• Call To Order
Chairman Jim Christie called the meeting to order at 7:10 PM.
Action Items: Approval of the Minutes
There was a motion by Merrill Froney to approve the minutes of the August 16, 2006 meeting,
second by Trustee Nancy Czarnik. The minutes were unanimously approved.
Director's Report
Anti-Smoking Campaign
The Director informed the Board that the recommendation of the Health & Community Service
Board (HCSB) for the 2006 Start-Up Prograin for a Smoke Free Elk Grove was submitted to
the Village Manager. The HCSB will await action by the Mayor and Village Board to review the
recommendations, and make their decision on implementation of the program.
Lois Colaprete stated that the Kenneth Young Centers would like to partner with the Village to
promote a smoke free Elk Grove. They would target youth eighteen years of age and younger
(high school students) through their In Touch program. In Touch is a substance abuse
prevention program. The program is funded through the Illinois Department of Human Services.
The Director also stated that neighboring municipalities (Schaumburg, Hoffman Estates,
Arlington Heights) are planning to implement or are reviewing community-wide smoking
bans. No Village has done what Elk Grove Village has by raising the licensing fees for tobacco
dealers, and using those monies to promote the Village as a smoke free community, help prevent
the further use of tobacco, and educate the public as to the dangers of smoking and second-hand
smoke.
Conditional Permit
The Department is proposing to establish new guidelines during a change in owner/operator of a
food establishment. Health permits are non-transferable. Currently a food establishment is issued
a new health permit once an inspection is conducted and no major health violations are found.
According to the Director, the Department currently has provisions in the ordinance for a
Conditional Permit.
This permit is issued to existing establislmrents for violations usually involving a plumbing,
structural or equipment issues. It allows owners/operators of new businesses up to two years to
make any necessary major repairs or changes while their business remains open. Occasionally
these changes or repairs are not done on a timely basis and the Department must take legal action
to gain compliance. The new proposal would require the issuance of conditional permits to all
owners/operators of continuously operating food establishments for a 90-day period. At the end
of the 90-day period a final inspection would be conducted. If all requirements were met a
permanent permit would be issued. If the owner/operator failed to make the necessary
corrections, the permit would be revoked and the establishment closed.
Trustee Czarnik questioned whether the ninety-days was sufficient time for owners/operators to
make the necessary corrections. The Director stated that they still have the latitude to work with
the owner/operator if legitimate problems arise with complying on time.
Chairman Christie added that this permit would not be issued to establishments with any
immediate health hazard. These would require immediate compliance.
The Director provided the Board with some background on food establishment inspections.
All establishments are inspected according to risk.
Risk One- Once a year: minimal food handling (convenience store, etc)
Risk Two- Twice a year: Some food preparation (fast food, etc.)
Risk Three- Three times a year: Preparing ready to eat foods, cooling foods (full service, etc.)
Establishments on probation are bumped up to a higher risk. Routine inspections are not
announced. Establishments are provided with a routine inspection and a follow up inspection. If
an establishment requires a third inspection a $50.00 re-inspection fee is issued. It goes up to
$100.00 for any subsequent inspections. Establishments that fail to comply are required to come
in for a hearing and/or can be issued fines or be required to appear in court.
West Nile virus
West Nile virus is usually more prevalent in late summer or early fall, depending on the weather.
It can be a problem until the first hard frost. Cool summer weather limits the activity of the West
Nile virus mosquito. Because the West Nile virus mosquito likes dry,hot conditions numerous
rains (like this summer) help to wash eggs out of small pools of water were the mosquito lays her
eggs. So far this year in Illinois there have been eight deaths due to West Nile virus.
Health Risk Assessment
The Human Resources Coordinator will be coordinating a meeting between ABMC and Village
Department heads to review the processes involved with providing a Health Risk Assessment to
Village employees. The assessment will consist of hands on biometric screenings, and a health
risk survey employees will be able to take on the hiteunet.
Pandemic Flu Preparedness
The Director and Community Services Coordinator met with representatives of the Police and
Fire Departments, Elk Grove Township, ABMC, and Cook County Health Department to discuss
preparedness for a pandemic flu outbreak. If a pandemic flu hits the Elk Grove, 25% to 40% of
Village employees could be sick or unable to cone to work. Village services could be limited or
nonexistent. ABMC could be overflowing with sick people, and would have to institute measures
to limit patients and control surge capacity. The ABMC representative stated that medical
resources would be in short supply during such an event. The Director and Community Services
Coordinator will be attending additional meetings and workshops to discuss the pandemic flu
issue.
