Call to Order:
Alva Kreutzer called the meeting to order at 7:03 p.m.
Action Items:
The minutes were approved with the listing of 7:40 p.m. as the time for last month's
meeting's adjournment. The motion was made by Dick Scholten and seconded by Jim
Foss.
Chairperson's Report:
None, except to say that Alva Kreutzer had lunch with Des Rafferty to brief him on the
Community Service Board.
Coordinator's Report:
Written report in Board packets. Beth Madden stated the office is starting to work on the
Community Paint-a-thon, and asked for suggestions of seniors in need of having their
homes painted. There must be a financial need or extenuating circumstances to qualify to
have their home painted. The area includes the Northwest suburbs, but last year only 1
recipient was from Elk Grove Village.

Volunteer Committee:

® Summer Activities Committee: given by Nancy Czarnik
® The Farmers Market will be expanded this summer from 2 farmer/vendors to at least 7
vendors. It will also be relocated to the south parking lot of the Pavilion. The program
will last 18 weeks, from June 28 to October 25, 2000. It will be promoted through the
Village Newsletter,the Elk Grove Chamber's Newsletter, as well as in ABMC's
newsletter. It will also be announced on the Public Works message boards. There will
also be an opportunity for community organizations to have a table (1 organization per
week) to promote their organization and raise funds.
Elk Grove Village will also have a community-wide garage sale on May 20, from 9 a.m.
to 3 p.m. There will be a $10.00 fee to participate. A portion of this fee will serve as a
donation to Build a Dream, a Park District Program to offset costs of various programs
for families or individuals who need financial help in order to participate in park district
programs.

Cook County Senior Medal of Honor:
The deadline for nominations is February 21. Nancy Czarnik nominated Lois LaMaid,
who has been a volunteered over the years for the Park District Pre-School Program, at
Admiral Byrd School, and is currently on the Senior Advisory Council for the Kenneth
Young Center. Jim Foss moved to accept the nomination, which was seconded by Nancy
Czarnik. Motion passed unanimously.
Volunteer Recognition Committee:
Beth Madden has sent a letter out to community organizations for nominations for this
award given at the April 28'h Village Dinner.
Work Force Development Council Scholarship:
Beth Madden said the applications are due March 31 n and 1 application has already been
received. Over $2000 in funding is available for scholarships. Winners will be notifies
by April 7, 2000.
Trustee Liason Report:
Nancy Czarnik announced that Steve Santowski, Parade Chair, did a taping for Channel 6
on various ways to incorporate the use of lights for the Night Parade. He will do another
this spring on how to build a float.

Announcements:
The next regular meeting of the Community Service Board will be Thursday, March 16,
2000 at 7:00 .m. There will be a meeting of the Summer Activity Committee at 7 p.m.
on March 13'p.

Tony Kees moved for an adjournment, which was seconded by Sal Pace. The meeting
was adjourned at 7:40 p.m.

Jim Foss called the meeting to order at 7:00 p.m.
Action Items:
The minutes were approved as given, after a motion by Peg Vallillo and a second by Sal
Pace.
Chairperson's Report:
None
Coordinator's Report:
A written report was included in the Board packets. Beth mentioned that during February
Marty has provided more Spanish translations than any previous month. There has also
been an increased number of non-English speaking people contacting the office,
especially Eastern European families from Bosnia, Poland, etc. Beth mentioned several
special situations and needs cases.
Committee Reports:
Elk Grove Community Spirit Award Committee: Given by Mary Hale
Mary announced that two recent Spirit Award winners were Lorraine Dobrin of Girl
Scout Service Unit 650 and Tony and Peg Vallillo. Mary again requested nominations
for the awards.
Summer Activities Committee: Given by Mary Hale
There are now over seven vendors for the Farmers Market. One table per week will be
set aside for an Elk Grove community organization to use to promote the organization
and use as a fundraiser.

Beth Madden passed out copies of nominations that had been received for the Volunteer
Recognition Award to be given at the annual Elk Grove Village Dinner in April. Beth
also mentioned that applications should be turned in shortly by two good candidates for
the Volunteer Development Scholarship. Last year none of the applicants met the criteria
to receive the scholarships.
Trustee Liason Report:
Nancy announced that the parade committee was in need of more volunteers the night of
the parade to be walkers since the parade will be held after dark. Also there has been a
segment of channel 6 or"How to light yourself up" and there will be one shortly on
"How to build a float". Nancy also announced that the Elk Grove Village Garage Sale
will be May 20.

