6. CONSENT AGENDA
a. Consideration of a request from Christus Victor Lutheran Church to waive fees for a
temporary Class D liquor license to allow the sale of beer at an Oktoberfest event on
Sunday, September 16 at 1045 S. Arlington Heights Road in the amount of $2,100.
(The fee for a Class D liquor license is $2,100.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Village Clerk recommends approval to waive license fees for a temporary Class D
liquor license.)
b. Consideration of a request from Saint Julian Eymard Church to waive fees for a temporary
Class D liquor license for hosting their annual picnic on Sunday, September 16, 2018 at
601 Biesterfield Road in the amount of $2,100.
(The fee for a Class D liquor license is $2,100.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Village Clerk recommends approval to waive fees for the temporary Class D liquor
license.)
c. Consideration of a request from the Prince of Peace United Methodist Church, located at
1400 Arlington Heights Road, to waive FY 2018-19 business license fees in the amount of
$100.

(Prince of Peace United Methodist Church is seeking a waiver of FY2018-19 business
license fees related to the Church's annual Pumpkin Patch.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Finance recommends approval.)
d. Consideration of a request from the Elk Grove Park District to waive permit fees
for parking lot improvements at St. Julian Eymard Church, 601 Biesterfield Road in the
amount of $750.00.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Community Development recommends approval.)
e. Consideration of a request from Community Consolidated School District 59 to
waive permit fees for grass paver sidewalk at Admiral Byrd Elementary School, 265
Wellington Avenue in the amount of $25.00.
(It has been past practice of the Village Board to grant fee waivers for governmental and
non-profit organizations.
(The Director of Community Development recommends approval.)
f. Consideration to concur with prior authorization of a request from Planet Fitness to install
a temporary banner at 980 Elk Grove Town Center.
(Section 7B-5-8 of the Elk Grove Zoning Ordinance requires all applications for sign
permits in the B-5 Town Center Shopping District to be reviewed and approved by the
Mayor and Board of Trustees.
(Planet Fitness requested approval to install a temporary sign on the north elevation of the
building promoting pre -sale registration.
(The temporary signage will meet the allowable area permitted by the Village's sign
regulations and will be displayed until October 15, 2018.
(The Director of Community Development recommends approval.)
g. Consideration of a request to hold a Public Hearing before the Plan Commission to
consider a petition submitted by Yamazen, Inc. for a Special Use Permit for development
in the Metropolitan -Northwest Subdivision in Northwest Point.
(The purpose of the petition for Special Use is to allow the construction of a 128,000
square foot building on an approximately 7 acre parcel of vacant land in the park at
Northwest Point.
(A date for the Public Hearing has not been established.)
h. Consideration to increase the FY 2018-19 Busse -Elmhurst TIF Fund budget in the amount
of $3,500,000.
(The increase in the Busse -Elmhurst TIF Fund is necessary to provide funds needed for
construction and redevelopment throughout the district.)

i. Consideration to adopt Ordinance No. 3568 authorizing certain advances from the Village
revenue funds to the Oakton/Higgins Corridor TIF allocation fund to pay for eligible tax
increment costs.
(The Village has determined certain eligible infrastructure improvements set forth in the
Plan may need to be undertaken prior to there being monies available in the Allocation
Fund.
(The Village has agreed to authorize the advance funds of from its General Fund, Business
Leaders Forum (`BLF") Fund, Capital Projects Fund, and/or Water & Sewer Fund to the
Allocation Fund to finance the necessary TIF eligible expenditures as permitted by the Act
and to use funds from the Allocation Fund to repay said advances as increment becomes
available.)
j. Consideration to adopt Ordinance No. 3569 amending Section 6-8-3-B-1 Raffle License of
the Village Code by deleting provisions relating to dollar limitation on prize awards.
(This ordinance will amend the existing raffle license requirement which limits the single
prize award of $1,000,000 in light of the VFW's consideration of adopting the "Queen -of -
Hearts" raffle in the Village.)
k. Consideration to adopt Ordinance No. 3570 amending Section 3-25-1 Definitions and
Section 3-25-4 of Chapter 25 of Title 3 of the Elk Grove Village Code relating to the
location of Small Wireless Facilities in the Village.
(The Village approved a new chapter to the Village Code regulating Small Wireless
Facilities on May 22, 2018.
(Small Wireless Facilities in any right-of-way, regardless of zoning district, are required by
the State to be a permitted use.
(The Village's regulations on Small Wireless Facilities required that any small wireless
facility in a residential district would require a special use permit, unless within the right-
of-way.
(This regulation effectively forces small wireless facilities to locate in the right-of-way in
residential districts, even on smaller residential streets where a more appropriate site exists
nearby.
(This ordinance amends Village regulations to allow Small Wireless Facilities on publicly
owned property in residential zoning districts to be a permitted use.)
1. Consideration to adopt Ordinance No. 3571 granting a special use permit to DARS Holding
Group Ltd. to operate an Automotive Repair Center in an I-2 Industrial Zoning District on
property located at 850 Elmhurst Road in Elk Grove Village, Illinois.
(This item was discussed at the August 14, 2018 Village Board Meeting and currently
appears under Unfinished Business.)
m. Consideration to adopt Ordinance No. 3572 granting a Special Use Permit and a Special
Location Parking Plan to North Star Foods, Inc. to permit a Food Processing Facility in an
I-2 Industrial Zoning District at 2575 American Lane and a Special Location Parking Plan
to allow required parking spaces to be shared among 2575 American Lane, 2601
American Lane and 2600 Delta Lane, Elk Grove Village.

a. Village Attorney - Direct the Village Attorney to prepare the necessary documents for a
Special Use Permit subject to certain conditions for the operation of an automotive repair
center in an I-2 Industrial Zoning District on property located at 850 Elmhurst Road.
b. Village Attorney - Direct the Village Attorney to prepare the necessary documents for a
Special Use Permit for a Food Processing Facility within an I-2 Zoning Industrial District
at 2575 American Lane.