As it now stands, no 115N1 avian flu as been detected in the United States
Flu Vaccine
Flu vaccine is scheduled to be delivered sometime after September 25'h. Health and Community
Services has ordered 2,000 doses for this flu season. The cost per flu shot will be 520.00. The
Village cost for vaccine alone is almost 512.00/shot, not including needles, information sheets,
flyers and employee costs. Chairman Christie stated that the Village tries to break even on costs.
This is the first time in four or five years that flu vaccine is not in short supply.
• Emerald Ash Borer
The Director provided the Board members with brochures on the Emerald Ash Bore (EAB).
Currently the EAB has been limited to Kane and Lake Counties, and three north shore
communities. The adults are small metallic green beetles. They make small d-shaped holes when
they emerge from the tree. The larvae chew the inner bark, which eventually kills the tree. The
Public Works
Department and State of Illinois are currently conducting a trapping program in three locations.
Dr Labinsky noted that lie has noticed trees that showed the characteristics of an Emerald Ash
Borer infestation. The Board members were informed to contact Rich Edwards, Superintendent
of Streets and Forestry to report any possible signs or symptoms of the EAB.
Wild Animals
A question was asked regarding wild or feral animals. The Director stated that if residents catch
a feral cat in a Village trap, the Police Department would pick them up and transport them to the
contacted kennel. The Department does encourage residents catching cats to contact an animal
adoption agency to find a home for the animal.
Skunks that are trapped need to be euthanized on the spot. No animal caught in a trap can be
released into Busse Woods. The Village is licensed by the Illinois Department of Natural
Resources and must follow their requirements to prevent the license form being revoked.
Communitv Service Coordinator's Report
The Community Service Coordinator stated that fall is the busy season for the Community
Services Office. With the holidays approaching, the office has begun to identify needy families
to support for holiday baskets.
The Interfaith Council Food Drive will begin October 16`r'. Some pick up locations include the
library, and park district facilities. The drive continues for two weeks and distributes food items
to the Elk Grove Food Pantry. Letters have gone out asking for participation in the drive.
The Community Services Office will be coordinating the manning of the Salvation Anny Bell
Ringing at various retail locations in the Village. The Village has been involved with this activity
for 15 years. Monies collected in the drive conic back to the Village.
With the approachin clo weather, PADS shelters will be opening next week and the
Coordinator is workin n a Community Paint-A-Thor to help paint homes for low-income
seniors. The Coordinator is Chairperson of the Working Together Program. This program helps
needy people to make repairs on their homes next spring.
The Elk Grove Housing Fund received a check for $11,000.00 from the Elk Grove 50th
Anniversary Home Giveaway. This fund is used to help residents pay utility bills, and prevent
foreclosures and evictions.
Jim Morrill has started work on the National Weather Service Storm Readiness Program. If you
remember Jim proposed Village involvement in this program earlier this year. Jim will work on
putting a program together for a formal presentation next year.

Trustee Liaison Report
As part of the Village's 50°i Anniversary, October will be Village Government Month. There
will be an open house on October 15`x'. All departments will be represented. Health &
Community Services handing out information, collecting cell phones, and providing a pencil
made of shredded money or old blue jeans to everyone that brings in an item for the food pantry.
Trustee Czarnik announced that Community Spirit Award nominations are ongoing. The
Community Spirit Award is an outgrowth of the Community Services Board. There is a separate
committee that reviews and recommends applicants for the award.

Lois Colaprete sent the Community Services Coordinator a proposal requesting Make-A-
Difference Day be dedicated to the Kermeth Young Centers (KYC). KYC proposed that the
• Board sponsor a large garage sale to help raise funds for programs at KYC. Additional funding
sources are being explored because of funding cutbacks by the State of Illinois.
Between September 15t" and November I" KYC is prohibited from soliciting funds from outside
sources, because of funding requirements from United Way, which prohibits outside solicitation
for that 45-day period. United Way uses that period to solicit corporate sponsorships. United
Way provides about 1% of the total KYC budget.
The Community Services Coordinator stated that having the garage sale might be better during
the spring. They might also try a Maxwell Street type of sale, where tables are sold to vendors or
individuals. The Village of Hanover Park runs two such events.
Trustee Czarnik, and Board members Mary Paliganoff, and Lois Colaprete volunteered to work-
with
orkwith the Community Services Coordinator and Director to help organize a fundraiser for KYC.
Mr. Froney made a motion to adjourn; Dr. Labinsky seconded it. Meeting was adjourned at 8:40
PM.
