RESOLUTION NO. 75-86 <br /> A RESOLUTION RESCINDING RESOLUTION NO. 70-86 AND STATING <br /> THE POSITION OF THE VILLAGE OF ELK GROVE VILLAGE RELATIVE <br /> TO PENDING NEGOTIATIONS FOR A FRANCHISE AGREEMENT WITH <br /> ILLINOIS BELL TELEPHONE COMPANY <br /> WHEREAS, the Northwest Municipal Conference (NWMC) is a corporate <br /> organization representative of municipalities and townships chartered <br /> within the State of Illinois and the County of Cook: and <br /> WHEREAS, Article III, Section 20, of the Constitution of the State <br /> of Illinois, and Chapter 127, paragraphs 741 through 748 of the Illinois <br /> Revised Statutes, authorize and encourage intergovernmental association <br /> and cooperation: and <br /> WHEREAS, the public officials of the NWMC represent thirty-six (36) <br /> local governmental bodies and a population of over 950,000 Illinois <br /> residents: and <br /> WHEREAS, in 1984, the Illinois Bell Telephone Company entered into <br /> three (3) year interim franchise agreements expiring January 1, 1987, with <br /> the member municipalities of the NWMC; and <br /> WHEREAS, it is in the mutual interest of both the Illinois Bell <br /> Telephone Company and municipalities to continue to enter into franchise <br /> agreements; and <br /> WHEREAS, it is economically beneficial for the Illinois Bell Telephone <br /> Company to continue to explore new uses for phone lines, including: fiber <br /> optics, computers, video transmissions, cellular, interactive, and bypass <br /> networks, such that a general communication franchise needs to be developed; <br /> and <br /> WHEREAS, the Illinois Municipal League as the statewide representative <br /> of municipalities will assume the leadership role in negotiating the terms <br /> of a new franchise agreement; and <br /> WHEREAS, the Northwest Municipal Conference supports the Illinois <br /> Municipal League in resolving the issues and disputes which will arise during <br /> the negotiating process. <br />
