RESOLUTION NO. 5-75 <br /> A RESOLUTION INDICATING THE INTENT TO PARTICIPATE WITH OTHER LOCAL <br /> GOVERNMENTS IN THE NORTHEASTERN ILLINOIS AREA IN A JOINT PLANNING <br /> PROCESS TO DEVELOP AND IMPLEMENT A PLAN RESULTING IN COORDINATED WASTE <br /> TREATMENT MANAGEMENT SYSTEM FOR THE AREA <br /> WHEREAS, Section 208 of the Federal Water Pollution Control Amendments <br /> of 1972, P. L. 92-500 (hereinafter called ''Act'') requires .that in areas <br /> of urban concentration having substantial water quality control problems, <br /> an areawide planning and management process for correcting such problems be <br /> undertaken; and <br /> WHEREAS, pursuant to the Act , the Governor, after consultation with <br /> appropriate local officials, is to designate the areawide planning districts <br /> and a single representative agency, which includes local elected officials, <br /> capable of developing effective areawide waste treatment management plans; and <br /> WHEREAS, the EPA regulations in Section 126. 11 encourage the use of <br /> existing regional agencies consistent with the policies of Title IV of the <br /> Intergovernmental Cooperation Act of 1968, as implemented by Part IV of OMB <br /> Circular A-95 to receive the designation as the single responsible agency for <br /> waste treatment management planning in designated areas;and <br /> WHEREAS, Section 126. 10 of the EPA regulations requires, among other <br /> things , that the local governments within a substantial water quality problem <br /> area must indicate their intent , through formally adopted resolution, to join <br /> together in the planning process to develop and implement a plan which will <br /> result in a coordinated waste treatment management system for the area; and <br /> WHEREAS, the designation of the NIPC will insure the integration of waste <br /> treatment management planning into the overall comprehensive development plann- <br /> ing process for the northeastern Illinois area; and <br /> WHEREAS, all affected governmental agencies shall have a right and an <br /> opportunity to participate and provide input to the Plan; and <br /> WHEREAS, all affected governmental agencies shall have the right to vote <br /> an approval of the Plan prior to submission to the State by the Northeastern <br /> Illinois Plan Commission; and <br /> WHEREAS, The Plan, as proposed by the NIPC shall be economically feasible; <br /> and <br /> NOW, THEREFORE , BE IT RESOLVED that the Village of Elk Grove Village hereby <br /> indicates its intention to participate in an intergovernmental process to develop <br /> and implement a plan which will result in a coordinated waste treatment manage- <br /> ment system for the northeastern Illinois area; and <br /> BE IT FURTHER RESOLVED that the Village of Elk Grove Village hereby requests <br /> the Governor to designate the northeastern Illinois area as a substantial water <br /> quality problem area and further designate the NIPC as the responsible agency to <br /> conduct waster treatment management planning within such area under the provisions <br /> of Section 208 of the Federal Water Pollution Control Act Amendments of 1972 and <br /> the EPA regulations promulgated and implemented thereto. <br /> Section 1 .