Alva Kreutzer called the meeting to order at 7:05 p.m.
Action Items:
The minutes were approved with one correction - that Dick Scholten was absent last
meeting and had been listed as present. The motion was made by Dick Scholten and
seconded by Tony Kees.
Chairperson's Report:
Alva Kreutzer reviewed the purpose of the Community Service Board to see why
members had felt the meetings had become "boring" and lacking in substance, more
"announcements" by a few and not enough involvement or purpose for the others.
The purpose of the Board is to identify human service needs within the community,
promote community involvement, work with local organizations, represent the interests
of the community at large and advise the Village Board, and oversee the Community
Service office programs.
The problem was discussed and a few suggestions were made, such as doing more for
newcomers to the community to make them aware of programs, volunteer opportunities,
etc. A village open house for newcomers was mentioned. Other suggestions included
better publicizing the Blood Drive and inviting organizations within the community for
presentations on their work and needs. The discussion will be continued at the next
meeting.
Coordinator's Report:
A written report was included in the Board packets. Beth Madden stated that 26 Easter
baskets had been distributed that day.
Committee Reports:
Elk Grove Community Spirit Award Committee: Given by Mary Hale
Mary announced that that an application/flyer for nominating recipients for the Spirit
Award was run in the Daily Herald and would also run again next week. The budget was
also increased and the committee will be seeking additional monies through sponsorship
renewals and additional sponsors. The money is needed for tee shirts, yard signs, car
window signs and new letterhead (to add new sponsors' names).
Summer Activities Committee: Given by Mary Hale
The Farmers Market now has been turned over to the Park District to run. For the village-
wide garage sale on May 29, 83 residential applications have been turned in, along with 3
associations. Prudential American Heritage Realty will be providing 100 or more garage
sale signs.
Volunteer Committee
No Report
New Business:
Election of Community Service officers is next month. Jim Foss and Tony Kees will
make up the nominating committee.
Beth Madden said she is no longer living in Elk Grove Village, which is a requirement
for all department heads. Beth has been told she can stay on in her position until
® someone else is hired or promise to move back into the village within a reasonable
amount of time.
Old Business:
Beth Madden announced that there will be three residents will be recognized for their
volunteer work during the Village Dinner on April 28, 2000. They are Dorothy Matzi,
Patricia McCloughan, and Delores (Dee) Catania. Beth also stated that the Workforce
Development Council Scholarship Committee has seven applicants for the scholarship
monies for retraining.

Alva announced that she and Beth Madden had attended the Cook County Sheriff's
Medal of Honor awards ceremony where Lois LeMaid was honored.
Announcements:
The next Community Service Board meeting will be at 7:00 pm on May 18, 2000. The
Village Dinner is next Friday, April 28, 2000.

Elk Grove Community Spirit Award Committee: Given by Mary Hale
Mary announced that Jim Ayres had been added as a member of the Committee.
Summer Activities Committee: Given by Mary Hale
The Farmers Market will be every Wednesday from June 28 through October 2, from
8:00 AM to 2:00 PM. The Park District has taken over the Farmers Market at this point.
However, Mary mentioned she was having difficulty getting some information from
them.
Volunteer Committee
No Report
New Business:
The announcement was made that Paul Klevinsky had resigned from the Community
Service Board. Mary Paliganoff suggested that the replacement be a younger person,
such as a "stay at home" mom, to bring a balance of ages to the Board.
Alva suggested the Board from a subcommittee to further investigate the re-formation of
a Newcomers Club, which had come up in last month's discussions. Des Rafftery, Mary
Paliganoff, and Alva Kreutzer will form the subcommittee.
Old Business:
The slate for officers for the Community Service Board for the term of I year, May, 2000
through April, 2000 was as follows: Jim Foss, President, Alva Kreutzer, Vice President,
and Anne Feichter, Secretary. A motion was made by Tony Kees and seconded by Mary
Hale to accept the slate as given. Motion passed unanimously Beth Madden announced
that there will be three residents will be recognized for their volunteer work during the
Village Dinner on April 28, 2000. They are Dorothy Matzi, Patricia McCloughan, and
Delores (Dee) Catania. Beth also stated that the Workforce Development Council

Personnel Committee—There was a discussion of the protocol involved in the selection
and hiring of a new Community Service Coordinator. As the Community Service Board
is represented in the selection process, a committee was formed, made up of Sal Pace,
Alva Kreutzer, and Des Raf$ery. It was suggested that someone from another Board be
in on the interviewing process. Lois Colaprete, from the Kenneth Young Center and the
Health Board, was suggested for this committee, subject to approval.
Workforce Development—There were four applicants and all four were approved.
