RESOLUTION NO. 8-91 <br /> A RESOLUTION SUPPORTING CONTINUATION OF THE TWENTY (20) <br /> PERCENT TEMPORARY SURCHARGE TO THE ILLINOIS STATE INCOME TAX <br /> WHEREAS, the Illinois State Legislature adopted in July, 1989, a twenty <br /> (20) percent temporary surcharge to the State Income Tax, the proceeds of <br /> which were to be shared equally between local governments and school <br /> districts; and <br /> WHEREAS, it was the intent of the State Legislature that the additional <br /> revenues received by local governments and school districts would enable <br /> them to reduce local property tax levies; and <br /> WHEREAS, many local governments and school districts throughout the <br /> state did reduce or restrict their local property tax levies accordingly; <br /> and <br /> WHEREAS, the temporary State Income Tax Surcharge is scheduled to <br /> expire July 1, 1991; and <br /> WHEREAS, unless the State Income Tax Surcharge is made permanent, many <br /> local governments and school districts will be faced with the prospects of <br /> either substantially raising local property taxes to make up for the lost <br /> surcharge tax revenue or reducing public and educational services; and <br /> WHEREAS, it is our belief that the public would prefer continuation of <br /> the Income Tax Surcharge over increased local property taxes to support <br /> needed public and educational services. <br /> NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees <br /> of the Village of Elk Grove Village, Counties of Cook and DuPage, State of <br /> Illinois as follows: <br /> Section 1: That the Governor and State Legislature of the State of <br /> Illinois is hereby urged to permanently adopt the increase to the State <br /> Income Tax previously approved as a temporary surcharge in June, 1989, and <br />
