove
Village would adopt the MWRD's Sewage and Waste Control Ordinance or revisions to
its existing Ordinance as part of the Municipal Code.
(The amended language grants MWRD the authority for administration and
enforcement of the industrial waste pretreatment program within areas of Elk Grove
Village.
(The requirements of the Sewage and Waste Control Ordinance are applicable to
all industrial waste discharges within the service areas of the Village of Elk Grove
Village. Where provisions of the Sewage and Waste Control Ordinance are in conflict
with the provisions of any local ordinances, the more stringent provisions will apply.)
E) Consideration to adopt Ordinance No. 3291 (attached) to execute various amendatory
Agreements with St. Aubin's Nursery and Landscaping, Inc. (St. Aubin's) for tree
harvesting and tree planting as a result of the Emerald Ash Borer infestation and to
extend the existing Agreements by an additional two years.
(The Village Board adopted Ordinance No. 3133 on August 21, 2007 that approved
contracts with St. Aubin's for harvesting 2,500 trees over a five year period and for the
same amount to be replanted over an additional five year period.
(The Emerald Ash Borer has infested Ash Trees in the Village requiring the Village
to take emergency action to replace all Ash Trees in the Village.
(This emergency action requires increasing the contracts with St. Aubin's to allow
the additional planting and harvesting of 1,000 trees. The Tree Planting Agreement
requires St. Aubin's to deliver and plant all 2,500 trees incorporated in the initial
Agreement at a cost of$130 per tree for a 4" tree.
(The Agreement calls for the additional 1,000 trees to be harvested in 2017 and
2018 at a cost of$200 per tree.
(The Tree Harvesting Agreement will be amended to include 150 additional 4"
trees in 2012, 2013, and 2014 at a price of$70 per tree on the condition that one-third of
these trees be "Triumph Elm.")
